Considering at one point, soap was being produced in the High Middle Ages at near industrial levels, I think you could produce enough to outfit an army given the wealth to do so. And it's not like all "barbarian" kingdoms have been poor, a lot of them have been quite prosperous at various points, especially if they are in control of well traveled trade routes.
