New Director of Foreign Affairs

Parthian Union will be on an extended leave of absence for real-life reasons, likely for at least several months. Due to this, and a desire to allow them to experience their LoA without issue or concern about NationStates matters, they'll be out of office as Director of Foreign Affairs going forward. During their brief time in office they helped get some internal administrative matters on track, which weare grateful for. We've opted to replace them with New San Antonio, who has already been contributing to the foreign affairs council for some time as a Deputy Director and will aid us in completing various ongoing foreign affairs projects despite this disruption.

UDS - TL/C Joint Statement

The Union of Democratic States and The League & Concord are happy to announce the ratification of the Union Town-Madison Convention between our two governments.

Our regions' joined history goes back to the first opening of an embassy in 2016, and we were both members of the former defender alliance FORGE during the youth of our communities. Despite decreased contact and a brief time of no relations, since The League's involvement in broader foreign affairs and miitary matters, we've maintained relations for over two consecutive years and collaborated on a number of issues.

2022 presented many challenges for the defender sphere and our regions in particular. We engaged in mutual training exercises earlier in the year and despite military difficulties endured throughout and worked on internal military development, culminating in the successful liberation of New Westphalia and the invasion and destruction of Islamic States, operations both our militaries played active roles in.

On a political note, we've both maintained membership in the Partnership for Sovereignty and firm adherence to its principles, and we participated in a trilateral statement with the FNR, a treaty ally to both of our governments, regarding an attempted encroachment on their sovereignty by raider groups. With this extensive history of recent collaboration in mind on top of our long-time relations, we're estatic to announce the ratification of this agreement.

While The League may be the louder of the two signatories, this agreement and its mention of recent military activity should remind gameplay that despite its more quiet demeanor, the UDS remains a major contributing force to defenderdom, and that will not be changing anytime soon. With another achievement to bring the defender faction closer together completed, we look forward to seeing what our regions can continue to accomplish.

Major events in The League's and Concord's Foreign Affairs since January 1st 2023:

On the 19th we alongside our friends in The Gray Wardens, Europeia, and 10000 Islands made a statement on our stances on recruitment once the Frontier and Stronghold update comes out. You can read that here.

On the 28th Director of Foreign Affairs Parthian Union stepped down from his position due to real life obligations. After he stepped down New San Antonio (myself) was chosen as the new Director of Foreign Affairs to replace him.

To end off the month on a high note on the 30th we signed the Union Town-Madison Convention with our new treaty partners in The Union of Democratic States. This treaty had been in the works for some time and both sides were very happy to finally be able to ratify the treaty.

One new member joined the Department this month, Akrah.

The League’s Defense Forces Foreign Report

January was a successful and historic month for The League's Defense Forces. Most notably, we led one of the largest counter-invasions in history in Islamic States, with over 55 members from The League and Concord participating in the invasion. The initial jump, with 60 people, was the largest non-Antifa stage in about two years, larger than any raider unity stages in recent times. Prior to this invasion, we supported our allies in The Order of the Grey Wardens in conquering Indonesia, a subsidiary of Islamic States.

Beyond this, we participated in standard defense operations throughout the month, notably through the successful interception of the Sunland refound in coordination with other defender forces.

Off-update, we launched two projects recently. The former, in tandem with the culture department, is the Port Fukuoka ship-themed initiative to add some more historical and cultural aspects to the military. Afterwards, the officer corps revamped and provided better documentation for the awards system, and to compound this recognition effort, created the LDF Profiles & Honors dispatch.

Consulate Foreign Report

Opening nominations for the January–March 2023 term of the Council of the Republic concluded, and 22 Council Delegates were confirmed to the Council. Reykanes succeeded Jack Empire as the Speaker of the Council. Meanwhile, Jack Empire was appointed as the Director of Culture, succeeding Zloveshchiy. The League and Concord continued manual recruitment efforts throughout December. Wolveristan/Anjan Kloss was the month’s Top Recruiter, counting in a total of 212 hours of recruiting. In total, both regions counted 461 hours of manual recruiting. The Union Town–Madison Convention between The League and Concord and the Union of Democratic States was passed by the Council of the Republic on 30 January 2023 by a vote margin of 20 in favor, 0 abstentions, 0 against, and 2 absent. The region introduced the Rangers/Guardsmen program for endorsements. By the end of the month, Creeperopolis had 271 endorsements and Mechanocracy had 154 endorsements. Concord Update

Despite, a continuing site-wide population decline, the site shutdown over Christmas, Concord has continued to thrive!

Since the last report, our WA delegate reached their highest number of endorsements since the takeover of Concord, our Vice delegates are also maintaining a high number of endorsements. On January 29th, we launched our Ranger Program to recognize all of the nations who are helping to increase regional security by endorsing both our WA delegate and our Vice Delegates.

Our population, has remained relatively stable, even with the site issues and several lengthy military operations. The regional RMB has continued to be very active with various different topics, including discussion about the Gateway Roleplay.

As always, a special thank you to those that participated in our military operation, especially those that Participated in the invasions of Indonesia and Islamic States.

Non-Aggression Pact between The League & Concord and the New Pacific Order

The New Pacific Order and The League & Concord are pleased to announce the passage of the Francograd-Merrimack Agreement.

Amidst increased tension and various challenges in gameplay throughout recent times, healthy communication across spheres is a critical part of maintaining the current relatively peaceful state of the game. Despite occasional tactical and philosophical disagreements, both governments recognize the benefit of healthy communication outside their immediate sphere and expanding our horizons within our interests. To the end of encouraging collaboration, and with the allegedly looming release of a massive shift in the way the game is played, we are proud to ratify the Francograd-Merrimack Agreement to prepare both regions to move into the future with strength and certainty.

The agreement sets the stage for what will undoubtedly be a fruitful relationship between our two regimes, and its specific text is featured below.

Francograd–Merrimack Agreement

Article I: Mutual Recognition

The League will recognize the government of the New Pacific Order as the government of the Pacific as determined by the Emperor, or, in the absence of the Emperor, the Regent.

The New Pacific Order will recognize the government of The League as determined by the Constitution of the Republic, led by the Consulate of the Republic as the community’s highest executive.

The New Pacific Order will recognize the region Concord as an integrated territory of the The League as determined by the Constitution of the Republic, under the executive leadership of the Consulate and its appointees.

The League will not recognize or endorse any in-game WA Delegacy of the Pacific not held or mandated by the Emperor of the New Pacific Order as legitimate.

The New Pacific Order will not recognize or endorse any in-game WA Delegacy of The League or Concord not held or mandated by the Consulate of the Republic as legitimate.

Article II: Non-Aggression

Neither signatory will engage in military hostility against the other signatory’s regions.

Neither signatory will conduct clandestine operations in relation to or against the other signatory’s regions or institutions.

Signatories being on opposing sides of an external military engagement shall not constitute a breach of non-aggression in law nor in principle.

If a signatory becomes aware of an ongoing or future threat of any nature to the regions or institutions of the other, they shall report it in good faith to the other. For the New Pacific Order, the proper body to inform of such developments shall be the Senate. For The League, reports of concern should be directed to the Domestic Security Bureau.

Article III: Additional Collaboration

Signatories will aspire to collaborate on cultural matters and are encouraged to, at their convenience, hold communal cultural activities between their communities.

Signatories will collaborate on World Assembly affairs when feasible and suitable to mutual interest, including but not necessarily limited to supporting the recognition of their respective members in the Security Council.

Signatories will not support any World Assembly resolution targeting the other’s regions without the express consent of the targeted government.

At their leisure, signatories are encouraged to conduct bilateral military training exercises.

Signatories are encouraged to assist the other in lawful transition of WA Delegates and aid the stability of each other’s WA Delegates upon request.

Article IV: Ratification and Alteration

The signatories of this agreement are the Republic of The League & Concord and the New Pacific Order.

This agreement will enter into immediate force upon ratification by the Consulate of the Republic of The League & Concord and the Senate of the New Pacific Order.

This agreement may be amended by the consent of both ratifying institutions.

Signatories may withdraw from this agreement according to their internal processes, though are encouraged to provide ample notice to the other signatory.

The Consulate of the Republic formally announces that Spode Humbled Minions/Mechanocracy will succeed Paleocacher as a Consul of the Republic. Spode joined the region in 2016 and has been an important member ever since, serving in many government and community roles in the nearly seven years he’s been a member.

Spode has formerly served as the Director of the Intelligence Agency from December 2019 to May 2021 and as the Director of Foreign Affairs from July 2021 to February 2022. At the time he assumed the consulship, Spode has been a Council Delegate, having continuously served since January 2020, and has been an Executive Advisor and the World Assembly Delegate of Concord since June 2022. From 2018 to 2021, Spode actively served in the regional military, participating in numerous military campaigns. Additionally, Spode has recently been inducted into the Orders for Innovation and Mechanics, as well as Intelligence and Security in February 2023.

Spode has served the region and preformed at a Consulate level for a long time now, and as such, the Consulate has considered Spode to be the most worthy and deserving of becoming a Consul at this time. Spode has been a candidate for this position for a long time and we are excited that he is assuming the position. His humility in accepting the position are qualities of a good leader as he is aware that, like all of us, he is not perfect, but we know that Spode’s years of experience, his loyalty to the region’s well being, and his great versatility in performing various government tasks will help him throughout his tenure as Consul.

We thank Paleocacher for his service to the Republic, who will assume office as a regional Executive Advisor, and we all wish Spode a long and successful term as Consul. Spode's inaugural comments can be read below,

I am deeply honored to have been offered the position of Consul today.

Looking backwards, this League of ours has been growing since my arrival, and while anxiety provoking at times, I’m both proud and surprised that we’ve managed to come so far. Looking back at our earlier contemporaries at present is to stare into a graveyard, with each plot filled with those who failed to adapt to the material conditions of NationStates.

This world is chaotic, and there is often an infantile notion that things would simply be better if we could retreat into the normalcy of the past. But having lived through it, that normalcy never existed- At least, not beyond the worlds of abstraction that inevitably arise when people write about history. The normal we have right now in The League is a result of over a half decade of choices and decisions made in early times.

But I also believe that it would be a dire mistake to think that we’re the best region that we can be- That we’ve reached the end of League history. History has a way of not ending, even when people think it would be convenient. Too many organizations have sat on existing laurels until they become irrelevant.

We, The League and Concord, cannot go backwards and we cannot stay in place. We will face new problems, be forced to change, and every mark of wear and strain will be a testament to an organization living up to the ideals of its foundation. As Consul, that ideology, and that reality, will be guiding me.

The Office of the Consulate has ratified The Award Accords for The League & Concord, a multilateral cultural agreement to ensure the longevity of the annual Defender Awards event.

The Defender Awards began in 2006 as a vision by Northern Chittowa within the Founderless Regions Alliance to create an open and celebratory awards ceremony for the success of defenders in that year. The Awards returned time and time again, proving integral to unifying defending in times of tension and cultivating a collective identity of what it meant to be a defender. Now, the Awards are a core institution of our community that reflects on our shared past and present triumphs that we could not accomplish without one another.

It is with this in mind 10000 Islands, The League & Concord, The Order of the Grey Wardens, the Rejected Realms Army, the South Pacific, and The Union of Democratic States are pleased to announce the ratification of The Award Accords, a multi-lateral agreement on the organization of the Defender Awards.

The Award Accords come from an idea started by Benevolent Thomas to guarantee the continuity of the Awards for years to come. This cultural treaty is intended to outline expectations and obligations for the hosting of the Awards each year, forging a once informal event agreement into a bond of collective stewardship between defender regions.

Hello there whoever happens to be reading this, this will be the first Foreign Affairs report made with a new format and not the old mish-mash of different reports written by different people. If you happen to have any suggestions or criticism feel free to TG them to me, but let’s get into the meat and potatoes.

It was quite a busy month for TL & C despite being the shortest month of the year.

• Long time Consul Paleocacher retired this month after nearly two years in the position of Consul, his replacement was Spode Humbled Minions / Mechanocracy who he swore in on the 18th.
  
• The League and Concord and the New Pacific Order signed the Francograd-Merrimack Agreement on the 10th which may be read in full here.
• Both delegates are doing quite well in endorsement numbers (Creeperopolis had 247 endorsements and Mechanocracy had 152 endorsements), with Concord breaking its record for number of endorsements on the delegate.
• N-Day was also this month with TL & C joining our usual faction of the Potato Alliance with lots of fun despite our loss to the Horsemen.
• Recruitment has once again been dominated by Anjan Kloss with 244 hours of recruitment and a total of 724 hours overall.

The LDF had a fairly quiet month with one exception. The siege of the League of Conservative Nations, with 23 members joining in on the siege. Aside from that high all together LDF members took part in over 51 updates this month, with normal detagging, minor liberations, and chasing taking place.

In the last (two) months of Culture Department news Port Fukuoka was announced, a project surrounding community chosen ships being created and serving as mascots for the LDF. A chess tournament was held on the discord server, with fierce competition and plenty of… interesting… strategies used throughout. The finalists are Jack Empire and Bootyswana who will eventually face each other for the title of TL chess champion.

REPORT FROM THE FRONT LINES:

Sieges continue in England, raider forces floundering!

SOUTHAMPTON — The eighth siege of England has just concluded, once again putting over 100 endorsements on native WA Delegate Isle of Westland and defender lead Felix Legion I. With over 50 defender updaters showing up every update consecutively even during the weekdays, raiders are forced to confront an increasingly challenging influence situation.

But that's not all! The delegacy of England, though it remains controlled by raiders, has been forcibly displaced by defender forces five times. Despite occupying England for over four days, raiders have been unable to appoint a single border control officer, resulting in abysmal ban-rates at update and the maintenance of a strong defender beachhead. Despite occassional harsh slews of bans, countless defenders have come to updates over and over, jumping on several nations to resist raider force, including 40+ unique LDF members so far, many with several jumps under their belts this operation.

Critically, defender tactical supremacy thus far has resulted in a raider officer, Fugi-Dove, being ordered to resign WA and surrender their endorsements due to raider inability to prevent delegacy displacement. This displays substantial progress, essentially robbing raiders of a high-endorsement nation to use to harm the region.

Defenders alongside natives Isle of Westland and Suth Seaxe have kept up spirits for the brave English despite the best efforts of raider officers to silence their posts. Isle of Westland in particular personally fought in earlier sieges against scheduling difficulties, earning them great respect from the fighting defender forces. When asked for comment, they said,

I'm happy with the progress the Liberators have made so far, our brave soldiers have made significant ground during the siege, steadily advancing towards the enemy stronghold and gaining influence with each passing day. I sense that the enemy is rapidly loosing heart and will soon seek to abandon their barbaric and cruel occupation of the region.
