OOC: The temporary framework I'm working off of rn is kinda like a less harsh Treaty of Versailles, so the basic gist of it right now is as follows:
- War reparations
- Limiting of the Sibi military
- Criminal trials against those who had led the dictatorship
- Restoration of democracy in Sibinaf
- Establishment of an allied comittee to oversee reconstruction and ensure the treaty is enforced in full))

Dear Sirs or Madams,
As the defeated power in this war we would like the honour of hosting the peace talks to oversee the future of the relationships between our nations. We understand there may be some trust issues in coming into the figurative lions den of the defeated nation, who was not been outright defeated unconditionally, but we have purged the military of the commanders and soldiers who were loyal to Kutuzov and have begun the establishment of a Peoples militia to maintain security in the Cities where our Military Police have been dismantled. SIbinaf is secured for democracy we hope and we hope to hear from you soon regarding the peace talks.

The MOD said and began to type on a laptop he had set up on the table in front of him before the Ministe rof Communication placed a hand on his shoulder, "Allow me, Comrade." He said simply.

Due to lingering concerns regarding malicious, anti-democracy forces such as the Black Hand Insurgency, that would most likely take measures to prevent these talks from happening, or attempt to disrupt them by any means possible, it currently does not seem to be the best option to meet in Sibinaf at this time. Thusly we propose meeting in a city along our shared border, to provide a feeling of representation to both sides while not unduly compromising safety.

OOC: The military limiting clause is really only there in order to shut up more hardliner figures in the Olivacian government. Also, troops are already being deployed to ensure domestic security in Sibinaf))

We agree to your offer to meet in a border city. Are there any that were not affected by the recent conflict? From the few reports we had from the front we heard a lot of the border cities had been hit hard by artillery strikes on both sides of the borders. We hope we can send a delegation within the week to a meeting to discuss peace. We are currently in need of help as a full scale uprising is beginning to take place in Golgotha so we would like to secure peace so we can direct more troops there, without fear of a resumption of our conflict.

Recent assessments have dictated that the city of Nenadell is currently in the best condition to hold peace talks at this time. In regards to the uprising in Golgotha, we will be deploying peacekeeper and counter-insurgency forces in order to aid in quelling this threat before it grows too great.

President Archebald sat looking at the delegation. Be prepared for a hard fought peace from these talks, but we must make a lasting peace." With that the gathered crowd applauded, slightly lack luster in nature, and the President dispatched the delegates to the airport.Golgotha, the Frontline of the Black Hand Conflict
The roar of jet engines filled the air as the MiG flew low over the city before dropping its munitions on the target in the City Centre. The flash of the bomb lit up the early morning sky and Sergeant Malek fired his AK-74 full auto as he burst through a door into a building around the square. The CBRN suits had come out now and the men were fighting hard in gas masks and radiation protective equipment. The wreckage of the tiberium bomb truck could be seen and the sight of crystals beginning to sprout in the centre of the city meant the army would have to withdraw and isolate this area soon. Amazingly the Black Hand in this area of the city wore no protective gear and some appeared to be tattooed with Tiberium based ink the glow showing through their white skin. Malek and his platoon fought for three hours in the city centre before being withdrawn and sent to decontamination units in the rear. Golgotha was still a war zone though and he and his men would soon be on the frontline again.

The plane had been orbiting the Airport for half an hour before asking for permission to land when it looked the runway was clear enough. Coming in hard and fast the Plane carrying the delegation landed and the plane taxied to the terminal. The four ambassadors climbed out of their seats and behind a shield of twelve PMC soldiers they entered the terminal and looked for the welcoming committee. "Over there." One of the Private Military contractors said pointing to a group of people.
