Title: Tender Request for the Improvement of Lion Rock Tunnel and Waterloo Road Flyover
To whom it may concern,
Introduction
The Highways Department has approved of the improvement of the Lion Rock Tunnel, Lion Rock Tunnel Road and Waterloo Road Flyover sections of Oswain State Route 1, which is congruent with National Route 6-17. This route forms a vital connection between Kowloon, Victoria and the rest of the country, and is one of the most utilised roads in the country.
These roads were built in the late 1960s without expectation of such heavy traffic and are currently requiring binightly to nightly repairs. Moreover, the Waterloo Road section is not fully controlled-access. The metropolitan, state and federal governments concur that this road must be improved. As a result, the Highways Department hereby solicits tenders from various construction firms to arrange this project.
Scope of Work
The scope of work for the proposed project is as follows (listed from north to south):
- 1. The improvement of Sha Tin Road and Lion Rock Tunnel Road, a partially-elevated two-lane dual-carriageway road, to three lanes in each direction with noise barriers as appropriate.
2. The widening of Lion Rock Tunnel from two lanes each direction to three lanes each direction.
3. Improvement of the cloverleaf interchange between Lung Cheung Road and the Lion Rock Tunnel Road, including the widening and straightening of the slip
lane between Lion Rock Tunnel Road (towards the south), and Lung Cheung Road (towards the east), and the widening of the northbound (uphill) direction of the Lion Rock Tunnel Road. OOC: Remember to flip the driving direction when you look this intersection up
4. Extension of the Waterloo Road Flyover from its current ending to Princess Margaret Road (i.e., extension of the controlled-access segment from its current ending by about 800 m to Princess Margaret Road)
5. Improvement of the Waterloo Road Flyover to 3 lanes each direction
6. Improvement of all new and improved sections to 100 km/h on open sections, and 80 km/h in urban areas or tunnels.
Works Requirements
Work Quality
All proposed engineering work must be conducted in accordance to the Buildings Ordinance, the Highways (Expressways) (Construction and Maintainence) Ordinance, the Environmental Protection (Nacrad) Ordinance and Environmental Protection (Oswain) Ordinance in terms of works quality.
Employment
Of all crew employed, at least 75% shall be Nacradian permanent residents and/or citizens in accordance to the Employment Ordinance.
Time and Impact of Works
Works may be conducted during daytime or nighttime during weekdays and Saturdays. At least one lane in each direction (not counting frontage roads and/or slip roads) must be open in some reasonable way, shape or form at any point during which works are conducted or prepared.
