State Visit to Liberty [Closed/Read Only] (ATTN' Anagonia)

It was a Sunny Day in Veneria, as was typical in the Summer months, especially July. As the Festivities of Dies Coronam neared, The Imperial Palace was going renovation and decoration. One of the buildings being added was the new Ministry of External Affairs Office, which was to be housed in the East Wing of the Palace in a new, Modern Building, built in a Blend of Neo-Classical, and contemporary styles of architecture.

A footman came inside the Private Chambers of the Empress, gasping for breath.

"Who are you!?" Asked Princess Ariana, a concerned and surprised express on the face.

"Uh, Private Dominic Martin, Mea Princæsa."

"Let me guess, you're new?"

"Yes Mea Sovereina, please forgive this intrusion."

"Next time ask before enterng a Private chamber, This is a sacred area of the Palace, adear to it's rules


"Yes, your Imperial Highness, Your Imperial Majesty, the Minister of External.Affairs would like to meet with you and Her Imperial Highness."

"We'll be right there."

The Empress and Princess went towards the Imperial Throne Room, with an Armed Ceremonial Guard escorting them as they passed through the Grand Hall of Emperor Augustus XVI and into the Imperial Throne Room, with the Empress entering the Chrysoautokratorakathismion (lit: Golden Empire Box) with the Baldachin lowered and all other Ministers in the Room rising until the Empress motioned for them all to sit down.

"Your Imperial Majesty, with backchnanel discussion and with coordination with the Confederate States of Anagonia, we have been able to organize a diplomatic conference between Imperia and Anagonia, as the Palace is currently in renovation, the Anagonians have offered to host a state visit in Liberty, the Capital of the Confederate States.'

"You...do know that I can't go abroad right now?"

"And why would that be your Most Serene Majesty?"

"Snap elections, I have responsibilities to oversee the election of Imperial Officials and formally appoint them, Nika, you of all show know that."

"Julia, this is important, a chance to recover toes post when Imperia was removed from ICON, Anagonianused to be our largest economic partner, and a close ally."

"I know, but as Empress I must prioritize, I can send

"That would work, Ariana, you Chiara, and Chrysos are also needed as well as the other members of the Administration or their Liasons, they will need to be present at the conferences as well.

"Understandable, although your Imperial Majesty, do know that we are effectively powerless due to the elections, your Representative would be calling the shots."

"Alrights, now I have some urgent matters to tend to, vālétē."

The Empress exited the Throne Room, walking at a relatively fast pace to the Imperial Chambers, holding up her dress as she did to make sure that she did not trip. It would be embarrassing surrounded by all these attendants and Household Staff. Anagonisnwas a important ally of Imperia and so she decided that she would send Prince Justinian and Princess Emilia, her two younger siblings who had experience in diplomacy and while she trusted. Justinian was more involved in working with the Imperial Gentry to ensure their support for the Crown and Emilia was overseeing Philantropia, the Imperial Charity. They had done good work and being their older sister, she was proud of them, with them taking an active role in the Provinces they wer engaged. Archduke and Archduchess of, taking an active role in public affairs.


She entered her Private Chambers, glancing out of the window to the Tiber River. She grabbed her phone and called the number on her contacts, labeled, IHA.

"Your Imperial Majesty, what do you need?" Asked her Personal Secretary.

"Can you call Justin and Emilia to my room please?"

"Right away ma'am."

A few minutes later, her two younger siblings entered the room, Justinian Dress Uniform and Emilia in a elaborate Crimson dress, embroidered with golden vines.

"Sister, you called for us?" Asked Justinian.

"Yes. As you know I have to appoint the Officers after the Snap Elections and attend to matters of state, and so I will not be able to attend the state visit to Anagonia, and so you two will go there on my behalf, leading the Imperial Delegation."

"Who will handle the Charities then?" Asked Emilia.

"Tiberius can do it."

"Alright, as you wish." Said Justinian, giving a small nos to his sister before heading to his room to pack, Emilia following him."


Imperator Gaius Julius Caesar International Airport
Crowds formed at the Airport as Mercedes Model Gs escorted a Via Luxuré Sedan to the Airport's Private Terminal where the Aircraft Crew were all lined up and present, with more than 100 crew members being present onboard Aeronautica 1 Executiva, Æ-1. The Prince and a princess shook hands with the Captain, Lieutenant, and First & Second Officers, who escorted them inside the Modified Boeing 747-8I. As they waited for about 40 minutes, their staff and luggage were brought aboard.and soon the Jet was on the runway and took off towards Anagonia.

Liberty International Airport was one of many large, international hubs in the Confederate States capable of handling large civilian and commercial aircraft such as a Boeing 747 and its many iterations. It was for this fact that it had been chosen to play host to the welcome committee for the delegation from Imperia. When the Imperial airliner landed, it would have been escorted properly by Anagonian fighter jets almost a mile from the airport where they would have broken off back to their routine patrol stations. Then the 747 would have landed, guided into a spot at the terminal reserved especially for VIP and Diplomatic visits - as it was a common hub to receive such visits. The Imperial Delegation would be greeted with a proper ceremony which included, firstly, the exchange of anthems between both nations by playing the Imperial anthem first. Then a small speech for the news announcing the visit and paying proper respects. Afterward the delegation would be properly escorted to their courier vehicles, transported to Outer Liberty, and lead on the other side of the city away from the ICON Security Council to a series of diplomatic buildings that were not quite as large, but perhaps more lavish and welcoming. A dinner would be had between the Imperia Delegation and the Anagonian Reception, whereupon afterward their rooms would be granted and they would be gifted a wonderful nights sleep with all the amenities included.

Wild Deer River Diplomatic Complex
One Day After the Arrival of the Imperial Delegation
0830 in the Morning

Callan Ford had been temporarily reassigned from his duties with the ICON Security Council to assist with the arrival of the Imperial Delegation. He had been briefed extensively on the event and the planned discussions, evensofar as the backchannel exchanges which had permitted the formation of this diplomatic event. It was only natural that the President would want him, as one of the founders of ICON along with Ambassador Chrysos Vasilias from Imperia, to conduct and manage this affair. Morning breakfast had already been served and Callan was awaiting the arrival of the delegation in the small complex's conference room. The entire complex was clearly a few decades old, but recent renovations had brought a sense of posh luxury back into the place. The conference room in particular could typically hold around 300 people but had been renovated just for this event to hold a central table for discussions and chairs on the outside for aides and staff. Most of the conference area had been temporarily walled off for privacy. Upon the arrival of the delegation and its ambassadorial heads, Callan was alerted and prepared as he sat on his end of the conference table. When they arrived, he stood to greet them.

"Prince Justin, Princess Emilia, it is a pleasure to host you in our nation," Callan said, smiling, and giving a curt bow. "It has been some time since I've the pleasure of greeting an Imperial Delegation. The last was Ambassador Vasilias, who had assisted me greatly in founding the International Coalition of Nations. While I am sad with the eventual results of our parting, your nations contributions to the founding of ICON have never been forgotten and are constantly mentioned. Thank you for your visit this day."

The flight to Liberty, though being 19 hours had been a nice one. The Imperial Jet was made for luxury, having facilities such as Bedrooms, a Dining room and bar, Living spaces, 4 state rooms, as well as command and control and communications suites, rival to Air Force one and the Private jets of billionaires. With a brief stop in Martinique, and 9 hours till arrival at Liberty International Airport, the delegation started to review reports and the diplomatic proposals & agenda, with some using the time to sleep before they arrived in the Confederate States, the next morning.

When they landed at Liberty International Airport, they were greeted by a welcoming delegation and the Imperium & Anagonian National Anthems before they were sent with an escort to a diplomatic complex located in Outer Liberty, with the Diplomats and represebattives taking in the views of the Liberty Skyline as they went from the Airport to the Diplomatic Complex. Upon arrival they were taken to their rooms where they rested, with many of them.up for most of the night and needing to catch up on some sleep while some once again loked over reports, dossiers, proposals, and wrote emails and correspondence to their staff and colleagues in Imperia. Afterwards they had dinner with the Anagonian Reception, after which they went to their rooms for some sleep before the meeting next morning.

The Next morning the delegation amde their way to the room that would host th meeting room with them meeting with the Anagonian diplomats, with the Prince and Princess of Italia and Græcia being first to greet Ambassador Callan Ford, known for being the dioooamt who established formal.dippoamtic relations between Anagonia and Imperia with Chrysos Vasilias, the two also had many other accomplishments such as the Founding of ICON, and Vasilias himself was a seasoned diplomat, serving in Diplomatic missions to ICON, Russia, Iran, Sweden, and the United States.

"Thank you Mr. Ford, we are grateful for the hospitality you have given us, we look forward to increased cooperation between our nations. Said Emilia, giving a small polite smile, with Justinian shaking hands with the diplomat.

The other members of the delagtions shook hands with the Anagonian diplomats, with Vasilias greeting Mr. Ford.

"Thank you old friend, for your hospitality and for joining us in these talks, may our two nations benefit from these talks and renew a great friendship." Said Chrysos, wary not to mention anything about ICON, the scars left after Imperia's departure from ICON could still be felt in the Imperium.

As everyone took their seats, Princess Ariana spoke up:

"Good Morning ladies and Gentleman, Her Imperial Majesty the Empress.was not able to make it here and so she has sent their Imperial Highnesses, Justinian and Emilia as her representatives, now with the formalities hopefully aside, may we begin the conference?" Asked the Princess, a pragmatic woman, not one for formalities but rather someone who liked to get work done, quickly and efficiently.

With the formalities concluded and the reunion with his compatriot in Ambassador Chrysos conducted, Callan took his seat. Aides entered and provided refreshments while Callan opened a briefcase and took out a folder, placing it on the table. He opened it, reviewing its contents. He then looked to his diplomatic guests and smiled.

"I thank both the Prince and Princess, as well as the entire Imperia delegation, for being here today," Callan began. "We are here this day to conduct a diplomatic summit for the purpose of solidifying, clarifying, and if necessary reinitiating relations between Imperia and Anagonia. Our objective in this conference is to go over our relations, potential trade deals, and other treaties of sorts, so that we may clarify our position with one another on a national level. Anagonia recognizes Imperia as a friend and worthy ally, as we hope Imperia reciprocates. This conference was created to formalized these relations into writing through our actions and diplomatic negotiations. Prince Justin and Princess Emilia, I will let your delegation start the proceedings."

"Thank you Mr. Ford, Imperia too views Anagonia as a close ally of Imperia and we hope that's these talks may be fruitful for both nations." Said Princess Emilia making eye contact with Prince Justinian.

Justinian motioned to the Ministry of Finance and Economic Affairs' Undersecretary to the Minister, Lisé Johanson.

"Si, Dominé."

"Ladies and Gentlemen, as you know, Anagonia is Imperia's 4rth largest trading partner and with Imperium businesses seeking to expand and Imperia seeking to increase trade and economic cooperation between our interests, the Ministry of Finance and Economic Affairs, in cooperation with the United Global Economic Initiative Program to bring forth a proposal which will benefit all parties involved. After reviewing Anagonia's economic condition, the UGEI has determined that Anagonia is a preferred candidate for establishing offices and manufacturing plants as Anagonia is abundant in resources and has a large workforce. Imperium Businesses in the UGEI wil establish Manufacturing Plants and Offices in Anagonia, now this will have a greater impact on the Anagonian Economy due to the scale of the UGEI operations to open up shop in the Confederate states. Natural, Synthetic, and Manufactured rrsources will need to be used by the factories, and factories and offices will have a alrge demand for Professional, Managerial, Sales, Technical, Office, and manufacturing labour as well as security, janitors, and interns. The industries that will supply the plants will also see high demands, leading to them most probbaly increasing their work forces, and this will help provide jobs, support families and communities, give increased profits and market caps for many industries and support small businesses and the service sector as more people will be able to spend more money and Imperium Executive and Managerial Staff and their families will also be living in Anagonia and will need services, most likely locally outsources such as domestic workers and household groceries. This will have large, positive effects for Anagonia as well as for the Imperium Businesses and Imperia, and drastically Increase Trade. The UGEI also seeks to use Anagonian Airports and Seaports to directly ship their products. While this will lead to cuts in trade with Imperia proper, indirect trade will drastically increase through Imperium Businesses and Subsidiaries based in Anagonia. For this Imperia would however, like concessions in trade, and for foreign registered businesses, with Imperia willing to give a 8% reduction of. tariffs, bringing total Tariffs on Anagonian Exports down to just 2% on trade goods."

Callan listed to the proposal. He had heard of the United Global Economic Initiative Program but only in passing. It didn't seem to have any notable dangers, especially to Anagonian relations, but a close eye would need to be kept to ensure no military initiatives were approved. Overall, he didn't see any particular issues with what was being requested. Establishments of manufacturing plants would undoubtedly boost whatever local economy would benefit from their construction. The same for offices and corporate headquarters. Everything else was simply a matter of logistics and what local states and territories wanted to accept. Once Lisé Johanson had finished, Callan spoke.

"Thank you for the proposals, Minister Johanson," Callan said, smiling. He seemed in an amicable disposition. "We can accept these proposals under a General Economic Partnership. However, there will be stipulations. All UGEI established businesses, whether established directly to support it or indirectly by other parties associated, must hire locally and only bring in foreign workers if absolutely necessary. Furthermore, no UGEI establishment, in relation to this agreement either directly or indirectly, may be utilized militarily in support of basing foreign units. They may, however, be utilized to produce weapons in support of the UGEI or associated parties. If you agree to keep this business as business and leave any military stipulations out, we have a deal."

“Imperia agrees Mr.Ford, No Military Involvement and the General Workforce will be hired locally with only High Ranking Executives coming from Imperia to oversee the Subsidaey Businesses. And In Regards to the Arm Industry, Praelium Arms will be establishing plants for the purposes of producing equipment from blueprints of equipment made in Imperia, for the purposes of export. And with that I give it to Minister Delphina.”

Victoria Delphina, the Interim Minister for Defense and War spoke up, “Thank you Ms. Johanson, Mr. Ford, Anagonia and Imperia have in terms of Defense, cooperated greatly when Imperia was in ICON, and to preserve this defense cooperation, the Ministry of War and Defense has proposed a Bilateral Alliance between the Confederate States and Imperial Commonwealth which has two basic articles, a Non-Aggression and a Mutual Defense Defense Pact which will preserve Impera and Anagonia’s Defense Partnership and help to strengthen and preserve relations between our respective nations.”

Callan nodded to Lisé Johanson before paying attention to Victoria as they spoke. Afterward, he replied in kind.

"While it is true that Imperia and Anagonia cooperated extensively in ICON, we cannot allow such relations to jeopardize any relations we presently have as a member-state of ICON," Callan said, almost apologetically. "I do agree we need to formalize a Non-Aggression Pact as well as cement into a treaty a resolve for mutual defense, but in regards to ICON we must ensure that such treaties do not violate or jeopardize ICON's modus operandi. What I mean by this is if ICON and Imperia grow at odds, a treaty cannot obligate Anagonia to interfere in this disagreement. We may choose to enact our right to diplomacy, but we cannot be enforced to do such. So long as we can stipulate this, I can agree fully to any NAP and MDP."

"We agree, Imperia, has cut off all ties to all but a few ICON member states so that shouldn't be a major problem. Imperia wishes nothing to do with ICON and respects Anagonia's right to neutrality and diplomacy. Now, we would like to address defense acquisition. The Imperium has launched a program to reform the armed forces and procuring new equipment is a part of said program. The Imperial Air Force and navy especially, are keenA on developing a new strike fighter to replace the aging reserve and active fleets. With Anagonia having high quality equipment and with Imperia itself having many successful designs, Imperium Aeronautics and the Department of Defense Acquisitions propose that the Confederate and Imperial Armed Forces collaborate on the construction of a new strike fighter, which would have the capabilities of electronic warfare, stealth, speed, and could be deployable from both airbase or Aircraft Carrier but also be newer and cheaper to initially design because of the readily available technology. The design of course, would be the intellectual property of both the Anagonian Manufacturer and Imperium Aeronautics and could also be used in export."

Callan seemed pleased by the response that ICON would not present an issue and that Imperia respected Anagonian neutrality. This was a positive sign. He furthermore listened intently to the proposition of a joint strike fighter. This presented multiple opportunities for future advancement in both defense and common relations.

"I believe we could conduct a joint research and development initiative to design, develop, and build a joint strike fighter with our two nations combined resources," Callan replied, smiling. "We'd just have to figure out where to conduct it, if such operations are conducted on both our nations soils, what and who is involved, and how much we're both willing to contribute to the effort. I don't see an issue at all with this, otherwise."

Thinking a moment, Callan then asked, "Would Imperia be interested in a joint Space Partnership? Anagonia has multiple lunar mining bases as well as other projects ongoing dealing with space. Would you be willing to partner with us, with the Confederate Aeronautics and Space Administration, in perhaps designing new launch vehicles, a crew ferry system, or maybe even a joint partnership of any number of various possibilities?"

The Finance Liaison gave a glance to Minister Natasha, the longtime Minister of Science, serving in 12 Administrations and being a well respected scientist in Imperia. Natasha, taken aback by the relevance of the Ministry of Science, as it was usually not given the spot light, quickly adjusted her glasses and faced the Anagonian Ambassador. With her having opened her dossier and looking over current IASA Initiatives as well as the Joint Ministry of Defense and Ministry of Science Dossier for the Imperial Space Force.

"Imperia would be delighted at the prospect of a Space Partnerships Mr. Ford. Our Operations on the Moon are mostly satellites and rovers with a few bases but Imperia does have multiple Space Stations in Orbit of the Moon and Earth and we have also launched multiple Rovers and Satellites to Mars, we believe a partnership would be beneficial. perhaps our Space Stations could be of use to Anagonian Astronauts and the designing of new launch vehicles and crew ferry systems would be beneficial to both IASA and CASA."

I think our next plan is to focus on asteroid mining, but designing a vehicle to even reach that point is far beyond us at this juncture. With IASA's help, we may just be getting a step closer."

Said the Prince as the Imperium Delegation stood up to shake hands with the Anagonian Delegates."

The Liberty Trade Accord

On this day, August 3rd, 107 AUR, has the nations of the Confederate States of Anagonia and the Principate of Imperia, henceforth to be referenced as Imperia and Anagonia respectively, come into agreement to solidify into writing the nature of trade and cooperation between their two independent nations. Henceforth these are the agreed upon term for this Accord:

1.) The Nations of Imperia and Anagonia have come into agreement of the allied status of their two nations. That, in the event of armed conflict or aggression from outside parties, both nations shall enact mutual military, economic, and diplomatic defense in all attempts to rectify and return the status quo. That, in circumstances in which involved alliances or parties of nations, both Nations shall be privilege to enact a state of Neutrality in the affairs of another to not compromise the mutual defense of such alliances or parties of nations. That in circumstances wherein the privilege of Neutrality is enacted that it shall not infringe on the conditions, terms, or agreements henceforth written in this Accord. That, at no time, under no conditions, shall the signatory nations be in armed conflict with one another and assure a coexistence of non-aggression and mutual protection.

2.) The Nations of Imperia and Anagonia agree to an extensive and well planned economic treaty that shall encompass all economic sectors in an effort to alleviate unnecessary taxes, tariffs, and charges that should infringe upon the profitable returns of mutual trade agreements hereunto established after the signing of this Accord. That this Accord shall found the LTA Office of Economic Management which shall be funded by a stipend of funds, mutually shared between both signatory parties, and staffed thereof by peoples and citizens representing both signatory parties, that shall have the responsibility of creating, managing, maintaining, and ensuring the profitability and feasibility of all economic agreements so as such agreements shall not infringe on the rightful profit of either signatory nation and ensure mutual profitability.

3.) The Nations of Imperia and Anagonia agree that the Imperial Aeronautics and Space Administration and the Confederate Aeronautics and Space Administration, henceforth known as IASA and CASA respectively, shall endeavor to ensure the creation of and mutual cooperation of initiatives that shall enhance both the technological and scientific understanding of the universe in all efforts and sectors pertaining to space. That IASA and CASA shall mutually cooperate under initiatives, whether they be military or civilian, to ensure the safety and economic stability and profitability of both parent nations and space agencies. That IASA and CASA shall be permitted to share resources and profits to maintain the stability and economic feasibility of the conditions written in this Accord.

4.) The Nations of Imperia and Anagonia agree that their individual military industrial complexes, in all capacities, shall be permitted to collaborate and cooperate to ensure the safety, security, and stability of protection between both signatory parties. That these collaborations may include any manner of programs, initiatives, or research agreements to progress either the shared or individual technological progression and superiority of military power between both signatory nations.

5.) The Nations of Imperia and Anagonia agree that in the event future modifications to this Accord, that a diplomatic summit shall be held between both signatory nations to discuss the changes and come to terms on the agreed changes. That, in the event of disagreement over future or prospective changes to this Accord, that both nations shall resume adherence to the original signatory agreement as established on August 3rd, 107 AUR, written and signed therefore in the City of Liberty, in the Confederate States of Anagonia.

1.) The Nations of Imperia and Anagonia have come into agreement of the allied status of their two nations. That, in the event of armed conflict or aggression from outside parties, both nations shall enact mutual military, economic, and diplomatic defense in all attempts to rectify and return the status quo. That, in circumstances in which involved alliances or parties of nations, both Nations shall be privilege to enact a state of Neutrality in the affairs of another to not compromise the mutual defense of such alliances or parties of nations. That in circumstances wherein the privilege of Neutrality is enacted that it shall not infringe on the conditions, terms, or agreements henceforth written in this Accord. That, at no time, under no conditions, shall the signatory nations be in armed conflict with one another and assure a coexistence of non-aggression and mutual protection.

2.) The Nations of Imperia and Anagonia agree to an extensive and well planned economic treaty that shall encompass all economic sectors in an effort to alleviate unnecessary taxes, tariffs, and charges that should infringe upon the profitable returns of mutual trade agreements hereunto established after the signing of this Accord. That this Accord shall found the LTA Office of Economic Management which shall be funded by a stipend of funds, mutually shared between both signatory parties, and staffed thereof by peoples and citizens representing both signatory parties, that shall have the responsibility of creating, managing, maintaining, and ensuring the profitability and feasibility of all economic agreements so as such agreements shall not infringe on the rightful profit of either signatory nation and ensure mutual profitability.

3.) The Nations of Imperia and Anagonia agree that the Imperial Aeronautics and Space Administration and the Confederate Aeronautics and Space Administration, henceforth known as IASA and CASA respectively, shall endeavor to ensure the creation of and mutual cooperation of initiatives that shall enhance both the technological and scientific understanding of the universe in all efforts and sectors pertaining to space. That IASA and CASA shall mutually cooperate under initiatives, whether they be military or civilian, to ensure the safety and economic stability and profitability of both parent nations and space agencies. That IASA and CASA shall be permitted to share resources and profits to maintain the stability and economic feasibility of the conditions written in this Accord.

4.) The Nations of Imperia and Anagonia agree that their individual military industrial complexes, in all capacities, shall be permitted to collaborate and cooperate to ensure the safety, security, and stability of protection between both signatory parties. That these collaborations may include any manner of programs, initiatives, or research agreements to progress either the shared or individual technological progression and superiority of military power between both signatory nations.

5.) The Nations of Imperia and Anagonia agree that in the event future modifications to this Accord, that a diplomatic summit shall be held between both signatory nations to discuss the changes and come to terms on the agreed changes. That, in the event of disagreement over future or prospective changes to this Accord, that both nations shall resume adherence to the original signatory agreement as established on August 3rd, 107 AUR, written and signed therefore in the City of Liberty, in the Confederate States of Anagonia.

With that, Chrysos Vasilias, pulls out a Pen and promptly signs his name on the Treaty, with him capping the pen soon after which was followed by applause for the two delegation's efforts and the fruits of their labor. Vasilias felt proud to have been a part of such a momentous occasion, with his job here done, the Delegates gave their thanks to the Anagonian Delegation, with Prince Justinian and Princess Emilia congratulating the Anagonian Diplomats. The Imperium delegation would go on to have one last dinner before they were to head back to Imperia for the Interim Administration to be formally dismissed and the new Executive Administration being appointed and Sworn in.
