The best teams of the two primary associations will always be in the Champions League, as well, which again might not make IC sense in some situations.

A note for the IFCF Champions League draw - a mistake was noted where two teams from the same group were drawn together in the Round of 16. In order to correct this, a random draw has been conducted to determine a swap. As a result, the below fixtures replace those involving the below teams that were previously posted.

Typo error:

In the results of the Rising Stars Cup, there were 2 seemingly impossible scorelines, one for the quarterfinals, and one for the semifinals, as below:

(DAR)             Johnho United  p 0–0    Avondale City             (SYL)  (5–4 pen)
(KSK) Kirkenes FC 2–2 p Spartangrad (EUR) (6–7 pen)


As the Rising Stars Cup heads straight into penalties after the 90 minutes mark, the penalty scoreline from the scorinator was taken in place of the extra-time result. This would mean that both Johnho United (DAR) and Spartangrad (EUR) should have won their games in penalties instead of the given scoreline, which was the leftovers from the extra-time scorination. Based on our saved original output, the results above have been corrected to what they should have been, ie. 0-0 FT for the first game, and 2-2 FT for the second.

I have been reviewing the current IFCF club regulations, and looking in a personal capacity, to attempt to make things more clearer for one and all. I am making these proposals on my own, opening it to feedback, before raising it within the IFCF executive committee to see if these changes should be made.

First is an obvious one: I noticed we never mentioned that the Rising Stars Cup regulations never mentioned that Extra Time will be skipped in the event of a tie after the one-leg/two-leg fixture. I will therefore attempt to fix the wording below:
7.06 (1) In all ties played under the knockout system, if the two teams involved in a tie score the same number of goals over the two legs in 90 mins games, kicks from the penalty mark determine which team qualifies for the next stage. No extra time periods will be played.
(2) If the two teams in single-leg knockout match score the same number of goals in 90 mins, kicks from the penalty mark determine the winning team. No extra time periods will be played.

Think this resolves the ambiguity, in that all games will be played in 90 mins, and when scores are tied, penalty decides the winner.

The second one would be trying to make sure we make it clear that clubs which allow teams to gain coefficients use coefficients, while competitions which do not provide any coefficients do not use them.
3.02 (1) Clubs’ starting rounds are determined by the needs of each cycle according to priority order given in appendix 2. Competition-specific provisions for reserved places and advancements take precedence.
(2) In a qualifying phase, draws for each round are seeded according to club coefficients. Clubs representing the same association cannot be drawn against each other. The draw will also determine which club plays the first leg at home.
(3) In a qualifying phase for a competition counting towards coefficients, draws for each round are seeded according to club coefficients. Otherwise, draws for each round should be unseeded. Competition-specific provisions for seeding take precedence.


The third one sounds more controversial, but I have thought it might be seen as a loophole for a while now. I believe the wording below will solve things:
12.1 The following clubs enter the Associations Trophy:
  • Primary Association champions who did not qualify for the group phase of either the Champions League or Challengers Cup.
  • A minimal number of losing clubs from the Challengers Cup, if necessary. Priority shall be given to clubs that advanced furthest in the Challengers Cup, followed by clubs with the highest club coefficient.

There are 2 sides to this second one: One is that there is no need to make such a change anyways, given that secondary associations do not stand to gain much coefficients anyways, and the league as a whole does not stand to benefit from having more secondary associations a la Freeport when the coefficient gains are nerfed. But the other argument is what I am more concerned about - if secondary association "champions" take Challengers Cup spots of the Primary Association and gets eliminated in the preliminary rounds, does this mean that they get a free pass into the AT as well? And that multiple "champions" from a multi-association league gets to qualify here? I don't feel its fair to take one extra spot and one extra opportunity to get coefficients, and therefore, I am personally taking this change up.

Our version of soccer: The NCC (National Club Championship) is a bit strange. We allow men and women to be on the same teams. We also have teams outside of Tweggingham controlled by companies such as Dynamic Russia and Dynamic Ukraine. Other corporations dominate the soccer scene like the All-stars, which win all the time by buying every single good player that they see.

Also, recently the team known as the Tweggingham All-stars won the finals.

O_0 wow, I actually did not know that I thought most leagues would separate by gender. We have some pretty good female player on some of our teams. Mila Azeem is the most famous. An Iranian woman playing for Dynamic Russia.

I raised the first point with Poaf around the time of the borked RSC penalty shootout scores and am glad to see this clarified.

The second point is obvious.

The Associations Trophy has been undersubscribed in recent cycles. I can understand if the third point is implemented but do not see who it is taking away from in the short term, especially given the virtual non-existence of secondary associations post-Freeport.

Does IFCF ExCo plan to additionally amend Article 3.04(2)(11) of the Regulations to clarify whether club coefficient, lots or penalty kicks are to be used as the final tiebreaker in AT groups where all other tiebreakers have been exhausted? I'd imagine it would be coefficient but better safe than sorry again.

As one running a four-association league (two big ol' countries, two tiny ones) I am too interested in the outcome to argue about the AT rules, even if I had any kind of voting power. I intend to follow both the letter of the new or ongoing rules, and the spirit of what the community tends to see as fair and acceptable; I definitely welcome any advice on how to apply this to a new multiassociational league.

There is no ambiguity in the Rising Stars Cup rules. There have, however, been frequent mistakes by those who scorinate it while forgetting the rules are different, including myself.

Put it this way, if someone who didn't watch or know much about football read the text, "is there extra time?" isn't a question that would even occur to them. It'd be quite straightforward that a draw at the end of the match is decided by "kicks from the penalty mark", whatever that is. The wording was in any event copied from the real UEFA Youth League regulations at the time.

That said the proposed text of "two legs in 90 mins games" isn't very clear either, and the real-world rules now refer to "penalties (penalty shoot-out)". So this is what I suggest, again mostly following the wording of the UEFA Youth League and EFL Cup regulations:
7.06 (1) In all ties which are played under the two-legged knockout system, if the two teams involved in a tie score the same number of goals over the two legs, no extra time is played at the end of the second leg. A penalty shoot-out determines which team qualifies for the next stage.
(2) If the two teams in single-leg knockout match score the same number of goals, no extra time is played. A penalty shoot-out determines the winning team.

IFCF can and should just make this change unilaterally. This is not something that needs much discussion.

Likewise, it's pretty clear the Associations Trophy shouldn't be subject to what some might call "puppet-wanking". This was an oversight (again, my fault) that I can't see any reason not to correct.

Understanding the addition to 3.02 makes someone have to research which are the competitions that count towards coefficients and which do not. That also has never been the operative principle. This issue can be solved simply by adding a section 6.02 that says:
6.02 Coefficients are not used for seeding in the Liga B Champions Trophy.

There are already rules for draws and seeding specified in the Rising Stars Cup, and those already take priority, so there is no problem there.

I'll start by saying that I have no objections to any of the proposed changes, but want to bring up again my displeasure at the way the RSC is formatted. It's clear to anyone that looks at the results that Youth League champions are handicapped relative to youth teams of CL clubs.
It's not worth the effort to have a Youth League competition only to have the winners of those leagues treated as afterthoughts to CL group stage youth teams that in 90% of cases are non-existent otherwise.
There's no proof that any of the youth sides of CL group stage qualifiers deserve to be in a competition with actual proven league winners.
Have a RSC just for CL GS clubs if that's the parallel to RL, but there needs to be more than a couple of two- legged knockout rounds for nations that make an effort to participate.
Why not just have the youth teams of every club that qualifies for an IFCF competition be in one huge single match knockout tournament? It would be more fair than the current format.

Announcement regarding IFCF Exco

With Kelssek previously indicating that they will be having a reduced involvement, and some of our other members relatively busy with RL issues, we are looking to expand the IFCF Executive Committee by having 1-2 more users onboard the committee. Members of the executive committee will help with the entry process, do RP Grading, as well as score entire tournaments as part of the IFCF cycle.

As established by the last time we conducted such an open election, users who have an association that participated in 2 of the last 3 IFCF cycles, OR participated in 3 of the last 5 IFCF cycle, may self-nominate themselves to be part of the IFCF executive committee, by sending a TG to this IFCF nation by Saturday, 28th October 2023, at 23:59 Pacific Summer Time (PST).

Changes to the IFCF competition regulation
1. As previously raised in this channel, we will be amending 12.1 of the IFCF Competition Regulations as follows:
12.1 The following clubs enter the Associations Trophy:
  • Primary association champions who did not qualify for the group phase of either the Champions League or Challengers Cup.
  • A minimal number of losing clubs from the Challengers Cup, if necessary. Priority shall be given to clubs that advanced furthest in the Challengers Cup, followed by clubs with the highest club coefficient.


2. We will also be proceeding with an expanded IFCF Super Cup, and as such, 9.01 of the IFCF Competition Regulations will be amended as follows:
Super Cup
9.01 (1) The Super Cup is played by the winners of the Champions League, Challengers Cup, Associations Trophy, Cup Winners' Cup, Liga B Champions Trophy, and the Rising Stars Cup.
(2) The six teams will play be placed in a single-elimination bracket, with the winners of the Champions League and Challengers Cup seeded into the semi-finals. The winner of the Associations Trophy will play the winner of the Rising Stars Cup, with the victor moving on to play the winner of the Challengers Cup. The winner of the Cup Winners' Cup will play the winner of the Liga B Champions Trophy, with the victor moving on to play the winner of the Champions League.
(3) Should the winner of the Cup Winners' Cup also win one of the Champions League, Challengers Cup, Associations Trophy, or the Liga B Champions Trophy, the entry spot given to the winner of the Cup Winners' Cup will be vacated. The winner of the Rising Stars Cup will instead play the winner of the Liga B Champions Trophy, while the winner of the Associations Trophy will be given a bye to the semi-finals to play the winner of the Challengers Cup.
(3) All matches are single matches played at a pre-determined neutral venue. If the score is equal at the end of normal time, two 15-minute periods of extra time are played. If one of the teams scores more goals than the other during extra time, that team is declared the winner. If the score is still equal after extra time, the winner is determined by kicks from the penalty mark.

A total of 11 votes were received, and the first-preference votes were split as follows:
Delaclava: 1
Farfadillis: 5
Mytanija: 5

With nobody getting a majority, the lowest-ranked option was eliminated, and the votes transferred to their second-choice options:
Farfadillis: 6
Mytanija: 5

Therefore, Farfadillis gets a majority of the votes and is elected to the IFCF Executive Committee

In light of the recent revelations surrounding Vilita's breach of NS Sports puppet regulations, the IFCF Executive Committee (ExCo) discussed the subsequent course of action with regards to the user's participation in future IFCF club competitions. The ExCo considered the user's history in submitting undeclared puppets to the UICA, as the IFCF's predecessor, and the Cup Winners Cup series; as well as previous attempts to circumvent long-standing regulations on entries for multiassociational leagues by not having enough Turori clubs to "have the opportunity to compete for all of their own places" for entry to the IFCF competitions. As a result, the IFCF will impose the following penalties on Vilita and Turori:
  1. To prohibit Vilita and Turori from submitting to the IFCF club competitions (including the Cup Winners Cup) for cycle 17 and 18;
  2. To further prohibit Vilita and Turori from submitting to the Cup Winners Cup for the edition equivalent to IFCF cycle 19; and
  3. To restrict Vilita and Turori to a singular primary association until further notice.
These penalties will be applied to Vilita and Turori the user and not just the respective associations.

As a result of the above penalties, we will also adjust the entry rules for the upcoming cycle. The associations ranked 33 and 34 (Geektopia and Trolleborg) will be allowed to enter two teams to the 17th Champions League, and will be given entry priorities equivalent to that of a top 32 association.

My NSS nation, Saint Eleanor, once entered Army and Navy into the IFCF with no issues. (Although they seem a million miles away from being a top-five team right now...) I, a non-ExCo-er, have seen nothing to suggest that the use of Navy in your case is anything close to commercial though :P

I was made aware of this decision by a user on NS and felt it appropriate to comment since it seems folks now think I've actually done these things:

At no point were there any attempts to circumvent long standing regulations on entries for multi-associational leagues.

Regarding multiassociational leagues, when the regulations were created, I worked directly with UICA (CH) to have an approved team selection process for the Vilitan League that was fair and equitable, published openly on the IDSN and allowed, on any given season, the possibility of between 2-4 teams from either Vilita or Turori to represent those nations regardless of the number of Vilitan or Turorian clubs in a given level of the Vilitan League. That exact process was used up and until the point when IFCF declared the process invalid (5 January 2022) and, after discussion with Poaf, this process was immediately updated to be to their satisfaction. IFCF again decided the updated process was no longer to their satisfaction on (12 March 2023) and simply took action on their own to decide which teams from my league were eligible to participate. At no point did I deviate from the selection criteria that had been discussed and understood by first UICA, then IFCF representatives so I honestly have no idea what this statement is in reference to.

At no point in the history of UICA/IFCF have I entered more nations or clubs in a competition than any other user would have been permitted to enter. I have no objection/don't care about the decisions you have taken in regards to this but I do encourage fact based decision making and these facts as presented are simply untrue.

With the above three examples, Space, Dragonii and Misrantis, there is an attempt at plausible deniability. The sign-up for Dragonii clubs to the Cup Winners Cup have been intentionally fudged so that any reprimand may be met with an appeal that the clubs have not actually, technically been entered.

TRANSFER WINDOW FAQ
So, what is the transfer window? The transfer system is how players move from one club to another, and this transfer spreadsheet is how transfers across the multiverse are conducted. North Americans might be more familiar with the term 'trades'. In football, player-for-player exchanges are rare (though not unknown) and players are generally bought for money.

THE TABS:
Transfers is where completed transfers - generally but not necessarily, those bought and sold in the Bids tab - are pasted to.
Bids is where clubs bid for players - generally but not necessarily, from the Transfer List.
Transfer List is where clubs list players for sale, generally either of the club's desire to move on the player or the player's desire to move on from the club. There is a space to write both their core statistics and a biography / player history, which is mandatory to fill in.
Free Agents is where players who have been released by their clubs go. They can be picked up by new clubs without a bidding process. You are permitted to put high-value free agents on the Transfer List, however. You are encouraged to write biographies.
Managers is where managers are bought and sold, in a similar way to players. Put 'bids' in the 'Job Offers' tab, which will either be rejected or confirmed.
Newsfeed is where general fluff about the transfer window, or domestic football as a whole, goes.
League Glossary is a list of all associations ordered by their IFCF ability. Feel free to add your own and write a description of it, to show the world your league's character.
Transfer and Bid Lookup are easy ways to look up every transfer or bid involving your nation's clubs and players. Insert your trigramme (TRI) in the appropriate tile (don't touch anything else).
Nations is a list of nations, their trigrammes, and how many open bids they currently have to answer.
Notation / History is a list of the standard notations (the simple form 'GK / DF / MF / FW' or the standard form 'RB / CM / LW / ST' (etc.) along with diagrams of where they go on a football pitch, as well as a link to all prior transfer windows and the credits for the people who have made them work over the years.

Where to start? Put players you would like to see sold in the Transfer List tab. Put players who are going to be released by their clubs in the Free Transfers tab. You will have to manually approve transfers for people in the Transfer List - Free Transfers are just bought on a first-come, first-served basis.

So someone bid on my player. What now? Look at the bid in the Bids tab. You'll notice there's two different columns - Club and Player accepting the bid. Generally speaking, the Club only cares about the transfer fee and if it meets its valuation. It doesn't matter how good the buying club is - the money's the same to the selling club. The player doesn't care about the money that the selling club gets, they only care about if the selling club is good, and if they meet their expectations. Selling clubs want more money, sold players are looking for clubs with more prestige.

How do I determine what leagues are good? The IFCF league rankings determine objective measures of strength. You will also want to consider the strength of the club in its given league - the Nepharan Zenith is a stronger league than the Brenecian A-League, but your player may well prefer to go to regular A-League winners Kingsgrove than Zenith strugglers Leichhardt. Most players also weigh RP quality of a given league into consideration, though only well-RPed leagues will get to the high ranks anyway. The League Glossary section of the sheet also shows the ranks of active leagues alongside short descriptions.

Can I put just anyone up? If the player isn't relevant enough for you to want to write a description for them, they aren't worth putting on the sheet.

How can I buy players? It's the same in reverse. What players do you want to see in your leagues? If they're on the Transfer List, put a Bid for them in the Bids tab. At minimum, this will probably be their cited Valuation. If the club and the player both agree by putting a Y in the relevant tab, then it's a done deal! The player is yours.

What about players who aren't on the Transfer List? You can bid for them, too! The worst that can happen is that the other person says no.

What about Free Transfers? Just put your club and trigramme in the red New Club columns. It's automatically a done deal.

How should I value my players? And how much can I reasonably bid? Fortunately, the NSS economy is far less stratified than the real-world football economy. Instead of big players changing hands for hundreds of millions of Euro, while most leagues outside Europe will never see a transfer of even one million, there's more parity across IFCF and this is reflected in more even results. If it's your first season, your top-half teams might have a full million to spend on a transfer fee, with most of the purchased foreigners being free transfers. Your best player, if they're in the prime of their career (roughly 25-29, but youth adds value, so 24-25 is probably peak value for a player), might fetch one or two million. Other starters on your national team might go for about a million, and ambitious guys in your league hoping to break into your national team will probably fetch like half a million.

Is that a hard and fast rule? No, and there are exceptions. Maybe your league is like the real-life Saudi Pro League, a low-prestige league with a lot of money. It's entirely fair to throw a lot of cash around without much prestige, just as long as you're aware of that status. More generally, nobody is going to police you for Doing Things Wrong.

What should my expectations be like for my first season? Modest. Out of a few bids for less prominent players, often in their early- to mid-30s, a few will probably be accepted - and, of course, look through Free Transfers for players who appeal to you. Be realistic, of course - a guy who is like 31 and is still an active international for a strong team is probably not going to join your lower leagues just because he's in the Free Transfers tab - but beyond those obvious cases, you don't need to second-guess yourself. Also, only your top tier is going to be a viable destination for pretty much anyone good enough to be listed on the window, and I'd recommend focusing almost entirely on the top tier for your first few seasons of RPing anyway.

If I have a free agent player, but I care about their destination, can I put them on the Transfer List anyway? Yes. Any bid for them will be for 0 - there's no club with their contract to take the money - and you are free to accept whatever destination you'd like.

Can I start yet? Yes!

What are some general points of etiquette?
BLACK TABS: Anything in a black tab is not for you to edit. That's where formulas go, and messing around with them is likely to break the sheet.
ORDER OF TABS: Do not change them. It is, in fairness, easy to mistakenly click-drag them out of position; if you do, please drag it where you left it. The first four tabs are always TRANSFERS - BIDS - TRANSFER LIST - FREE AGENTS.
LEAGUE GLOSSARY: To avoid clutter, please only include up to two tiers, and ideally just your two primary associations unless there's a pressing need to have more.
SIGNING PLAYERS TO LOWER TIERS: There is an expectation that you only sign players to divisions you intend to roleplay, and when you're starting out, a strong expectation you only sign players to the top tier. As a general rule of thumb, when you are in the top 32 IFCF rankings, your second tier might start to attract foreign free agents.
WHO PUTS A SIGNED PLAYER IN 'TRANSFERS'?: Whoever places down the final 'Y' of Club or Player Accepted has to take that line and paste it into the Transfers tab in order to seal in a transfer. As a result, a player with Y/Y in Club/Player Accepts is assumed to be de facto signed. Do not input the Y in those columns unless you are genuinely putting the green light to that transfer. Obviously, do not accept or reject transfers on behalf of other users.
FREE AGENTS: Please attach a club to your signing of free agents, rather than using something to the effect of "Club TBD". While this is acceptable, if frowned upon, in the transfer window, given that there is less control over free agents it is good courtesy to be prepared with a named club the player will sign for, instead of effectively reserving a player when you are yet to decide what you will do with them.
COMMENTS AND NOTES: Use 'notes' instead of comments to cut down on clutter in the row of tabs (and so as not to email whoever is currently the owner of the transfer window sheet). These can be useful for adding details - e. g. specifying that a bid for a young prospect will see them play with the reserves for a couple of seasons - but please use in moderation.
IN GENERAL: It's okay to make a mess so long as you clean up after yourself.

How can I use the filters?
The 'pyramids' on the top rank of most of the sheets can be used to filter details, but when used they will filter for everyone. To avoid inconveniencing other users, please either make sure to use them for short periods and then 'unfilter' them afterwards, or go to 'Data > Filter views > Create a new filter' and make your own instance of the sheet's filters.
If you need to remove someone else's filters, click on the pyramid and click 'Select All'. DO NOT 'Data > Turn off filter', which removes the filters entirely and just means they have to be put back.

A quick note to say I don't think it makes sense to include the Rising Stars Cup winners in the Super Cup. It makes no in-universe sense to have age group teams have even a chance against senior sides. The RSC is ostensibly for U18 teams, and IRL the best U21 teams (already one step up) can sort of cope against third-division senior professionals.
