Mutual Anti-Piracy Pact.
This treaty stipulates mutual Naval, Police, & Coast Guard Cooperation in the event of piracy or criminal activity over shared aquatic territory. In the event of illegal criminal incursion or pirate activity upon either Astorian or Quebecois naval shipping of both the economic and industrial varieties within these aquatic regions, both Astorian and Quebecois vessels will contact, communicate, and work cooperatively to the assistance of the threatened vessel in question, unless the specified hostile entity can and/or may,
- Pose a greater threat to the assisting vessel(s) then the originally threatened vessel.
- The hostiles declare allegiance to a mutually recognised sovereign nation.
- The hostiles are an immediate threat to civilian and/or crew safety, to which the situation shall be handed off to appropriate military elements.
Furthermore, this agreement may be rendered null and void if,
- The signatory states mutually declare that cooperation cannot take place.
- If either Astoria or the Quebecois State is in a state of warfare or great internal conflict.
- If either Astoria or the Quebecois State declares the threatened vessel of "important national value" to it's owned state, and thus chooses against foreign cooperation.
