Eligibility for Eleanorian citizenship
Meta TL;DR:
- The players I create are always Eleanorian citizens ab initio, at minimum. From time to time, they may have foreign ancestry (pre-arranged with the respective players), which may be reflected in their dual-citizenships.
- Characters from nations which have withdrawn from international football, and who remain in Saint Eleanor after such withdrawal, are eligible for dual Eleanorian citizenship (but are not necessarily granted it, unless there's a reasonably strong desire; I'll normally check in with the other player on this). Please note that this excludes cases such as the mass recall of Mytanar players prior to TW48/IFCF23.
- In accordance with FIFA's principles, if you haven't withdrawn from international football, I may check in with you after five seasons of continued participation/residency to see if your character desires Eleanorian citizenship (and vice versa for my characters in foreign lands). I won't do this for characters who are particularly important to you.
- The grant of Eleanorian dual-citizenship only indicates eligibility to play for Saint Eleanor; it's not a requirement that your player abandon all former allegiances and prepare to be called up to the Eleanorian national team. Where they are players I create, they will normally - but not necessarily always - play for Saint Eleanor. Where they are players that you have created, they will normally keep playing for your national team, and will only be considered to be called up by Saint Eleanor if you want them to be. And, of course, some of my dual-nationals have never been so good at football as to merit a call-up for either of their national teams.
Longer, in-character summary:
- Through independence: Whoever was in Saint Eleanor on June 23rd 1975, other than active-duty Tinhamptonian soldiers, is an Eleanorian citizen - regardless of whether they were here illegally, did other actions which may have ordinarily rendered them ineligible for citizenship, or held the citizenship of some place other than Tinhampton. Whoever served at least one day in the National Liberation Front, even if they fled later during the War of Independence, is also an Eleanorian citizen - although many may not know, want, or need it.
- Through birth: In general, anyone born within Saint Eleanor is already an Eleanorian citizen, no matter the circumstances, except for children of diplomats posted within Saint Eleanor. Anyone born outside Saint Eleanor to a diplomat posted by Saint Eleanor to that country is also already an Eleanorian citizen. Anyone born outside Saint Eleanor with at least one Eleanorian parent, or with at least one parent or grandparent born within Saint Eleanor, is eligible to become an Eleanorian citizen, although this is not necessarily automatic and formalities may have to be made.
- Through residency: From time to time, people with no blood ties to Saint Eleanor may come here, normally to work. In such cases, one may become an Eleanorian citizen with five years of continuous residency in the country - although allowances will be made for holidays, necessary business elsewhere, emergencies, and suchlike. (It is assumed that anyone with enough willpower to remain in this country for five consecutive years is earning enough money and knowing enough Terranean to not be a drain on society.) This is a voluntary process and there are many people who, despite having met the time limit, have no inclination or willingness to become a citizen.
Those on work visas may bring their spouse (including same-sex partners, see below) and dependent children to the country. Spouses may concurrently apply for Eleanorian citizenship. Children aged under 10 may apply after three years of continuous residency, and children aged between 10 and 18 may apply after five years (which is OOCly in line with FIFA's standards).
Those on student visas - who move to the country for the primary purpose of studying at the University and Polytechnic - must normally come alone. They are eligible for citizenship from five years beginning from ten days before their university studies began (i.e. the Friday before freshers' week), so long as they have taken some sort of action to legally remain in the country throughout the entire period - whether through continued study or employment. Non-Eleanorian citizens who play in the Saint Eleanor League while going to university have traditionally been treated as though they held work visas, as that is how they make their livelihood, above and beyond students who may hold more traditional part-time jobs.
Children born to a surrogate in Saint Eleanor are always Eleanorian citizens, no matter where they go afterwards. Children born to a surrogate outside Saint Eleanor, and who are subsequently bestowed upon a family in Saint Eleanor, are normally Eleanorian citizens (but will probably not be citizens of the non-Eleanorian country; please check with that country's authorities for more details). Children adopted from outside Saint Eleanor will normally need to go through the three-year or five-year residence period depending on their age. - Through family: In and of itself, marrying an Eleanorian citizen does not also make you an Eleanorian citizen. If you married a non-Eleanorian citizen who is in the country on a work visa, you are eligible for citizenship at the end of your spouse's five-year residence period. If you married an Eleanorian citizen, you are eligible for citizenship after five years of continuous residence in Saint Eleanor (even if the five-year period began before your marriage). Those who divorce before the five years are not normally eligible, unless they obtain work in their own right or the divorce was due to domestic abuse or adultery.
Same-sex marriages cannot be transacted in Saint Eleanor. It is possible to have a same-sex marriage in many countries, even if you and your loved one are single Eleanorian citizens (i.e. a "destination wedding"); check with the other country's authorities for details. Such marriages will be treated as though they were opposite-sex marriages for the purposes of Eleanorian law, including immigration law. Please note that marriages between a non-binary person and a man or a woman are already allowed, as in the case of Giskra Alden; and that, since October 2004, the Government has stopped forcibly dissolving marriages where one of the parties has transitioned gender.
Saint Eleanor does NOT recognise civil unions or civil partnerships, whether same-sex or opposite-sex. In the interests of compassion, such individuals will be deemed to have entered into marriages for all purposes under Eleanorian law. - Through the failure of one's homeland: Stateless individuals found within Saint Eleanor (as in the case of Yusuf Sofyan, who was playing for the Good Hope Club when the United Mandaran States/Pemecutan collapsed circa 2010) are always granted Eleanorian citizenship. On a case-by-case basis, individuals from nations which have withdrawn from international football, and who wish to carry on football business in Saint Eleanor, may apply for Eleanorian citizenship for such purposes; it has historically been granted, although not everyone has sought to take advantage of this.
- Rescission: If the automatic grant of Eleanorian citizenship upon an individual would violate a single-citizenship law that applies to them, then it shall not be granted; such individuals may apply for Eleanorian citizenship, but do so in the knowledge that they will lose their other citizenship in accordance with their other country's law. Individuals may lose their citizenship and be deported back home for especially grave offences, but never where they are a single Eleanorian citizen or they have been granted Eleanorian citizenship through independence or NLF service.
- Dual citizenship: Is allowed under Eleanorian law, and some high-profile figures (both within and beyond football) are Eleanorian dual-citizens. Multiple citizenships are also allowed by definition (OOCly, Dua Lipa is a citizen of the UK, Albania, and Kosovo).
