"Not only was your country incompetent enough to not militarily protect your humanitarian units, but now you're supposing it's my countries job to defend yours? Sir, you are well out of line here! I shall not tolerate any further supposition from your part, else I shall personally cancel any and all treaties between our two nations and VETO them as null and void!"

He explained "But thats in the past now, what I wanted to discuss was the re-armament of your nations military. You said yourself your forces were relying on World War Two era rifles and weapons seized from captured armouries. What Colstrea needs is a more reliable source of weaponry to defend itself with."

He handed Peter Hess a list that he had drafted with the help of the Janpian representative shortly before the meeting had started.

The President watched and listened intently to the deliberations. It was education and humbling to see three leaders come together, who once were at each others throats, united by the common belief that a future without conflict was possible. Mileethus is patient throughout, not uttering or butting in with his interests, allowing the process to naturally take place. He gives a knowing look and nod to the Marshal when he mentions the military bases, thanking him with that nod as the permission to maintain the bases is given. It would be a huge bolster to Anagonian Military operations to allow those bases to exist. It would also extend the reach of the Military by ten-fold, permitting air transportation to various sectors nearby that they couldn't reach before. When all was said and quiet, only then did the President speak.

"If I may," he asked, politely, "the Confederate States will be willing to be charged a fair and reasonable fee for allowing us the use of your lands for the continued use of the bases. That way our presence benefits you both economically and - of course - militarily, since we'd have a presence here to defend you in case of outside hostile aggression. It would also permit us if - Melkos Forbid! - in the future you should endure hardship on this scale again, that therefore we can easily provide humanitarian aid. Additionally, the bases can provide an easy method for us to, in the interim, transport goods into your country to bolster your economic progress. That said, I am extremely open to hearing your opinions on fair prices so we may boost your recovering economy in the interim."

He nods, smiling in his own way.

"That is an acceptable deal," Mileethus agreed. "I'll be in touch. I'll keep a fleet here around Gyzantia and allow my Military to start reorganizing things. We'll continue our humanitarian efforts in earnest. For now, I shall depart as well."

The President stood, giving a gentle bow to those present and the Princess.

"Ma'am," he said to the Sombreland Princess, "I will have a helicopter waiting upon you. Events are unfolding however where I must depart. I will take the helicopter I came in on and, as I stated, one will be waiting on you and your delegation for your departure. Take your time, of course."

The Anagonian President gave a wave of farewell before heading off.

The Princess-Regent was very tired; they had been working on the peace terms for hours. At the same time, she was also happy, and excited. When she reflected on it, this was all like a warning, a lesson for her. The Technate had failed, but not utterly. The only way they could repent of this failure was to accept that it had happened, and build trust through being humbled. The thought of having to do that was horrifying for her, and so it made her vividly aware of having to avoid that very possibility.

Faced with socialists and communists egging on independence from one angle, though, and violent anti-monarchists as well, she had to encourage what the Gyzantians had already said. So this was what she wrote to them and to the other delegations.

The Constitution of Gyzantia (Outline)

1. That the laws of Gyzantia shall govern all persons, Royal, noble and commons, alike.

2. That the King of Gyzantia shall be the chief executive, but with constraints to demonstrate to his people that he will listen to their concerns and not harm them without some clear violation of the constitution.

3. That the King of Gyzantia (or Queen, according to the succession) shall have to be an adult of proven mental competence as determined by a committee of peers combined with commons from the national parliament.

4. That the King's first minister shall be someone elected from the national parliament to serve as an executive leader.

5. That the power of veto over parliament may only be exercised with an agreement between the king and the prime minister.

6. That the national cabinet shall be made up half of appointees by the king, half of appointees by the prime minister.

7. That the parliament shall be made up of representatives from every part of the country, who will make laws within the determination of the constitution, and shall organize taxation and the national budget.

8. That the armed forces and police will jointly swear allegiance to the King's majesty but also to the nation, holding both equal in their loyalty.

9. That national unions to protect workers' rights, freedoms, and power to protect their interests may be formed and must be legally recognized by the government.

10. That a plan of national reparations shall be established to rebuild infrastructure, homes, industry and agriculture.

11. That in the new Gyzantia, no person would be deprived of life, livelihood or property without due cause under the law.

12. That the peace delegates from the allied and peacekeeping nations shall bear witness to the general agreement and uphold the government as agreed to by the formerly disputing parties of Gyzantia.

"This is, of course, a preliminary document, and many details would need to be worked out, but I hope that the outline is satisfactory," Princess Alavaine would say as the document was distributed.

"Like what the Marajarbian delegation said, it is unaccpetable for a foreign nation to write the constitution of another nation. We will instead use this as guide on the future constitution.", Herzland said.

"Finally, legalization of worker unions! Make sure to not make any loopholes for your King to get so much power..." Paddlis looks at Herzland, as the two began a staring contest, ending only when Hess began to voice out his opinions to the outline of the constitution.

"I guess that is it for the Technocratic Council. And also representation, huh. I'd still demand for autonomy from the Technate, if it is possible, Mr. Herzland. Our past autonomous status was disregarded and now, I would accept being part of Gyzantia once more, but as an autonomous state, not in paper, but also in reality."

Herzland responds to this message of Hess and agrees, "Uh, of course. I hope we can cooperate more efficiently in the future. So with this, will the referendum be cancelled?"

"I guess so. My allies in the war, I apologize that all your help was in vain, but I feel like with the new system of government in the nation, we might see ray of light shine over Gyzantia again. Once again, I thank you for the help!", Hess bows then sits down, knowing that he has sealed the fate for his people.

"Being a fellow Gyzantian, I guess I have to accept this and compromise. This war has cost tens of thousands of lives, and i hope that with a new constitution, it will never happen again. Oh and also, as we unify once more Mr. Herzland, will you allow the stationing of military bases by Anagonia in the Eastern Provinces?" Paddlis asks, also having the same thoughts as Hess. A compromise can sometimes be the answer, and now, it is one. Compromises have to be made sometimes, and he accepts it.

"Yeah, sure." Herzland replies with a smile, knowing that Gyzantia will be unified once more, and now without his leadership, they might even be brought to a prosperous age, even if this makes him feel disappointment in his past actions.

My forces occupy a tiny portion of Gyzantia at the invitation of one faction, yet I have sought to advise on how to bring about a lasting peace. My forces have killed no one. If that is insufficient to suggest my goodwill, then I am truly saddened by it.

“Nevertheless, I am pleased that you may find inspiration to work out your differences and find peace.”

The Supreme Commander had a smile on his face as he walked towards PM Hess, "I hope you know what you're doing signing this and I hope the best for Colstrea," he took a pause, "Even if it will be an autonomous zone." with that goodbyes were said to all CR allies and the supreme commander would board a helicopter and take a short reprieve before heading to his next assaignment.

After some backdoor talk between the delegations of three sides, which took thirteen hours, the three sides have finally met a compromise on everything, and including foreign demands, is now compiled it all under the Treaty of Hatrus.

TREATY OF HATRUS

Treaty Between the Colstrean Republic, Socialist Republic of Gyzantia, and of the Technocratic Kingdom of Gyzantia

All signatories must follow the according to the demands in the said treaty.

PART I: ENDING OF HOSTILITIES

Article 1

All sides will end any combat between each other. If unavoidable, the suspect faction must tend to the wounded, and if killed, the soldier that committed such action will be trialed in a court in the faction of the killed.

Article 2

The borders which will be made in Part 2 will be respected, and no action will be done by any side to attack the influence of a region.

Article 3

Captured prisoners will be returned to their faction. Any signs of mistreatment and torture that violates human rights and the rules of war will be reported to the Terran International Court.

PART II: BORDER CHANGES

Article 5

Colstrea will acquire all its land under Gyzantian Control, except for the Dessin Nuclear Power Plant.

Article 5.1

Colstrea will have rights to 70% of the energy produced by the Dessin Nuclear Power Plant.

Article 6

The Socialist Republic will retain control over the Eastern Provinces, excluding the Province of Sikklosa.

Article 7

The Socialist Republic will gain control of the Jelsvo, Laresia, Pejarda, Acur, Kurthia, and the Eastern Mountain Provinces.

PART III: CHANGE IN GOVERNMENT

Article 8

The Three nations will be united into a Federation, with a parliament and the king in power, in a constitutional monarchy.

Article 9

The Colstrean Republic will be given autonomous status in the Federation, becoming the Autonomous Region of Colstrea (ARC).

Article 10

The Socialist Republic of Gyzantia will also be given autonomous status in the Federation, to be the Autonomous Socialist Eastern Provinces (ASEP)

Article 11

The Prime Minister will be voted by the populace through delegates in every area, to be called a constituency and the party which wins the most constituencies will have its party leader to be the next Prime Minister.

Article 12

The first election after the war will be done in March 2023. Deadlines for filing a candidacy will be on December 31st of 2022.

Article 13

The King will lose most of its powers, only to serve ceremonial duties, and actions approved by the new Parliament in a majority or 65% of the parliament. The King will still remain the head of state, with the PM as the head of government.

Article 13.1

The National Cabinet will be formed, half will be appointed by the King, and the other half will be appointed by the Prime Minister, to keep the balance of power to an equilibrium.

Article 14

The Parliament, or the Hosertag Parliament will be reactivated from dissolution, becoming a unicameral legislature.

With this, the Technocratic Council will be dissolved, to be reformed in the Hosertag.

Article 15

The Parliament will have 349 seats, and will be distributed to every party that received enough votes to be represented in the Parliament.

PART IV: INTERNATIONAL AID AND FOREIGN RELATIONS

Article 16

Avis Island will become an international zone, for any nation to station forces to ensure peace in the region.

Article 17

Any nation, humanitarian or an active participant, will be given docking rights to Port Nithu for 50 years

Article 17.1

With this, the New Government is expected to start expansion projects of ports in the city, to accommodate the demands of docking rights of any nation.

Article 18

The New Government will accept the occupation of Orto Island by the Deronian Republic.

Article 19

Humanitarian missions in the nation will be allowed to continue to ensure peace, stability, and proper flow of society after the war. This will last for 10 to 15 years.

Article 20

A joint construction program will be done by KTO and of any foreign nation to rebuild devastated cities such as Port Nithu, Bradia, Ostrea, Colstrea, and other cities affected by the war.

Article 21

The bridge connecting Colstrea to Gyzantia will be rebuilt with KTO and any nations willing to participate in reconstruction. Domestic aid from engineers will also be provided to help with the reconstruction.

Article 22

JaRail Transportation Union will be given the green light to reconstruct, connect, and expand current railway infrastructure in the Federation.

Article 22.1

The JaRail Transportation Union will be paid with the percentage of profit that they demanded from the railway lines that were invested to by the Janpians.

Article 23

Anagonia will be given rights to retain their military bases in ASEP. A fixed payment for the rent will be discussed in a future one-on-one meeting.

Article 24
The New Government will declare armed neutrality in order to recover from the destruction caused by the war, and also to protect any foreign interests that it can defend.

Article 25

The New Government will open its trade to any nation, regardless of ideology and of relations.

PART V: MILITARY

Article 26

The Federation will have its military shrunk to a million troops, to divert military spending to reconstruction efforts.

Article 26.1

A soldier that will lose the job due to Article 26 will be prioritized in finding a new job that suits their hobbies and past carreers.

Article 27

The Autonomous Regions' militaries will be integrated to the reserve forces.

Article 28

The No-Fly zone will be removed through a request to Anagonia, as the war will end as this treaty is signed by the signatories.

Article 29

Loyalty of the military will be to the Federation, not to any faction.

While you had encouragement, it is you who have done this, and it will be admired and supported by the Kingdom of Sombreland.”

And with that, she rose, her graceful magnificent form in her dark blue gown, and signed the document.
She smiled at the delegates. To Simon Herzland, she observed, “It is a sign of great wisdom to do what is right when it is hard. Thank you, Mr. Herzland. TREATY OF HATRUS

Treaty Between the Colstrean Republic, Socialist Republic of Gyzantia, and of the Technocratic Kingdom of Gyzantia

All signatories must follow the according to the demands in the said treaty.

PART I: ENDING OF HOSTILITIES

Article 1

All sides will end any combat between each other. If unavoidable, the suspect faction must tend to the wounded, and if killed, the soldier that committed such action will be trialed in a court in the faction of the killed.

Article 2

The borders which will be made in Part 2 will be respected, and no action will be done by any side to attack the influence of a region.

Article 3

Any captured equipment will be kept by the faction holding them after the end of hostilities. To get these equipment returned, the other faction must pay half of the equipment's amount.

Article 4

Captured prisoners will be returned to their faction. Any signs of mistreatment and torture that violates human rights and the rules of war will be reported to the Terran International Court.

PART II: BORDER CHANGES

Article 5

Colstrea will acquire all its land under Gyzantian Control, except for the Dessin Nuclear Power Plant.

Article 5.1

Colstrea will have rights to 70% of the energy produced by the Dessin Nuclear Power Plant.

Article 6

The Socialist Republic will retain control over the Eastern Provinces, excluding the Province of Sikklosa.

Article 7

The Socialist Republic will gain control of the Jelsvo, Laresia, Pejarda, Acur, Kurthia, and the Eastern Mountain Provinces.

PART III: CHANGE IN GOVERNMENT

Article 8

The Three nations will be united into a Federation, with a parliament and the king in power, in a constitutional monarchy.

Article 9

The Colstrean Republic will be given autonomous status in the Federation, becoming the Autonomous Region of Colstrea (ARC).

Article 10

The Socialist Republic of Gyzantia will also be given autonomous status in the Federation, to be the Autonomous Socialist Eastern Provinces (ASEP)

Article 11

The Prime Minister will be voted by the populace through delegates in every area, to be called a constituency and the party which wins the most constituencies will have its party leader to be the next Prime Minister.

Article 12

The first election after the war will be done in March 2023. Deadlines for filing a candidacy will be on December 31st of 2022.

Article 13

The King will lose most of its powers, only to serve ceremonial duties, and actions approved by the new Parliament in a majority or 65% of the parliament. The King will still remain the head of state, with the PM as the head of government.

The National Cabinet will be formed, half will be appointed by the King, and the other half will be appointed by the Prime Minister, to keep the balance of power to an equilibrium.

Article 14

The Parliament, or the Hosertag Parliament will be reactivated from dissolution, becoming a unicameral legislature.

With this, the Technocratic Council will be dissolved, to be reformed in the Hosertag.

Article 15

The Parliament will have 349 seats, and will be distributed to every party that received enough votes to be represented in the Parliament.

PART IV: INTERNATIONAL AID AND FOREIGN RELATIONS

Article 16

Avis Island will become an international zone, for any nation to station forces to ensure peace in the region.

Article 17

Any nation, humanitarian or an active participant, will be given docking rights to Port Nithu for 50 years

Article 17.1

With this, the New Government is expected to start expansion projects of ports in the city, to accommodate the demands of docking rights of any nation.

Article 18

The New Government will accept the occupation of Orto Island by the Deronian Republic.

Article 19

Humanitarian missions in the nation will be allowed to continue to ensure peace, stability, and proper flow of society after the war. This will last for 10 to 15 years.

Article 20

A joint construction program will be done by KTO and of any foreign nation to rebuild devastated cities such as Port Nithu, Bradia, Ostrea, Colstrea, and other cities affected by the war.

Article 21

The bridge connecting Colstrea to Gyzantia will be rebuilt with KTO and any nations willing to participate in reconstruction. Domestic aid from engineers will also be provided to help with the reconstruction.

Article 22

JaRail Transportation Union will be given the green light to reconstruct, connect, and expand current railway infrastructure in the Federation.

Article 22.1

The JaRail Transportation Union will be paid with the percentage of profit that they demanded from the railway lines that were invested to by the Janpians.

Article 23

Anagonia will be given rights to retain their military bases in ASEP. A fixed payment for the rent will be discussed in a future one-on-one meeting.

Article 24
The New Government will declare armed neutrality in order to recover from the destruction caused by the war, and also to protect any foreign interests that it can defend.

Article 25

The New Government will open its trade to any nation, regardless of ideology and of relations.

PART V: MILITARY

Article 26

The Federation will have its military shrunk to a million troops, to divert military spending to reconstruction efforts.

Article 26.1

A soldier that will lose the job due to Article 26 will be prioritized in finding a new job that suits their hobbies and past carreers.

Article 27

The Autonomous Regions' militaries will be integrated to the reserve forces.

Article 28

The No-Fly zone will be removed through a request to Anagonia, as the war will end as this treaty is signed by the signatories.

Article 29

Loyalty of the military will be to the Federation, not to any faction.
