OVERVIEW AND GREETINGS
The Royal Commonwealth is a nation of more than 2 billion people, covering almost 7,000,000 square kilometres of land in the region of Greater Dienstad. It is bordered by time immemorial allies the Grand Theocracy of Holy Marsh to the north and the Imperial Federated States of Romandeos to the east. The Royal Commonwealth has more than 170-180 ethnolinguistic groups, the majority of which bear Austronesian features and adopted foreign cultures and any of Palmyrion's three dominant religions: Christianity (more specifically, Roman Catholicism), Marshism (the first organised religion in Palmyrion's history as a civilisation-state), and Islam (majority being Sunni Muslims of the Shafi'i school). While Marshism is the state faith (as mandated by its membership in the Romani-Mar'si Union), freedom of religion is still provisioned for, and anyone can practice any faith they want, save for the Lardite Cult.
Palmyrion itself is a product of the Long War against the Lardite Cult, waged mostly in the lands of the Grand Theocracy. The Proto-Palmyrians, the proud ancestors of the Palmyrian civilisation-state, fled Lardite persecution in the northern half of the Grand Theocracy and settled in what is now modern-day Palmyrion. The first unified polity that would approximate the Royal Commonwealth was The Makiling Confederation, which was established in the year 1200, and by 1600 fell into Spanish colonial rule after a century of decline. Palmyrion would soon fall to British colonial rule on 1760, and gained its independence on 1820 as the Royal Confederacy. The Royal Confederacy endured until 1935, when it splintered into a rump state and the secessionist Christian and Muslim states; the subsequent unification war, the Pan-Palmyrian War, would rage on from 1938 to 1945, which would be followed by the Bellum Interregnum from 1949 to 1955. The People's Commonwealth saw Stalinist oppression of Palmyrion from 1955 to 1975, itself replaced by the Commonwealth Junta on 1975 after an seven-year war lasting from 1968 to 1975. The Commonwealth Junta immediately embarked, with Marshite assistance, on an extensive programme of revitalisation throughout its existence, after which it gave up the reins of governance to the Royal Commonwealth - a federal, semi-parliamentary monarchy - on the year 2000.
The Royal Commonwealth is a federal semi-parliamentary monarchy, with clear separation of executive, legislative, and judiciary powers, and extensive federalised devolution of powers to its 12 federal subjects. The monarch serves as the head-of state of the Royal Commonwealth, and the Chancellor serves as the head of the Palmyrian government and the Commonwealth Council (itself comprised by Vice-Chancellors for every department of the Council). The House of Representatives and Chamber of Senators are the respective lower and upper legislative houses of the Royal Commonwealth, each comprised of 40 representatives from each of its 12 federal subjects. Economically, the Royal Commonwealth is a moderately wealthy and developed nation, with a nominal GDP per capita of $29,295, and an HDI of 0.705. It should be noted, however, that Palmyrion is still recovering from the effects of a debilitating stock market crash, and the subsequent recently-concluded insurrection by communist and Islamist secessionists, and thus much of its industrial spending comes from states spending and subsidisation. In the last two years, the trend is starting to be rapidly reversed in favour of private industry, even as the worldwide COVID-19 pandemic wreaked havoc on the Palmyrian economy for the entirety of 2020.
Palmyrion maintains a healthy amount of diplomatic relations with the rest of the world, primarily with time-immemorial strategic allies Holy Marsh and Romandeos. It is a member of CAPINTERN, the Council of Free Market Economies, and the Global Free Trade Consortium, as well as being a signatory to the Amistad Declaration. It is a member-state of the Romani-Mar'si Union, a superstate comprised of self-organising member-states.
Thus, the Royal Commonwealth wishes to reach out diplomatically to the rest of the world, for them to walk hand in hand with one of the world's richest civilisation-states - a civilisation-state rich with history and culture, and one that thrives and endures.

EMBASSY GUIDELINES
- All embassies will be located in the capital district: the District of Corazon.
- Embassies are restricted to either four stories OR 20 metres in height, with a maximum of one below-ground level. Plot size and proportions will be dictated by location. Palmyrian building codes define a "storey" as 5 metres tall minimum with a maximum of 10 metres.
- Embassies are permitted to fly or display flags or other national symbols on embassy grounds.
- Embassies will be treated as places of asylum, and diplomatic missions will be subject to international laws concerning diplomatic personnel, such as the Vienna Convention on Diplomatic Relations, the Vienna Convention on Consular Relations, and the Protection of Diplomats Convention.
- Ambassadors are allowed (encouraged even) to bring along with them immediate family (spouse and children) to live at the embassy, all of which will be afforded the same degree of diplomatic immunity as the ambassador.
- Embassies can have a maximum of 100 administrative staff, 60 service staff, and 40 security personnel. (OOC: I am basing these numbers from the Embassy of the United States in Manila, itself already one of the largest diplomatic posts of the United States, which employs 300 Americans and 1,000 Filipinos. I heavily watered it down from there.)
- All embassies are allotted to a maximum of 10 motor vehicles and one medium-lift helicopter (similar in size to a UH-60 Black Hawk). All vehicles will be issued diplomatic licence plates and granted diplomatic immunity. No military vehicles allowed. Vehicles can be lightly armoured (compliant at most with NATO STANAG 4569 Lvl. 3) for security purposes.
- Security personnel are not allowed to be armed with heavy weapons (to include: machine guns, mortars, rocket-propelled grenades, flamethrowers, grenade launchers, anti-tank weapons, or generally any crew-served weapon).
- Exemptions to restrictions for weapons and vehicles can include strategic allies of the Royal Commonwealth, and even then this will require a vetting process by the Department of State alongside the Commonwealth Security Council and the Department of National Defence.
- Lethal autonomous weapons systems must be equipped with a killswitch that disables the automaton, and a manual override that grants all control of onboard systems and weapons to human operators.
- Weapons of mass destruction are prohibited in all situations.
