I apologize, but due to some personal reasons, I'm withdrawing both Lisander and Alice Bay from this tournament. Also, I inform to whom it may concern, that I will be taking a break from NationStates for a while.

All updated. We're at 28, with a bit of wiggle room with puppets and such.

I didn't set a host bid deadline but if anyone is thinking about a bid sooner rather than later if possible?

COPPER CUPRUM
Host bid for the Rugby Union World Cup XXXII

About Copper Cuprum
Copper Cuprum is a tiny archipelago nation located deep in the murky divide between the Lazarus Ocean and the waters north of Esportiva. Copper Cuprum has long been isolated from international community due to its strange placement between two regions, and because the Copperite people have never really seen a reason to look beyond the horizon. Until 1914, that is, when strange metal ships appeared on the coast of the main island with men of different colors asking the natives about a ship that may have shipwrecked in the vicinity of their island. Those ships turned out to be part of a Fleftic Navy task force searching for the ship which carried the wife and daughter of President Rufus Wole Mensah of Abanhfleft. The Fleftic sailors landed on the island and discovered survivors of the shipwreck living alongside the locals, and among those survivors were both Salimah and Fatimah Mensah, the president's wife and daughter, and Fatimah had been been married to the ruler of the land, Chief Zed. Despite this though, Copper Cuprum still remained isolated until advances in technology made the island much more readily accessible.

Rugby union is the third most popular sport in Copper Cuprum behind rugby league and association football. While there is no official league for rugby union in Copper Cuprum, six teams based in the Chiefdom participate in the Rugby Coalition, a multi-associational league with members also coming from Pridnestrovia and the Sultanate of Oontaz. Chief Deg, being an admitted fan of all codes of rugby, has announced his intentions to further foster interest in rugby union in his country and so he has commissioned the Royal Commission on Games, Sport and National Well-Being to assemble a host bid for the 32nd Rugby Union World Cup.

Experience
As Abanhfleft, I have hosted the 20th Handball World Cup, the 5th Under-18 World Cup, NS Arena Bowl VI, and the 32nd World Lacrosse Championships. I have also hosted the Campionato Esportiva XXI and Rugby League World Cup XIX through my puppets Fhulghamous Peninsula and Copper Cuprum. I also have a dedicated sports newswire and have scored a couple of seasons of rugby union for the APOC Coalition. However, this will be the first time that I will be scoring an NS rugby union tournament, but as always I hope this to be a great learning experience.

Scorination
I will use the latest version of Xkoranate. RP bonus will be generous and cumulative. Quality will be favored over quantity. The latest rankings will be used.

Format
There will be a group stage followed by a knockout stage. Following the trend of the most recent Rugby Union World Cup, teams will be ranked based on the number of points they have accumulated in the group stage, with 4 points being awarded for a win, 2 points for a draw, and no points for a loss. In the event that there is a tie between two or more teams, here are the tiebreakers.

H2H results
H2H points difference
Overall points difference
H2H goals for
Overall points for

In the event that both teams are still tied after all of the tiebreakers have been exhausted, I will hold an actual playoff that will not be considered part of the IC tournament. ICly it will be considered advancement via coin flip.

The knockout stage will be single-elimination and will have a third-place playoff. Teams will be seeded according to group positions, then points and tiebreakers as necessary. No teams from the same group may face each other in the first knockout stage round.

Currently we have 30 teams. It is my preference to have 32 teams in order to use my preferred format of eight (8) groups of (4) teams each.

Feel free to ask any questions.

EDIT: Changed point scoring system.

Good bid. Just 3 questions:

1) The last 2 RUWCs (as well as RUWC 28) have seen bonus points applied. Do we expect the same for the RUWC 32?

2) Does latest version mean default rugby union modifiers on Xkoranate, or will we see the use of the recent modifiers used for RUWC 30 or 31?

3) Will we see the style mods be used to full extent (+/-4 or +/-5) or be limited to a more realistic range (+/-2)?

I am all right with applying bonus points if the rest of the community is okay with it. For transparency, I will give one bonus point to any team that loses by seven points or less, and I will also give one bonus point to any team that scores at least 28 points which is the equivalent of four converted tries. This is the system I have used for my scorinated domestic leagues.

Quebec and Shingoryeo wrote:2) Does latest version mean default rugby union modifiers on Xkoranate, or will we see the use of the recent modifiers used for RUWC 30 or 31?

If by "recent modifiers used for RUWC 30/31" you mean the formula created by the user behind Quintessence of Dust, then yes. If not then I will still use the QoD formula but will not refer to it as the "latest" version.

I have personally limited myself to a range of -/+3 for my domestic seasons, and I believe this to be a good middle ground between the two other options presented above.

All three answers are very much in line with what I was thinking.

This bid receives my endorsement.

OK. Let's hold a vote. Everyone who competed in the last edition (other than Abanhfleft, for obvious reasons) is eligible:

Abanhfleft
Baggieland
Darmen
The Grearish Union
HUElavia
Kelssek
Ko-oren
Kriegiersien
The Licentian Isles
Natanians and Nosts
Quebec and Shingoryeo
Quintessence of Dust
Space Elephants
StrayaRoos
TJUN-ia
Trolleborg
United Adaikes

The question is:
1. Accept Copper Cuprum's bid
or, 2. Reopen nominations

Please send a TG with your choice to Quintessence of Dust by Feb 28 0900 UTC!

Vote results:

Accept bid - 10
RON - 0

Therefore by a razor thin margin, Copper Cuprum is elected as host! I turn over signup duties and everything else to them. :)
