To Afanas Sokolov, Regional Sales Director, AllDefEx Dear Mr. Sokolov, It is my pleasure to reach out to you today with regard to facilitating the purchase of specialist military equipment. It was particularly pleasant to meet with you at the recent Sea-Land Expo 2021 this September at Pandeselis, and to hear about the engagement that you have had recently with the Xuande-Xiphoian Navy regarding our ongoing Operation Shacklecutter, the Republics & Kingdom's contribution to the international counter-slavery campaign. I note that prior to that meeting, I had a meeting in Revnami with representatives of the Navy & Comrades Welfare League, who represent the interests of current and veteran Navy members and members of other services who sail with them, including members of the Army's Marine Corps and the Army Auxiliary Fleet. Similarly, I raised many of the same queries with the Coast Guardsmens Guild, who shared very similar views on this matter. While this meeting covered a wide range of topics, I was presented with a proposal from them to acquire the Knotcutter Restraints Cutting Device for the use of our Armed Services. This proposal requested the Ministry of Defence to purchase a Domestic Production Right licence for the device, which would permit the Government Arsenal Corporation to produce the device domestically for the exclusive use of the Armed Services. Indeed, the proposal was so strongly supported by the members of the League that they have independently fundraised the requisite amount of $15 million NSD for the licence fee, and arranged an appropriate contract with the Xuande-Xiphoian Government to transfer the funds to the Ministry. Provided the licence is granted, this should significantly reduce the cost of establishing production facilities for the device and reduce the overall cost for the Ministry to field the device on every operational ship in the Navy, Coast Guard, and Army Auxiliary Fleet. The League has consulted with veteran and current members, including those who have served in active counter-slavery service, and this device is highly recommended based on their experience with legacy tools; indeed, the effectiveness of prototype devices was confirmed following reports from Xuande-Xiphoian Navy officers who have served on exchange with the Allanean Navy. I note also that the League's proposal did include a request for the Navy to licence the device under a unique name and designation, that being the "Armstrong Restraints Cutting Device." This is requested in honour of Leading Seaman Patrick Armstrong of the XS Junghsiang, who was killed in action while during a boarding operation aboard a slaver ship in 2018. Leading Seaman Armstrong, despite having the opportunity to take cover when an enemy combatant drew a handgun, used his body as cover to protect recovered slaves as they exited a shipping container. Despite the extraordinary efforts of his shipmates, Leading Seaman Armstrong could not be revived. His sacrifice saved the lives of multiple civilians, and alongside his team, set 80 people free that day. He was posthumously honoured with the Forum Order of Valour, 2nd Class.
