A resolution to reduce barriers to free trade and commerce.

Recognizing the importance of Free Trade,
Seeing that free trade is a key aspect of democratic function,
Seeing that free trade is a key conduit of globalism,
Highlighting the natural lack of free trade in Communist Governments,
Requiring that Communist countries cooperate with worldwide free trade and democracy,
Requiring the recognition of Democracy, and therefore Free Trade as key pillars of the World Assembly

A competent authority of a member state with jurisdiction is responsible for the implementation and interpretation this resolution, and for any penalties that may be imposed on any violations thereof.

  1. The last line of this proposal is substantially plagiarised from the last line of a draft proposal called Securities Listing and Trading Protocol, which "Hereby clarifies that the said competent authority of the member state is responsible for the implementation and interpretation of this resolution, and for any disciplinary action, enforcement activities and penalties that may be imposed." Bolded areas are identical between the two proposals.
  2. In addition, the only binding effect of this proposal on any member state is on "Communist countries." A proposal that only targets Communist member states, and asks of them only to "cooperate with" a goal, does not affect "a very broad area of policy in a dramatic way".

Our nation wishes to deforest large areas for resources to increase the power of our industry, economy and military.

This act is justified for the following reasons.

1. A large technical advancement will allow we as a nation to grow our power and eventually use the scientific advancement for more environments to be conserved later.

2. The environment in the area is already unusable, so it would be used for a purpose that if this legislation was not passed we would be not using. More strength to the mining industry, for stronger economy.

3. The extra resources like steel, titanium, gold, and other metals, strengthen not only our economy, but our living standards, international aid, and military power.

4. The heavy income from mining will allow us to support smaller nations, letting them flourish in economy. The landscape may be trashed, but it serves a purpose!
So we propose that we should be allowed to tear environment down as long as the area is a lesser used area, and a reason is given. My nation and many others will benefit from this and our fate is upon you.

Dear, Surrounding nations, New Taki Believes that There should be a medical center close to each border in every nation. This is because When a neighbouring nation is in war, and residents try to flee their nation, They can get injured or worse, so it would be a good resolution to make sure that are residents are protected no matter what. As well If nation finds out a injured person is trying to flee to them, they need to let them stay at the medical center, for minimum of 3 days until they are better. This will only be for serious injuries like gun shoots. If this proposal becomes a resolution New Taki will even Take care of some residents from neighbouring nations for a minimum of 5-10 days depending on the injury.

Honored Members of the Assembly,
As technology progresses, the development of A.I does as well. And some nations have even been able to create fully sentient Artificial Intelligence. And it is something that the World Assembly and all of it's delegate should applaud as a monumental breakthrough in technology. However, the World Assembly is here to guard the freedoms and liberty of all organic beings, NOT synthetic beings. And the advances in rights in many nations for these synthetics is a gravely concerning fact. Therefore, sentient A.I has risen to be a threat to the safety and sovereignty of all nations. And the World Assembly, upon the passage of this resolution,

1. Declares the life of an organic to be inviolable and sacred,

2. Declares that any synthetic lifeforms, however intelligent they may be, can never become a full and true lifeform,

3. Affirm commitment of notion that all synthetics were made to serve organics, and that no matter how advanced it may be, "A Toaster Will Always Be A Toaster",

4. Mandates that all nations to rescind rights for Synthetics and extend rights to all organics,

5. Mandates that all manufacturers of Artificial Intelligence provide kill switches and shackles to the software of the A.I.

Concluding that the security of organics if paramount for freedom and liberty to survive in the world, thanks the honorable members of the assembly for dedicating themselves to such a worthy cause.

(iii)Wombles may not hold region-level leadership positions
These decisions have not been taken lightly, but it is the only way to preserve a womble-free world in which all nations may prosper in peace. We are tired of uninventive, womble-related names that disrupt the creativity of our community- undermining our fundamental values.

This house proposes the restriction of certain political freedoms and the amount of political freedoms to increase the stability and efficiency of all the world assembly members governments.
The benefits of such an act are stated below:

1: this will improve the stability and efficiency of governments by having smaller, more reactive parliaments or departments.

2: it will improve law and order in all world assembly nations by lessening the chances of having corrupt officials in the government.

3: it will cause a dramatic decrease in corruption by removing all unnecessary and untrustworthy figures.

Finally it will cause a significant decrease in crime as the department of law and order will be able to have more influence over the police and will also be able to appoint professionals as representatives in parliaments and governments across Nation States.

A resolution to increase democratic freedoms.

The world assembly,

Believe’s in the term one man should not be responsible of the many has introduced the Dozen of judges act. The dozen judges act makes so that the court can fully be heard with all twelve of the judges in the court in each court house and judicial position. And seeing on many accounts the judge being incorrect thinks that the word of many then the word of one.

Reasons of the Dozen Judges act

• The world assembly finding that the voice of many is better than the voice of one and would give the defendant on trial a better and more rights of free speech.

• When this is one judge in the judicial there is always a chance that the judge will mess up or sentence the defendant to the punishment but with the Dozen judge act there is a higher success rate in the right calls in the judicial position to a defendant.

• The Dozen Judge Act will introduce greater rights and abilities to the defendant On a democratic level anybody that is trying to be prosecuted or is the defendant in court can hire two Lawyers due to the judicial systems rights to give greater rights to the defendant to a democratic level.

With this Document,
Hereby passes The Dozen Judge Act.

Illegal for contradicting Article 1 of GA#466 "World Assembly Justice Accord" and Article 2 of GA#513 "Sovereign Justice Accord", which both require that the World Assembly Judiciary Committee's trial courts consist of a single judge and its appellate courts consist of three judges.

The Dozen of judges act requires that "the court can fully be heard with all twelve of the judges in the court in each court house," even if the World Assembly already fixes the number of judges any of those courts can have at some number other than twelve.

Your resolution cannot say that a WAJC trial (or appellate) court must contain twelve judges. This is because GA#466 and GA#513 do not allow WAJC trial (and appellate) courts to contain twelve judges each. WAJC trial courts must contain one judge. WAJC appellate courts must contain three judges. You cannot change these numbers unless you repeal both GA#466 and GA#513, which a Furtherment of Democracy resolution cannot do.

Controlling The Distribution Of WMDs
A resolution to enact uniform standards that protect workers, consumers, and the general public.

I bring the world assembly today to discuss these topics

Identifying the distribution and regulation of weapons of mass destruction (WMDs) hasn't been brought up.

Recognising the need for regulation of these weapons.

Suggesting a solution to this problem.

Section 1 puts in place an authority for this problem.

a. Sets up an authority for the regulation of WMDs named The Authority on Illegal Weapons (TAIL).
1. This will be a non-governmental organization.

b. Explains that delegates and diplomats will meet here to discuss declarations of war between nations and ensure there is no illegal use of WMDs.

c. Any delegate that releases information without the consent of higher officials at TAIL will be prosecuted to the highest extent of treason. The treason laws of the nation that is impacted most will be used in prosecution.

Section 2 sets the permissions for use of these weapons.

a. Any use of a WMD against another nation by a nation will be considered an act of war (AOW).
1. The nation that used the WMD will be prosecuted and condemned.

b. Responding to an AOW that was initiated without the use of WMDs with a WMD is prohibited and the nation will be condemned.

c. Responding to an act of war initiated with the use of WMDs is NOT prohibited
1. If the victim country responds to the AOW with a WMD, the perpetrator country does not have the right to respond.

d. Using WMDs during a war in which they have not been used is prohibited and will be considered genocide.

e. Using WMDs to target areas that contain schools and/or hospitals is absolutely prohibited and will be considered a violation of international law and a violation of Section 2d even if a WMD was already used.

Section 3 sets the responsibilities of TAIL in the event of use of a WMD.

a. Investigators will meet with delegates to start an investigation into the initiation of the use of the WMD.

b. IF and WHEN these investigators find who is responsible, they will turn them in to the authorities of the victim of the WMD.

c. If in the case that investigators do not find who is responsible, an internal audit will be initiated on the government that used the WMD.

Section 4 covers legal and illegal production and distribution of a WMD.

a. An independent nation with enough resources may produce WMDs with the permission of its citizens.
1. A popular vote must be called to initiate the production of WMDs and the margin of voters that are for the production must be at least 55%.
2. The only instance in which a nation can produce WMDs without the consent of it's citizens is during war.

b. The production of WMDs by anyone but a nation's nuclear program is prohibited.

1. Illegal obtention of a WMD by a nation or a person(s) is prohibited and will be considered intent to commit genocide.

c. Unless done in a legal form of foreign aid (nation to nation transfer), distribution of WMDs is illegal.

1. The only instance in which a nation can transfer a WMD through foreign aid is if the nation wants to enact Section 2c.

It is with that I call on my fellow members of the world assembly to control the distribution of WMDs.

Improving Technological And Knowledge Exchange
A resolution to reduce barriers to free trade and commerce.
Free Trade - Significant
Proposed by: Republic of Artago

This Resolution: Recognizes the need of establishing a broad system of technological exchange amongst nations for the sake of fixing multiple problems that require technology, Such as General Assembly resolutions, and allow nations to benefit from the resolution's requirements.

The Resolution defines:
1) Nations that are considered requiring technological aid and knowledge or expertise:
a) Lacks or has an insufficient amount of sanitary water extraction systems that results in at least 50% of the population not having access of any form of clean water.
b) Has no, insufficient, or inconsistent power and air conditioning infrastructure that results in at least 45% of a nation's residential areas frequently, (3-5 times weekly), unpowered for more than 7 hours in temperate climates, or more than 1 hour in extreme climates, that are defined by this resolution, being below 14 degrees Celsius, or exceeds 32 degrees Celsius
c) Lacks the ability to use cellular or wired communications for the purposes of diplomatic affairs or civilian purposes relating to distant communications, commerce, and maintenance of related infrastructure requiring the use of either wired or wireless means.
d) Is incapable or unable to maintain foreign equipment sent as part of an aid agreement.
e) Is unable to domestically extract, manufacture, or import raw material, equipment, or manufacture material in large enough quantities to overhaul infrastructure to meet criteria outlined by previous resolutions passed by the General Assembly
f) Is unable to self develop new technologies that can fulfill existing, soon to exist, and future resolutions of the General Assembly.
g) lacks means to supply citizens with food, and existent methods relating to creating food are unable to adapt or grow due to geographical boundaries.
h) Posses insufficient healthcare systems and quarantine capabilities.

Wishes To Implement:
a) Improve exchanges of technology and knowledge of operation to new founded nations, or nations unable to effectively implement resolutions due to limitations regarding technology.
b) Foster a setting of growth in development of technology and appropriate sectors needed to fulfill resolutions set by the General Assembly
c) Ensure that such exchanges of technology eventually results in:
1) Allowing all citizens within a nation, at minimum, 5 days a week access to clean water for the purposes of drinking and washing.
2) Providing sufficient and consistent power supplies to homes, and in the event of excessive demand that overpowers available power supplies, to allow workers access to needed machinery required to repair power infrastructure as swiftly as possible, and allow alternative power systems or regions, such as other nations, to supply electricity, until native power systems are restored or sufficient.
3) Allows cellular communications to reach a level where 45% of civilians have access to internet services within homes, or alternatively, posses network hubs to allow demands to be fulfilled, and allows all commercial and industrial purposed building to come equipped with networking equipment of sufficient speeds of at or above 40 mbps, (megabits per second), download, and 10 mbps upload speeds, along with supporting universal protocols (I.e: Ethernet, HTTPS, TCP) dictated by international legislation to ensure maximum compatibility of networking infrastructure.
4) Can successfully mitigate material shortfalls either through improving domestic manufacturing by easing manufacturing and or extraction challenges, or through allowing better communication channels for handling imports of materials.
5) Prevent a prejudice or concern against a nation from resulting in said nation being unable to supply the needs of its civilians and fulfilling the above requirements.
6) Allowing appropriate systems to be implemented to allow an increased interest of technological development, fortification against vulnerabilities, and allows systems to be made more affordable to be deployed en masse.
7) Will allow nations to develop the infrastructure and systems needed to create new, and easily scalable, methods of developing food for its civilians.
8) Will bridge technological gaps between nations, and ensure that widespread technologies and knowledge commonly employed, and now actively mandated, are implemented.
9) Provides medical training, equipment, and procedures dictated by international organizations, along with being tailored on addressing nation's core health concerns that affect its population.

Hopes to: Address all concerns regarding the inability to fulfill basic needs, and remain compliant with the General Assembly's resolutions.

That tax fraud is a huge problem in nations, comes a new proposal, The Collection.

What is the Collection? The Collection is the yearly collection of taxes, but there is a new aspect to it, the government receives half of the income of wealthy and middle class families. In return, the families get free shelf stable food every year. The government receives money and doesn’t have to deal with tax fraud, while families within nations receive food and security with the benefit of not committing tax fraud.

If this proposal is passed, this will allow governments to:

1. Collect taxes from families
a). In extreme cases, the government may take away all income. These cases include: Prior history of murder, prior criminal convictions, and prior defamation of nation.
2. Allow families free food
3. Eradicate tax fraud
4. Eliminate long court cases dealing with tax fraud
5. Restore higher national morality
6. Keep citizens within the lines.

Looking out for the future, approving this proposal will grant the people a better life.

Minority identity is understood to involve subjective and objective elements. The self-identification of the person concerned is taken to be determinative.

UN definitions—focus on four categories: national, ethnic, religious and linguistic. It is commonly understood that in many cases, these are not hard-and-fast categories, but rather potentially overlapping ones.

Minorities are understood to enjoy equally all of the human rights of the nine core human rights treaties. Core elements of UN frameworks on the rights of minorities involve, in particular, protection of existence as minorities; non-discrimination; the enjoyment of their own culture, religion, and language; effective participation in cultural, religious, social, economic and public life; effective participation in decision-making; the maintenance of their own associations; and the maintenance of contacts and relations across frontiers.

Although a great variety of minority situations exist, common to all is the fact that, too often, minorities face multiple forms of discrimination resulting in marginalisation and exclusion.

Achieving effective participation of minorities and ending their exclusion requires that we embrace diversity through the promotion and implementation of international human rights standards.
In those States in which ethnic, religious or linguistic minorities exist, persons belonging to such minorities shall not be denied the right in community with the other members of their group, to enjoy their own culture, to profess and practise their own religion, or to use their own language.

Regional human and minority rights standards

In addition, the work of the Independent Expert refers to and benefits from other existing regional human and minority rights standards and mechanisms. These include but are not limited to:

Further be it known that supranational governments that are large, technocratic, foreign, remote, unelectable, and unaccountable- are by definition anti-democratic.

If the malady of democracy is what you seek, then a United Nations, World Assembly, European Union, African Union, etc. are not clubs that you wish to impose upon your people.

They are by their nature not bound to one state, one territory, one jurisdiction, or even one electorate. It isn’t even subject to a single tyrant of the least well liked nation of the world- and hence its presence is by definition anti-democratic. It is also anti-republican, a far worse crime, but it erodes the authority of the people’s of the various states, and attempts to interdict itself upon their plenary power to accomplish all number of tyrannical imposition. These range from forced tax collection, forced reciprocity of copyright law, conscripting our armies and stealing our people’s incomes to thwart international pirates, so called climate change, welfare-isms, and a variety of schemes for politicians of this body to steal from the members of rich states, to give to poorer states, for the purposes of bribing voters.

I propose this body be a forum to bring resolutions to fix real global and political problems in a manner that is voluntary.

Membership is voluntary but compliance is compulsory. If that statement doesn’t sound like a dictatorship, what does? Let’s make real reform and get our nations back.

UBI is a guaranteed income given to all citizens regardless of employment status. Additionally, there could be tax credits for low-income earners, subsidies for childcare or healthcare costs, or other economic assistance. Prevention of Identity Theft is a Resolution that was brought in place not so long ago. The reason why I want this law repealed is that it does not comply with some nations laws. Madeiran Law says taking matters into your own hands after your identity has been stolen is illegal and to report to the NCIS, also why I have this proposal for it repealed is because every law enforcement agency has access to WAID or the World Assembly Identity Database, which if it falls into the wrong officer’s hands might have millions of peoples identity stolen which it will probably happen. This is my proposal and I thank those who read this.

Alarmed at the increased development and use of autonomous weapons in warfare,
Valuing the lives of sentient AI,
Fearing the unnecessary bloodshed of sentient AI,
Hoping for a more peaceful and just future,
This house would ban sentient autonomous weapons and use in warfare.

This House defines:
Sentience: a sentient quality or state, feeling or sensation as distinguished from perception and thought.
Autonomous weapons: any weaponry following the two conditions
Not being controlled locally by a human
Being equipped with artificial intelligence locally
Sentient autonomous weaponry: the former definition, but the AI has sentience.
Warfare: A conflict between two parties that results in violence

This motion would:
Ban the use of sentient autonomous weapons in warfare
Ban the development of sentient autonomous weapons
Force WA members to de-arm all sentient autonomous weapons

I cannot see a violation of Game Mechanics. The GenSec decision seemed plainly based in interpreting the boilerplate “General Assembly Resolution #644 […] and rendered null and void” as being part of the repeal’s text. In that interpretation, the repeal has been fairly clear in what resolution it is targeting, given that it had a number, name, and category. The bottom line is colourably interpretable as being a transposition of the name for effect, rather than trying to repeal nonexistent law. Of course, with that said, I fully agree with the violation of Honest Mistake, having nothing to add.

Church Safety Act

A resolution to reduce income inequality and increase basic welfare.

An Act to make churches safer for children.

Be it enacted by the World Assembly

This Act may be cited as the "Church Safety Act".


Section 1. Findings.

We find the following:

(1) Children are especially vulnerable to abuse and neglect, and they are often abused by people they trust, such as clergy and other church leaders.

(2) The vast majority of churches are safe places for children.

(3) Children need to be able to feel safe in churches, and parents need to be able to trust that their children are safe when they are in church.

Section 2. Definitions.

In this Act:

(1) The term "church" means any religious organization or institution.

(2) The term "child[ren]" means a person who has not attained the age of 18 years.

(3) The term "clergy" means any person who is ordained, licensed, or otherwise authorized by a church to perform religious functions.

Section 3. Safe church requirements.

(a) In general.—Each church shall establish and implement policies and procedures to protect children from abuse and neglect.

(b) Specific requirements.—The policies and procedures required under subsection (a) shall include, at a minimum, the following:

(1) A written policy on child sexual abuse prevention.

(2) A process for reporting suspected child abuse or neglect to the appropriate authorities.

(3) A system for background checks of all employees and volunteers who have regular contact with children.

(4) A system for training all employees and volunteers on child sexual abuse prevention.

(5) A system for providing support to victims of child sexual abuse.


This seems illegal, for contradiction of clause 4 of GA #299, Legal Competence. The proposal grants children a right to be free from sexual abuse in Section 3(a), which is dependent on a definition in Section 2(2) as being a person below 18 years of age. This contradicts clause 4 of GA #299, which reserves to member-nations the decision as to what age to grant persons certain rights.

Acknowledging several region failures in creating a fair way to ban,

Lamenting that no resolution exists to ensure that member states have the rights and protection on bans,

Noting that nations mostly never get a fair trial in most nations,

Observing that many regions have failed to tell why a nation is banned to give a fair trial,

Declaring that only when needed in times of raiding or defending this fair trial may be suspended and that all get the right to a fair trial over ban,

Agreeing that rights need to be instated for nations who do not at least get 1 court ruling for a ban they got and that regions if they choose may give a speedy trial by there rights of law,

hereby:

Defines, for the purposes of this resolution:

a All nations who get banned from now on must have a trial by the court showing why they have gotten banned why they should stay banned and evidence for their banning along with at least 3 people in the Jury

a Unless in times of raiding or defending may Habeas Corpus be not in rule

Directs each region's government to start having court rulings over bans with evidence and 3 people in the Jury;

regulation of this in all bans for region's;

approval of court cases by the main government body of the region;

Mandates all regions unless in war have a court case for banning;

Prohibits any region unless in defending or raiding to place Habeas corpus in use;

Requires all regions to have court cases over bans from now on;

Urges member states to go through in court rulings in a respectful manner;

Encourages Governmental authorities to use and stand by the rights of the people; and

Clarifies that nothing in this resolution shall prohibit any bans without the right to a speedy court.
