As the Sun set and rosy dawn turned into the black of night, the Imperial Capital of Imperia City was brimming with activity. The city was one of the largest in the world and was known for its vibrant nightlife. The Imperial government Complex was also brimming with activity. The Praetorian Guard had just held the changing of the guard ceremony where the last daytime guards went back into the residential area and the night watch took their positions. Chrysos Vasilias had just returned from Kalingrad City when he got his next assignment. The Imperial Government and the Government of the Confederate States of Anagonia had started back channel discussions for a diplomatic summit and Diplomat Vasilias was chosen to represent Imperia in the diplomatic conference. He was quite short on time as he had been quite litterly given the assignment the moment he set foot again in Imperium Soil. He looked through the manila folder that had been given to him outlining the Imperium's goals as he walked from the Imperial Palace Security checkpoint to Via Concilia where the Executive buildings including the Imperial Department of External Affairs were located.
He entered the IDoEA building and walked through its halls. Even at night the building was filled with activity. We went to the desk of the Secritariet to recive his files and the diplomatic dossier complied by DELPHI and IDoEA.

"Name please."

"Ah here you are Ambassador Vasilias."

The Seceretary gave him the the dossier and files for the meeting. The meeting was set to take place in the Lotus Building, sitiated on the Riverside near the Palace Gardens. Tommorow the representatives from Anagonia would arrive and everything was to be in order. The Imperial Seceratary of External Affairs had personelly contacted him on the Importance of this conference. Though the Confederate States of Anagonia and the Imperium had few diplomatic interactions, this conference would serve the purpose of establishing diplomatic ties between the two nations and expand the Imperiun's diplomatic network. This was listed as a high priority assignment by the IDoEA along with the schedualed meetings with Darlingtown and Neo-Korea. Vasilias would be the one tasked with this and he intended to do his best to ensure that the outcome of this meeting was to be fruitfull to both nations.

The Lotus building was at last ready with everything in order and in place, the hotel rooms prepared, the conference room sanitized, cleaned and readied. The Anagonians were to arrive at Imperia City International Airport (ICIA) and then be escorted and transported the the facility. The hotel rooms, lounges and conference rooms had been prepared with the non-humans speicies of Anagonia in mind with comforts for Komodren, Kromen, and other non-human speices in mind. Everything had been prepared for the meeting, greeting cards issued, meals prepared, agenda planned, and measured to keep the meeting private haven been undertaken. All that was left was for the Dignitaries from afar to arrive and for the meetings to begain.

Ambassador Callan Ford, following the conclusion of the UCN talks, had been dispatched to handle the diplomatic conference with the Awesome Imperium. His plane, an Anagonian Diplomatic 737, landed at the Imperia City International Airport without incident. He was well rested after the long flight and had been tended to appropriately along the way. With matters back home situated, he could readily focus on the issues at hand. Anagonia was in a diplomatic phase internationally of reaching out to acquire as many positive relations as possible. The more acquired meant the more suitable trading and economic partners the Confederacy could utilize. Some of these partners even had military partnership possibilities, such as Anagonian/Janpian relations. While such discussions were far away presently with Anagonian/Imperium relations, it wasn't entirely off the table.

Having his bags checked in and his room situated at the hotel, Callan had been notified that any non-human staff had been considered. They hadn't known if the Anagonians were going to send a human or non-human and had gone out of the way to make sure the representative to come, regardless of species, was to be extremely comfortable. It was an important gesture not lost on Callan, despite his apparent humanity. It went a long way to setting a right foot forward in the negotiations to come and was something Callan kept at the fore of his mind since the courtesy had been extended nonetheless. His Military Police guard and diplomatic staff that had arrived with him had all been tended to appropriate, which again went a long way to demonstrate the Imperiums hospitality

When the morning came, Callan was escorted to the place of the meeting. It was called the Lotus Building, situated on the riverside near the Palace Gardens - so he was told. Callan had been informed of the details specifically from the Imperium's own Imperial Secretary of External Affairs. It had been quite the interesting conversation. Arriving into the meeting room, Callan accepted the generous breakfast offer before situating himself. He waited patiently for Ambassador Chrysos Vasilias to arrive.

He hastily gathered the papers for the conference and walked out of his office and into the halls of the IDoEA building. As he exited the building he jogged across the the Palace complex to the lotus building. Two Executive Guards were waiting at the door and stood to attention and opened the gates to the facility as he walked inside. when he reached the Conferenced room, 2 other Executive Guards stood to attention and opened the doors of the Conference room. There he saw the slightly older man, whom he presumed was the Anagonian Ambassador.

Please, Take a seat. So as you might have been informed via backchannel discussions the Imperium, like the Confederate States, wishes to expand our diplomatic outreach and network. Though not having any previous interactions except for in KTO and backchannel discussion, There is possibility that the Confederate States and the Imperium can reach an agreement and further cooperation between our two nations. So as you may have heard over backchannel discussions, the Imperium hopes to establish an alliance based on International, Military, and Economic Cooperation similerly to how the United Nations or the World Assembly are organized but incorporating the likes of KTO and Economic alliances to the mix. We have currently zeroed out 3 potential candidates for a possible alliance that could benefit its member nations and counter other large alliances. We would like to see your Input on it and see if the Confederate States would be interested in such prospect."

And as you already know, backchannel discussions have been held about this with the Confederate States but the Imperium has also held backchannel discussions with Neo-Korea, and plan on starting said disscusions with Darlingtown as founding members of ICON. With Southeast Marajarbia on the verge of launching yet again another International alliances and with IFC and Imperion's activity dying down, the Imperium thinks that this should be the right time to form an alliance to promote cooperation, protect its members, and further humanitarian activities. So currently where thinking of something that is a combination of a UN or G20 style alliances but incorporating large elements of a Military Alliance like KTO, Humanitarian coalition, and Economic Alliance like BRICS. Like the whole package of alliances promoting further cooperation, trade, diplomacy, humanitarian action, and also offer protection between and to member states. This would be geared towards countering aggressive alliances and promoting general cooperation between nations. The alliance would probably be made up of smaller nations and non aligned powers. And we would have 4 founding members who would act as the Security Council with 4 others chosen via popular vote. Currently Anagonia, Neo-Korea, and Darlingtown are possible co-founders, all we need is for you to share you thoughts and your approval."

"The Founding nation's representatives would initially occupy the major offices of the alliance like Seceratary-General, Overseer of Finance, Humanitarian Effors, and Joint Supreme Commander of ICON Expeditionary Forces. Elections would probably be held the next months with newer members having the oppertunity to have their Representaives and members of their delegations to run for office in ICON provided that they dont use the power for their own or their nation of origin's own gain. The Security Council will have the power to remove officers if they see fit. Theres also going to be a Assembly of Nations for member nations to vote and and propose proposals for the Alliance. Mission Statement

ICON is a Diplomatic, Military, Humanitarian, and Economic Cooperation Organization/Alliance that aims to be an Icon and role model for the World promoting Diplomatic, Military, and Economic Cooperation, Furthering Humanitarian Efforts, and promoting and providing for the common defense of its member nations. We aim to have member nations prosper in this alliance through Economic and Diplomatic Cooperation as well and provide safety, security, and defense to member nations. Government Structure of ICON

ICON shall have 4 major Alliance Governing Divisions, the Security Council, Assembly of Nations, Council of Overseers, and The ICON International Court of Law. The Security Council shall be made up of the Founders who are Permanent SC Members and 4 other SC members elected by the Assembly of Natons. The Assembly of Nations also elect Overseers which manage departments of the Alliance such as Finance, Expeditionary Forces, and Humanitarian Efforts. These Overseers have to be approved by the Security Council who can also dismiss them. The Council of Overseers and the Assembly of Nations are led by the Seceratary-General who is the face and formal leader of the Alliance as a whole. The Assembly of Nations is headed by the President of the Assembly of Nations who is elected every session of the Assembly of Nations.

Founders

The Founders of ICON are the founding members of the alliance. They are permanent Security Council Members and also have the right to accept or deny applications into the alliance. The Founders can also kick members out of the alliance but this can be reversed and vetoed by another Founding member as well as accepting and denying applications.

Members

The Members of ICON are nations that have been accepted to the alliance as full members. The Members have a delegation led by the [Insert Nation Denonym] Ambassador to ICON. They can also have other people in their delegation if they intend to run for officer or general staff and advisors for the Ambassador and Delegation. Members can vote on ICON proposals and resolutions, can run for ICON Offices, Be elected to the ICON Security Council, and are under the Common Defense policy where an attack on one ICON member is an attack on all ICON members.

[Observers]

Observers are nations that have either applied for observer status within ICON and have been accepted, nations that have applied for membership but have not been accepted as full members but accepted as observers or nations that have been demoted by a agreement or consensus by a vote of member nations. Observer nations can attend the Assembly of Nations and have their own delegation provided that it doesn't exeed 20 people and that said nation/delegation cannot vote on a proposal or run for office/ be elected to the ICON Security Council when voting/elections take place. Observers though are allowed to address the Assembly of Nations and take part in military exercises.

That and the fact the precious metals we do not have we gain from mining at our Lunar base. It is expensive and Platinum is one of these precious metals we both mine from outer space and mine from the earth. So most of our outer space resources are committed to making up for that in desolate environments deemed not suitable for preservation.
