The Charter State would likely be categorized as Tier 6.
While slavery is officially outlawed, prison labor does exist, but only on a small scale due to a low crime rate. It should also be noted that slavery's illegality is merely in regards to protecting citizens from enslavement, and to prevent anyone from formally owning slaves as their personal property. The law does not restrict the military from dealing with slavers to aquire foreigners as test subjects. Or from using foreign prisoners taken during field operations for scientific research.

Tangatarehua is a Tier 3 Society.

Slavery was outlawed by the 1979 constitution but there are still isolated incidents of it continuing illegally, often by nobles who try to cover it up.

Former freed slaves (Taurekareka) continue to face discrimination today, forming the bulk of the underclass in Tangatarehua.

No one is held in slavery but all Muslim men age over 15.5 and under 40,
and not in full-time education must do two years of national service, most do this in the military with so many volunteers that authorities have little interest in military draft evasion unless linked to another crime.

Conscientious objectors do two years of national service (ambulance driving is a popular choice) and there is a form of national service for prisoners not in full-time education.

People who evade the civilian labour draft are sentenced, except in exceptional cases, to at least 5 years imprisonment, 4 years of which is classified as “remedial national service”.

Prisoners are required to work 8 hours a day or 6 hours if they are undertaking qualifications.

In addition, for conscientious objectors there is either:
two years of civilian national service (spent ambulance driving or waste collecting) or three years of civilian national service (spent doing firefighting or agricultural work).
Basically a Gloucestershire City-state but a republic with no nobles.

Practically speaking, slavery was abolished on 2 April, 2011, by the Emperor Sextus Rabirius Macrinus Felix. Technically, it happened much earlier, on 13 May, 1996, under the Emperor Tiberius Numerius Atticus Scorpio. Scorpio's edict, however, was hidden from the public by his successor (and rumored assassin), Appius Clodius Leonas Sarmaticus, who apparently believed that any law not revealed to the public by the Emperor and Senate was nullified. Legal experts have since debunked said theory and established the precedent that once promulgated by an Augustus and sealed with his signet, it is the law until or unless abrogated by another imperial edict. There have also been lawsuits filed by former slaves against former masters for denying them freedom, but most were thrown out as breaches of the patronage system.

Two, however, succeeded enough to make former owners sweat a little. The first was against Aelia Tertia, the ex-wife of the Emperor Valerian, by a freedman named Argento and freedwoman named Basilea who were cruelly treated by her during the almost fifteen years of illegal servitude. The other was against her second husband Publius Aelius Corfinius, by his former slave concubines Vera and Monica, on the basis of paternity, and he was ordered to pay them legal damages because their impregnation was coerced.

Since then, the Augustii have reinforced the ban on slavery, along with several other key reforms, such as a partially elected, partially appointed Senate, a wholly elected and reinstated People's Assembly composed of three hundred fifty tribunes, elected on the basis of ten tribunes per tribus (tribe). Freedmen or freedwomen, aka libertini, are still required to wear the Cap of Liberty or Phrygian Cap and are excluded from certain activities and public offices or honors, but are otherwise full citizens, even retaining the franchise. However, since most of them are clients of their former masters, they are still obligated by the customs, laws, and traditions binding the patron-client relationship in Roman society. There is talk of abolishing the distinctions between ingenuii (freeborn citizens) and libertini, but so far, no action has come, since the Romans are practical enough to see that such discrimination will die out with the libertini themselves.

We hate slaves! I mean, wait - we hate having slaves. What I mean to say is that we are completely against the practice of slavery. That's what we hate. Not the slaves. We just want them to not exist - as in, to not be slaves anymore. We don't want there to be any slaves because we want them to be free. We support slaves. Just - not slavery. We hate slavery. We've never had it, as a matter of fact. Slavery is no laughing matter.

We are a TIER ONE society!

We are a between tier 2 country or passively tier 1.
For example our laws forbid selling weaponry or trade with a esclavist country.
If any Valencian firm which imported goods made by slaves or sell to known slavers will face a boycott by consumers.
Any slave that gets into our territory has right to seek asylum. And foreign abolitionist societies can register and operate inside my territory.
Any tribunal will deny a request to return an evaded slave.
Anyone trying to return a former slave to their master, if catch, can expend from 6 to 12 years in prison.

Minoa is in Tier 1: the latest major action was to increase the detection and seizure goods that may come from prison or forced labour in Xinjiang, Mainland China.

The 1971 Law on Penal Labour, and the 2014 Law on Preventing Modern Slavery, are the main laws that Minoa use to fight modern slavery globally. The latter was drafted in co-operation with the United Kingdom, which was at the time a close partner with Minoa through the European Union.



As for my alternate country of West Calypso, I have to say it is Tier 11, because slavery is so pervasive due to severe income inequality, corruption, hyperinflation, and political repression, as well as pockets of insurgency. West Calypso also promotes slavery abroad, through diplomatic and military threats.

Also, the replacement of Public Holidays with so-called Patriot Days: a day of compulsory community work, or participation in parades and rallies, without pay. Many countries, including Minoa, ban the import of anything from West Calypso, except personal possessions from West Calypsoans moving abroad.

Rwizikuru is somewhere between tier 2 and tier 3: slavery is illegal in Rwizikuru, but the government is uninterested in eliminating it beyond its borders. In some pockets of Rwizikuru, particularly out in the peripheral regions of the country, Houregic-style slavery is not an uncommon practice, although the government tries to crack down on them.

Tier 5 Society: chattel slavery is illegal but political prisoners are commonly held in forced labour (but ordinary prisoners are treated quite well because their threat to the government is minimal).

Gothia is a class 7, with slavery being legal, so long as the slave is classified as an enslavable group, but the government prefers to kill technically enslavable groups such as the savage Monke Sapiens of the south. The nation is also feudal, so there isn’t much of a purpose, with slavery usually being used as a form of slow extermination, that just so happens to yield some benefit.
Come out, the WA has passed a resolution. Actions will be taken to bring your nation into compliance.

The Socialist Federal Republic of the Aquaria, like its title and the leading party already suggested, is a Tier 1 Society on slavery. We are currently actively dealing with the problem of the resurgence of the Slave Trade recently, with all member nations of the United Liberation Organisation.

In fact, even for the Kingdom of Union of the Aquaria, a tier-6-society royal regime existed between 1054 to 1943 (1978 for the South Aquaria), has abolished slavery in 1817.

Slavery was formally abolished on 1 August 1834 when the Slavery Abolition Act 1833 went into force in most parts of the British Empire (our nation being a British Colony at the time), although our small size and population meant that our role in the trans-Atlantic slave trade was limited and slavery was already de facto abolished within Terrapacis by the time of its legal abolishment.

In modern Terrapacis, due to our nation's small population and neutrality, we do not attempt to abolish slavery where it may still exist outside of our borders.

AKnesia is a Tier 5 Society. In AKnesia, slavery is completely banned and prohibited. If someone knows for having a slave, they will be sentenced for life. But there is one condition that kind of "voluntary slave" is still allowed, especially for the female androids. The female androids has a special right that they are still allowed being a slave for somebody, as long they consenting and willing for being a slave a.k.a a voluntary slave. Example of the voluntary slave in AKnesia is a personal assistant or personal maid

The extensive Orrostriskan law enforcment system has cracked down on domestic human traffickers and other similar forms of unethical human treatment, with the highest punishment available for those found guilty of such crimes being capital punishment. Per the government's commitment to international safety, various military and law enforcement groups have been dedicated to peacekeeping operations where they have been tasked specifically with eliminating or mitigating the threat of various forms of slavery.

Thenu would rank Tier 5 as Slavery is officially prohibited but indentured servitude does exist. Normally one goes into Indentured Servitude either to pay a large outstanding debt or for great monetary benefit in the end of it. You see a contract must be drawn up and signed and they are very strict and ironclad. This us to prevent abuses like say continually stacking more debt on so can't work way out of it or even straight up physical abuse. Rights and needs being taken cared of are guaranteed. Both sides are very strictly bound to this contract often with harsh penalties for breaking it on both sides as well. Some choose this again great monetary benefit at the end or to work off a debt, some of the less fortunate lower castes even pick it as just a form of guaranteed employment.

This is also use of prison populations in the building and maintaining of infrastructure or outside cleaning duties of picking up trash or the like.
