Allanean Arms Knotcutter Restraints Cutting Device

To Afanas Sokolov, Regional Sales Director, AllDefEx Dear Mr. Sokolov, It is my pleasure to reach out to you today with regard to facilitating the purchase of specialist military equipment. It was particularly pleasant to meet with you at the recent Sea-Land Expo 2021 this September at Pandeselis, and to hear about the engagement that you have had recently with the Xuande-Xiphoian Navy regarding our ongoing Operation Shacklecutter, the Republics & Kingdom's contribution to the international counter-slavery campaign. I note that prior to that meeting, I had a meeting in Revnami with representatives of the Navy & Comrades Welfare League, who represent the interests of current and veteran Navy members and members of other services who sail with them, including members of the Army's Marine Corps and the Army Auxiliary Fleet. Similarly, I raised many of the same queries with the Coast Guardsmens Guild, who shared very similar views on this matter. While this meeting covered a wide range of topics, I was presented with a proposal from them to acquire the Knotcutter Restraints Cutting Device for the use of our Armed Services. This proposal requested the Ministry of Defence to purchase a Domestic Production Right licence for the device, which would permit the Government Arsenal Corporation to produce the device domestically for the exclusive use of the Armed Services. Indeed, the proposal was so strongly supported by the members of the League that they have independently fundraised the requisite amount of $15 million NSD for the licence fee, and arranged an appropriate contract with the Xuande-Xiphoian Government to transfer the funds to the Ministry. Provided the licence is granted, this should significantly reduce the cost of establishing production facilities for the device and reduce the overall cost for the Ministry to field the device on every operational ship in the Navy, Coast Guard, and Army Auxiliary Fleet. The League has consulted with veteran and current members, including those who have served in active counter-slavery service, and this device is highly recommended based on their experience with legacy tools; indeed, the effectiveness of prototype devices was confirmed following reports from Xuande-Xiphoian Navy officers who have served on exchange with the Allanean Navy. I note also that the League's proposal did include a request for the Navy to licence the device under a unique name and designation, that being the "Armstrong Restraints Cutting Device." This is requested in honour of Leading Seaman Patrick Armstrong of the XS Junghsiang, who was killed in action while during a boarding operation aboard a slaver ship in 2018. Leading Seaman Armstrong, despite having the opportunity to take cover when an enemy combatant drew a handgun, used his body as cover to protect recovered slaves as they exited a shipping container. Despite the extraordinary efforts of his shipmates, Leading Seaman Armstrong could not be revived. His sacrifice saved the lives of multiple civilians, and alongside his team, set 80 people free that day. He was posthumously honoured with the Forum Order of Valour, 2nd Class. OOC: Before I actually go ahead and place an IC order, I would like to know something. The thing is that this upcoming order will be made by a private non-governmental(read anti-government) paramilitary organisation along the lines of RL Provisional IRA. Thus these people are secretly creating a paramilitary force to challenge the government and are essentially smuggling weapons from the Allanean companies. I have two questions regarding this:

1. Will the Allanean companies agree to illegally smuggle weapons to an anti-governmental paramilitary organisation?

2. If yes, then what are some examples of the arms that, you think, they can effectively smuggle without arousing the government's suspicion?

OOC: The answer is a bit complicated.

If the organization is not openly evil (like Neo-Nazis or some kind of nonsense like this) and it's not on the Terrorist Entities List in Allanea, Allanean companies will basically sell anything you care to buy. If it's some group that Allaneans won't willingly cooperate with, you're probably still able to get things like small arms and maybe small amounts of light vehicles by having proxies buy them and smuggle them out of the country. (Imagine buying a gun in a gun store in the US and then smuggling it to, say, Ireland... which is what the actual IRA sometimes did! )

In any event, Allanean companies and ADE itself are not engaged in smuggling...

...but there are plenty of smugglers in Allanea. Because Allanea is a militant libertarian paradise (or, if you prefer, a capitalist dystopia feeding on the tears of the downtrodden proletariat), there's lots of people who are willing to put themselves at risk for profit and for the pleasure of thumbing their nose at authoritarian foreigners - and failing that you can of course resort to the services of smugglers who are not Allanean smugglers.

So really the answer to your question is: 'what kind of stuff can you imagine being smuggled past your nation's law enforcement, based on how you imagine your own nation'?

Personally I can't imagine that there would be tanks and jets being smuggled, but I feel that rifles and rocket launchers and mortars are things you could get in.

OOC: Well this particular organisation is not a far-right one, although, just like the Provisional IRA, it wishes to establish an ethno-socialist state for Catholics in the heart of the United Kingdom of Galimencia, a majority Protestant nation. Their base of operation, Murland, is a majority Catholic area and thus it there continuous separatist attempts in this region since it's inception into the United Kingdom. Some of which are violent, but the majority aren't. Regardless, it is impossible to sell weapons to this organisation without illegally smuggling them in, since the Galimencian government has recently prevented any overseas weapons trade in Murland due to the fears of the spread of terrorist activities. So, it is highly unlikely that the ADE can officially sell weapons to Murish Revolutionary Army(the said organisation), and the smugglers need to smuggle them in.

As the situation currently stands, only rifles can be smuggled in. I want to know what specific types of rifles of the ADE can be smuggled in such a place. Please give me some examples. I am looking for smaller and cheaper rifles(but not handguns), which can be smuggled in without raising much suspicion and can also be smuggled in cheaply.

The Allanean government will, at some point, designate this group as a terrorist entity but as long as we're not talking about the group buying the guns in vast incredible quantities it's probably inevitable that they can get some amount of them (just like the IRA had Armalites and M82s).
