The Government of the Republic of Ratsirana,
Acknowledging the limits of the local companies, issues to the attention of foreign companies a public tender for the building of an international airport 30 km north of the capital city, Katima.

The airport has to host 6 civilian flights per day, have at least one runway that can be used for military purposes, it must be designed and built respecting international standards and comprise the building of gates, parking lots, hangars and all necessary facilities.

The companies must present a full description and the expected cost of the project.

Hopeful future trading partners and representatives of the government of Ratsirana,

the Prut Hanse, and specifically the company BBB Lieblich GmbH, is interested in the tender for the construction of a small international airport. BBB Lieblich GmbH already has experience in construction abroad and the necessary expertise and knowledge on how to facilitate efficient communication and navigate potential environmental and bureaucratic hinderances, which is why we regard them as the ideal candidate for such a project. We did have to make a few assumptions in cost estimation, as the tender does not specify the expected size of the aeroplanes, e.g. we assume requirements are for smaller short-to-medium ranged passenger aircraft, primarily narrow-body airlines (150+ passengers) with an option for wide-body airliners, as well as housing the military aeroplanes listed in the publicly available information about Ratsirana's air fleet. We also have to assume the location the government of Ratsirana chose will not require extreme and/or extensive landscape engineering (i.e. no mountainous or cratery terrain, no sinkhole hazards, etc).

We propose the following:

- One reinforced runway, adapted to savanna conditions (terrain properly levelled, hazardous flora and fauna relocated/removed, reinforced and secured versus the summer rains, mudslides, and ditches to prevent potential flooding, countermeasures for the summer/winter shifts in humid and dry weather, etc).

- Lighting/Illumination, striping, grass over-run areas, taxiways, additional paving and parking lots plus transport facilities, connection to the regular road network, etc.

- A tower with the latest radars and radio systems, facilities to house the crew to repair and maintain the infrastructure, a fuel terminal, general terminals and gates (1100 passenger capacity), facilities to house emergency teams (fire and rescue), an emergency plan filed with the local municipality and the government, and a security plan (regular updates and inspections), as well as the necessary administrative facilities, etc.

- two hangars; a larger for the civilian airliners, a separate, reinforced and secured smaller hanger for the military aircraft, plus a barracks/garrison/guard station for obvious security reasons

- A host of other contracts for a variety of services which would be organised and done in cooperation with the local municipality and/or the government of Ratsirana, e.g. custodial services, banking services, exchange offices, tourism and information agencies, duty-free shops, legal services, consulting, etc. This would also include providing all the necessary electronic, mechanical, and related equipment for the everyday function of an airport (e.g. surveillance, archiving, booking, data gathering, storing, and sharing, telecommunication, fire countermeasure systems, work and transport vehicles, etc)

This would amount to 35 million PT or 70 million NSD. This is a low estimate under ideal conditions, and the costs may of course rise during construction or in case of unforeseeable events. As long as the airport maintains 70 thousand passengers annually, assuming average air fares, it would remain profitable. Under the current specification, 6 flights a day, assuming 150 passengers per aeroplane, it can potentially have up to 320+ thousand passengers annually, or nearly five times the required amount for profitability.

Ratsirana Industrial and Commercial Enterprises (RICOME) is a subsidiary of the Third Prime Industries Group of Companies, established in 2020 to serve as the domestic arm of the group's activities in Ratsirana, first in handling the 3 billion Cobalt concession and for expansion in utilities, construction and land development businesses.

The entire project involves the construction of a passenger terminal and a cargo terminal building, a 4.2km-long asphalt runway, an airfield, administrative, storage and maintenance buildings. The runway is designed to handle big commercial aircraft as well as those belonging to the military.

The passenger terminal, will have a 25,000 square meters of floor space, apron measuring 36,000 square meters, parking space, 27 airline counters and immigration counter, Passengers Boarding Bridges (PBB), baggage handling system, and security checkpoint with modern systems. This will be able to accommodate an annual passenger volume of 1.5 million comfortably.

The terminal will have plenty of green/open spaces, strategically surrounded with different retail, office and commercial spaces for airport investors and locators, and a prayer area.

Key infrastructure to support the airport’s operation, including air traffic control tower building and airport rescue and fire-fighting facilities, will also be included.

The airport will be a net zero emissions complex as a result of the latest energy and water efficiency technology.

To whom it may concern,
Swire Co., and especially its subsidiary Pearl Construction Co., is interested in the construction of the to-be Katima International Airport. Pearl Construction Co. has familiarised itself in such construction projects both at home and abroad, and has thus gathered expertise in both the legal and technical aspects of such. We see the Katima International Airport not only as a gateway to a rising African country, but also as the cornerstone of its soon and rapid development. As such, we propose not only to construct the airport, but, if you permit, the corresponding public transport links and reservation for future expansion. If the Government of Ratsirana has inadvertently chosen a less than ideal location, please also allow us to suggest a more suitable location. The following shall be the three plans we have proposed:

Plan 1 is the base plan, wherein only the airport and necessary infrastructure is built. It composes of:
  • Airport to be located on an embankment 5 meters above ground level and slightly sloped to facilitate water drainage
  • One [1] asphalt runway at 3,300 meters long and 45 meters wide, enough to handle mid-sized aircraft such as the A330 and B777. Its orientation as determined by wind data we have shall be 073°/253° and is numbered 07/25.
  • One [1] set of high-speed exits for each direction at the mid point of the runway at an angle of 45 degrees
  • Parallel taxiway until junction with eastbound high-speed exit, then perpendicular spur to connect to the runway. Backtracking is necessary to access the easternmost one-third of the runway.
  • Civilian apron at the southwest of the airport of area 34,000 square meters
  • Military apron at the northwest of the airport of area 27,000 square meters, including the following facilities:
    • Housing for 2,300 members
    • One [1] general-purpose sports ground, including a 400-meter jogging track with accommodation for 100-meter and 110-meter sprints, a football (soccer) field and four (4) basketball fields outside the track.
    • Reinforced hangers with space for twenty-four [24] Embraer EMB-312 Tucano or similar aircraft, along with 3 C-130 Hercules or similar transport aircraft and their respective repair areas
    • Fuel storage and delivery systems.
  • Linear-shaped terminal of length 300 meters and width 75 meters, equipped with cooling but NOT heating, in which:
    • 32 airline counters organised in 4 rows
    • 2 security zones for transit between groundside and airside, equipped with X-ray bag scanners and millimeter-wave scanners.
    • 4 jet bridges, of which 2 are in the domestic area and 2 in the international area, capable of handling A330 or equivalent aircraft
    • 24 distant hard stands, of which 18 are in the domestic area and 6 in the international area
    • Unified baggage reclaim area with 3 carousels
  • Control tower with integrated upper area control (if applicable) and ground control rooms of height 32 meters with lift (elevator) and stairs
  • Cargo apron measuring 7,500 square meters with 4 hard stands
  • 2 fire stations each with 4 fire trucks
  • Fuel storage silos
  • Hangers with space for 4 Boeing 737 type (narrow-body) aircraft, or 2 Boeing 777 (wide-body) type aircraft
  • 20 shop spaces ground side, 15 airside at domestic terminal and 15 at international terminal
  • Hotel with 120 rooms near the terminal for connecting passengers
  • Expressway linking the airport to Katima City or nearest trunk road at 2 lanes each direction

This plan is deemed the bare minimum for the short-term needs of Ratsirana, and is expected to handle up to 1,100,000 passengers per year. It is designed to handle up to 30 aircraft movements per hour at its peak. This plan is expected to employ 65,000 persons, and will cost four hundred and fifty million (450,000,000) United States Dollars, or equivalent for an expected construction period of 30 months.

Plan 2
Plan 2 is the upgraded version of Plan 1, and is expected to provide larger capacity. It includes:
  • The same airport as in Plan 1 with the following amendments:
    • Civilian apron of area 50,000 square meters.
    • 5 jet bridges, 3 in the domestic side and 2 in the international area.
    • 36 distant stands, 24 in the domestic area and 12 in the international area.
    • Parallel taxiways along the full length of the runway, eliminating the need for backtracking
    • 48 airline counters
  • A motorway or controlled-access highway with 2 lanes in each direction, rated for speed 100 km/h, of length 15 km to nearest major road
This plan is crafted to produce an airport with a larger capacity and more robust transport links to the city it is to serve. The Airport Motorway may, if the Ratsiranan Government so desires, be extended to provide road service to other nearby towns, or be subject to tolls. This plan is expected to employ 85,000 persons, and barring any modifications shall cost seven hundred million (700,000,000) United States Dollars, and shall be constructed over 36 months barring any significant difficulties. This plan shall be able to accommodate some 1,750,000 passengers annually.

Plan 3
Plan 3 adds the following items to Plan 2:
  • A new town near the airport at a location to be determined, housing and providing jobs for 35,000 inhabitants
  • A motorway with 3 lanes in each direction to Katima City near the Central Business District.
  • An international expo center near the airport.
  • An electrified dual-line passenger-and-freight railway line rated for 140 km/h to Katima City Center, the location of the latter to be determined. Train sets are NOT included.
  • Provisions for further expansion, e.g. second runway
This plan, herein referred to "Ratsiranan Airport Core Programme", is crafted to provide lasting economic development, and lay the foundation to the rise to prominence of the Republic of Ratsirana in Africa. This plan is expected to employ 200,000 persons including the new town, and shall cost two billion five hundred million (2,500,000,000) United States Dollars. Barring any significant difficulties, the airport along with the motorway and railway shall be constructed over 40 months, and the new town within 52.

We here at M&A have seen the situation you are in regarding the construction of your new airport, and offer our help designing a functional airport terminal and parking space to optimize the experience and reduce the stress and confusion of airports. We have enlisted our best experts to come up with this design. The plan is adaptable, in case you see certain aspects of the competing bids you would like to integrate with our design, or vice-versa. We acknowledge that our design may not cover everything. We do also need more details on the requirements for the project, as well as information about the site. We hope that no matter what you decide, that this project will be a success and become an important part of Ratsirana's infrastructure.


Design Overview Highlights
The terminal will be 400 meters long with space for airline counters an check-in areas. There will be an arrivals/departures space in the main entrance. It will have 2 baggage carousels in the arrivals and departures sections. There will be 3 jet bridges each in the domestic and international terminals. It will include a fire station and a repair shop. The security check area will be built per government regulations on air safety. In addition, we are planning on have a bus service ferrying passengers to and from the airport and capital city. This is in addition to a highway which would be buit connecting the airport to the city.

The Government of the Republic of Ratsirana has decided to grant the tender to RICOME considering the plan appropriate for the nation's needs and also because of the previous positive relations with the company.

It requests the sum to be paid by the Ratsiranan government in three cheques in a period of three years to narrow the necessary debt borrowing by our institutions given the high interest rates forced upon us.

The Government also requests BBB Lieblich GmbH if it's within their sphere of operations, to arrange the building of a 4 roadways motorway of the length of 31 km to link the capital city to the airport's position.

Thank you for considering us and our subsidiaries for the road construction project,

it is entirely within BBB Lieblich GmbH's sphere of operations, i.e. practically any form of construction work or civil engineering is. We could easily and in a short amount of time design and plan the road. In principle the required machinery and labour wouldn't differ too much from the one's necessary for the runway construction and the related roads and taxiways, the general concerns about terrain would be similar. The expected stress the road would be engineered to endure though would be different. Assuming the road would connect to pre-existing transportation infrastructure in the capital, i.e. no need or no extensive need for urban construction, noise attenuation walls, agricultural fences, etc, and that no major obstacles are in the way, i.e. need for bridges, tunnels, extensive earth work, major environmental concerns etc, we estimate that such a project (4 lanes, 31 kilometres) would take two to three years and would cost four million per kilometre, or 124 million NSD overall.

This would also align with RICOME's time estimate for the airport, plus there is the option to open two lanes initially while the other two are being built and allow the road to operate at reduced capacity, i.e. opening traffic in stages, while still earning some profit, e.g. tolls, time saving, transport cost saving, etc.

We approve the BBB Lieblich GmbH motorway plan and request the sum to be paid by our nation in two tranches, one directly and one after the completion of the work.
We also request to the company to not include toll booths in the project.

That would be no problem of course. Payment under these conditions is acceptable, and we will exclude any toll booths from the plans. We do advise the government of Ratsirana to organise a scheme or budgetary allocation for road maintenance, and update the BBB Lieblich GmbH in case some modifications and/or regulations have to taken into account for the construction and/or later maintenance of the road.

After all the contracts and legal matters are resolved, we will start the project as soon as possible, and deliver of course. Thank you for this offer, and we're looking forward to working with you.

The Government of Ratsirana has pre-emptively allocated funds for its maintenance.

The government didn’t previously state that but part of the motorway, a 1 km tract has to pass through a shantytown, it won’t be much of an issue as the shacks can be easily demolished and new flats will be given to the actual residents.
