I only skimmed the article in question, but it seems like they're distinguishing the difference between real property and personal property, referring to the former as private property - which real property can be, but it can also be public - and the latter as possessions, which I would consider a reasonable synonym. Though, again, I only skimmed the article so I can't be sure - nor can I tell you whether they distinguish them well or not.
But, there is a different between private and personal property, whether the article in question gets the difference right or not.
The real question is what relevance any of this has to the 2020 presidential election.
