October 2023

Produced, edited, and compiled on behalf of the Republic of The League by the Department of Foreign Affairs


After a lengthy break the TL/C Monthly Foreign Report has returned, please note this only goes over all the things that have happened in the calendar month of October.

TL/C News and Events

  • The midterm nominations for the September-November session of the Council of the Republic ended, with 7 new council delegates added to the council,
  • The month was very good for recruitment, with a total of 528.5 hours of recruitment was contributed by 23 different recruiters. The Eltran / Raider Brexit took 1st place again this month, with 222 hours of recruitment this month. The full list of recruitment rewards can be viewed here.
  • At the end of the month Creeperopolis ended with 166 endorsements, and Mechanocracy ended the month with 189 endorsements. Creeperopolis has also completed 2 years of service as the WA delegate of TL as of October 30th.
  • There were 178 nations in the Ranger Program by the end of the month.
  • Spode Humbled Minions was commended by the World Assembly Security Council on 8 October 2023. Security Council Resolution #474, which was written by Quebecshire, commended Spode for being an “unwavering example of loyalty, service, and dedication” in the community.
  • The League and Concord participated in N-Day9 as a member of the Potato Alliance, which finished in second place. Additionally, The League and Concord enacted a policy of researching the cure for Z-Day12.
  • Population levels have stayed fairly stable, with TL ending the month with 502 nations, and Concord ending the month with 1,125 nations.

At the time of this report being written the Consulate consists of


LDF Updates

  • On October 2nd the LDF alongside various allies officially launched Operation Red October, which the LDF led, to invade and hold the Communist Bloc's colony Solidarity. Peaking at over 200 endorsements (over 50 of which being LDF), we successfully destroyed the region in just over two weeks and will secure the Governorship the evening of November 1st.
  • The LDF saw the highest turnout of any single military in the Far East Oriental Federation with 35 individuals participating in at least one of the updates, and 28 participating at the final minor update push. Following this victory, Anjan Kloss was promoted to Colonel.
  • Currently, the LDF is fighting alongside our defender allies in the defenders' beachhead in the Philippines.

One month after invasion, Solidarity is under coalition Governorship!


The bell rang, so damn hard it must have cracked like the one in Philadephia.

As my nation has now taken the Governor role in Solidarity, Operation Red October fully draws to a close exactly one month after it first began. The energy: unmatched, the strategies: flawless, the propganda: inspiring, and the records: broken.

To be a defender or otherwise anti-raider is to take the harder path in this great conflict. Every battle we fight is uphill. To take up this cause is to be beat down time and time again, but to get back up and jump another day. This resolve is what sets us and the natives we fight for apart from the arrogance and ease with which raiders are able to conduct their business. Remember that imbalance and struggle in both our greatest triumphs and our hardest defeats - it's what makes us who we are.

This was a rare chance where we got to choose the time, the place, and the terms of engagement. And we thrashed them every step of the way. It isn't the first time, and we'll make sure and well it's not the last.

Rum & Eagles Solidarity Agreement
with The North Pacific


The League & Concord is proud to announce the ratification of the Rum & Eagles Solidarity agreement with the North Pacific. In spite of previous obstacles and setbacks in our relationship, we have been able to find more and more common ground with the North in recent times, and have continued to build on a valuable relationship.

In addition to regular military cooperation, the North’s aid to Operation Red October was extensive, demonstrating the mutual commitment of both of our regions to our war effort. Beyond that, our regions have enjoyed productive World Assembly collaboration, and seek to continue to strengthen our bond in the time to come.

Rum & Eagles Solidarity Agreement

WHEREAS the Governments of The North Pacific and The League, hereafter jointly referred to as "the signatories", are cognisant of their shared status as governments of The North Pacific and The League & Concord, respectively; and

WHEREAS the signatories wish to develop closer ties with one another;

THEREFORE, the signatories agree the following:

Section I - Mutual Recognition

1. The League & Concord recognize The North Pacific’s legitimate government as defined by the aforementioned’s Constitution and constituent laws, represented by the legal Delegate.

2. The North Pacific recognizes The League & Concord as defined by the Constitution of the Republic with the Consulate as the supreme executive, and notes that all provisions of this agreement apply to both the regions of “The League” and “Concord” as a union of regions under one government.

3. The signatories recognise one another’s territories. For the purposes of this treaty a territory is a protectorate that has been incorporated by regional law and communicated to the other signatory.

4. The signatories will maintain in-game embassies (i.e., on the NationStates site) and off-site embassies (i.e., on their respective regional forums) with one another.

Section II - Non-aggression

1. The signatories shall not engage in any military hostilities against one another's home region or territories. Participation by the signatories on opposite sides of a military engagement that does not constitute an attack on either signatory's home or declared territory regions shall not be considered "military hostilities against one another" for this purpose.

2. The signatories will not undertake covert operations against one another.

Section III. Communication

1. In the event of a security-related contingency or compromise of a mutual ally, the signatories will inform each other of their respective positions and share pertinent information regarding the matter without unduly risking sensitive information or jeopardizing operations.

2. All information shared shall be kept confidential for use of the receiving signatory’s government only unless the release of such information is explicitly allowed by the providing signatory.

Section IV. Areas of Further Cooperation

1. The signatories shall cooperate, where feasible, on mutually beneficial World Assembly matters; including, but not limited to, supporting recognition of their members in the Security Council.

2. The signatories, excepting where they have the consent of the target government, will not support any World Assembly resolution targeting the other’s region or territories.

3. The signatories agree not to specifically target new nations which are created in each other's regions or territories for recruitment.

4. The signatories agree to conduct joint military training exercises and operations where appropriate.

Section V - General Provisions

1. This pact shall come into effect upon its ratification by the Regional Assembly of The North Pacific and the Office of the Consulate of The League & Concord.

2. The signatories reserve the right to nullify this pact with the approval of their duly authorized individuals or bodies. In the event of such, the nullifying signatory must notify the other as soon as practicable.

I understand you're against raiders and all that but why was the native government of the Philippines, which was democratically elected and had a constitution and laws (unlike the previous one with problematic embassies), and was, again, a native government that raiders voluntarily passed the torch to, overthrown by defenders?

Where imperialists want to take and hold to merit their crowns, where independents wish to preserve the motion of the spheres, where region builders wish to make creation out of naught, raiders derive pleasure solely from disruption and chaos. Sure, they're capable of putting on a theatrical facsimile of democracy, of caring and wanting to build for once, but we know them better, don't we? Putting on the mask of an invested native does not change their insidious inner nature.
