Treaty of Friendship, Cooperation and Mutual Assistance
Preamble
The Treaty of Friendship, Cooperation and Mutual Assistance, also officially known as the Serovskaya Pact (SP) and referred as such in all official alliance documents, exists for the intention of ensuring collective security and prosperity for all the members of the Pact. In turn, the members of the Serovskaya Pact declare their unshakable support for Socialist ideals, proletarian internationalism and for implacable defence of our enlightened ideals against the forces of bourgeois ideology, anti-socialists and the agents of imperialism and similarly regressive ideologies.
Alliance Rules
Article one: Application process
- If a nation wishes to join the Serovskaya Pact, they are required to fill out the application form below. Note that we require applicants to have a population that is 50 Million or more. Decisions on applications can be made by either the General Secretary of the Serovskaya Pact or the Commissioner for Internal Pact Affairs. If a decision is not made or a large percent of members of the Serovskaya Pact object to the decision made, the applications will be decided by a vote by the Representatives of the member nations in the Council of Representatives. If a nation has their application approved, they are expected to join the Serovskaya Pact forum
- The Serovskaya Pact is an alliance dedicated to the support of socialism, and so only accepts socialist nations, or with ideologies that are are closely tied to socialist principles, as members. This includes democratic socialism, though Osea feels that socialism is only healthy when mated with democratic institutions and so feels that the addition of "Democratic" with "Socialism" is superfluous. Therefore, states without healthy democratic institutions are not allowed in the pact. With that in mind, nations following the following ideologies are not allowed in the Pact.

- There are two types of membership, full member and probationary. The full member status is one where all the rules apply and the state has all the rights and duties of a member. Then there is probationary membership. This type of membership may be desired by the applicant, or the only type of membership they can acquire. This could be because the applicant does not meet the RP standard expected for members. It could also be because they do not meet the size requirement for members or are still new to NS. Either way, those who get this membership status cannot vote like full members. They do get to make input into the pact decision making process though, along with defence by pact members and support by the pact to help them become a valued member of this organisation. For the acquisition of full member status, the probationary member must be able to RP with a good standard, show that they will work as a part of the pact and meet the requirements on population size and economic donations, with the last requirement one that can be suspended if the member has an appropriate economic reason to be incapable of meeting it.

Article two: Basic Alliance Structure
- The members of the Serovskaya Pact shall be represented by the Serovskaya Pact Council of Representatives. As a matter of fairness, each member shall get only one representative on the Council, to avoid smaller nations getting bullied by the larger nations of the pact. Each council's representative will be there to allow each nation to voice their opinions and encourage discussion between the member nations. The Council of Representatives will be lead by the General Secretary of the Serovskaya Pact, a position which will be held by the leading nation of the Serovskaya Pact. This position will also hold the ability to veto proposals. However, ownership of this position means that the leading nation does not have a regular representative like the other members of the pact.
- While the Serovskaya Pact Council of Representatives will be the main legislative body of the Serovskaya Pact, the executive body of the pact will be the Serovskaya Pact Council of Commissioners. Each of these Commissioners will manage one of the Commissions that handle the day-to-day affairs of the alliance. These will be elected by the member nations of the Pact. selected from applicants from member nations by the General Secretary of the Serovskaya Pact. The General Secretary of the Serovskaya Pact will act as the head and chairman/woman of the Council of Commissioners. The Council as a whole will serve as the executive body of the Serovskaya Pact, handling all matters related to the portfolios of the Commissioners and the day to day matters of the alliance. The Council members, apart from the General Secretary, are subject to the power of both the member state or the Council of Representatives to instantly recall a Commissioner if it it thought they are not doing their job or are abusing their position.
- The General Secretary will be the head of the Serovskaya Pact and will be selected by the Soviet Socialist Union of Osea to act on its behalf as the leader of the Pact. Under the General Secretary will be the Deputy Secretary of the Serovskaya Pact. The owner of this office will be selected by a general pact vote. He/she will have the same powers in the Pact as the General Secretary, such as veto power, and sits over Pact meetings with the General Secretary. If the General Secretary is absent, the Deputy Secretary will be expected to take over the duties of the General Secretary during the time of absence. If the two Secretaries disagree, they will be expected to reach one. If they cannot, the General Secretary may override decisions of the Deputy Secretary, though this should only be done if there are no other options

Article three: Military Structure and Rules
- The members of the Serovskaya Pact will defend any member of the Pact if they come under attack. This extends from attacks by non member nations to rogue members. However, if the rest of the alliance decides that the nation being attacked has either done something that conflicts with the principles of the alliance or that the attacker has reasons that can be justified properly to the Council of Representatives, the alliance can decide not to act in defence of the member being attacked.
- As mentioned, if a member attacks another member, the other members of the alliance are expected to come to the attacked members defence. The attacking nation will also be thrown out of the Serovskaya Pact. A possible exception to this is if the attacking nation had good reasoning behind its actions. If that is the case, then the Serovskaya Pact Council of Representatives will vote on whether to expel the attacking nation or the attacked nation from the Serovskaya Pact. They will also discuss alternative actions that the Pact could undertake.
- The defence of socialism, like that in the member states, is therefore a pillar of what the Serovskya Pact stands for. To protect our socialist ideals from counter-revolutionary and anti-socialist forces, member nations will allow the Soviet Union of Osea and other Serovskaya Pact members to intervene in their internal affairs if the legitimate socialist government is under threat from hostile forces. In this, Osea wishes to remind those reading this that there have been instances in the past of oppressive nations financing the overthrow of legitimate governments, which is why this measure is necessary. It is the ultimate guarantee against attempts by foreigners to try and cause the overthrow of governments that they do not like.
- As the military forces of the Serovskaya Pact will need to be capable of reacting in a coordinated and unified manner to military threats. Therefore, a Unified Command of Serovskaya Pact Armed Forces will be established for the command of Serovskaya Pact forces during a military situation. This will be headed by the Chief of the Unified Staff. As the SSUO is the leading nation of the Serovskya Pact, this position will be given to the Deputy Minister of Defense of the Soviet Union. In peacetime, the Chief of the Unified Staff will serve his role in the Pact under the command of the Commissioner for Pact Defence.
- Given the need for the Serovskya Pact to react quickly to changing situations and unexpected event on the international stage, Serovskaya Pact members will agree to allow the Unified Command to create strategic bases in the territory of Pact members where it is deemed necessary by the Unified Staff. This will allow Pact forces to react quickly to protect members rather than first need to move forces to members before they can do anything. In this respect, there will also be a need to local commanders. Therefore, if Serovskaya Pact forces are acting in support of each other, members will allow their forces to be put under the command of a overall commander, who will be given the role so that he or she can effectively direct the Serovskaya Pact forces in that area.
Article four: Alliance Economics
- Due to the financial requirements of the Serovskaya Pact, it is a necessary that member nations provide a sum of money equivalent to about one percent of their GDP to the Pact treasury. However, if a member is experiencing economic troubles and feels that they cannot pay this, they can ask for the sum to either be reduced or cut completely, depending on the circumstances of the member.
- The nations of the pact should, because of their socialist principles, consider it a priority to avoid having economic ties to capitalist nations and entities that are not tolerant of our socialist ideals and/or ready to act against the Pact. To aid the nations of the pact in this endeavour, the Soviet Socialist Union of Osea will agree to buy large amounts of export goods from the other member nations of the pact at prices inflated above the market average. It will also agree to sell export goods to member nations at reduced export prices.
- While reducing economic ties with capitalist and imperialist nations and entities is important, the opposite is true for nations on the political left, such as socialist nations. Since the Serovskaya Pact is one created for socialists, this principle is applicable to its members. To ensure healthy and well developed economic ties, members of the Serovskaya Pact will not implement tariffs of more than 5% on other members of the Pact.
- It is important that the members of the Serovskaya Pact stand together in all areas of life. Considering this, the Serovskaya Pact will allow member nations with troubled economies to apply for an economic package from the pact to enable an economic recovery. The member nation will not have to pay back the package. However they might have to agree to undertake economic reforms before they are allowed to receive the package. There is also a application form that members have to fill in before a decision can be made by the pact. If the request is due to sudden events, unconnected to the actions of the nation's government, like a natural disaster or terrorist attack, there is a second, alternate form for the member to fill out in place of the first form.

- The Serovskaya Pact must be capable of representing itself in a unified manner on the international stage. This task will be given to the Commission for External Pact Affairs. This Commission will be structured like the foreign nation, but with alterations to account for the multinational nature of the Pact and will be headed by the Commissioner for External Pact Affairs. The diplomats will be initially from the Soviet Socialist Union of Osea, with diversification off the diplomatic corps created as diplomats are recruited from other member nations.
- Serovskaya Pact members will agree to the construction and operation of an Internal Political Commission, for diplomatic and administrative purposes, in its political capital. These are to be funded by the member nations which the Commissions are based in, unless the member is incapable of supporting their Internal Political Commission branch. If that is the case, the Internal Political Commission will be funded by the Serovskaya Pact.
- Citizens of Serovskaya Pact members will be allowed to apply for a Serovskya Pact Visa. This Visa, in addition to working like a normal visa, will allow Citizens of Serovskaya Pact members to move around Serovskaya Pact nations without having to go through the usual security checks. The Visas will be distributed by the Commission for Internal Pact Affairs. These visas will also allow the citizens of member nations to settle in the territory of other Pact members than their own, with the condition that the citizen acquires work in their new country of residence. Member nations can request exception for their nation in regards to this section, such as restrictions on the travel of certain groups. The acceptance of these limitations depends on a decision from the Commissioner for Internal Pact Affairs.
- The Soviet Socialist Union of Osea has long maintained a programme which allows the citizens of other nations to go to Osea to receive education in the schools and Collages constructed as part of Osea's program, the International Education Program (IEP). For this program, there are specially constructed education centres, though many are still sent to normal Soviet educational centres. This applies to all who seek university level education, as the creation of new universities is considered to be unproductive. In the Serovskaya Pact, the Osean programme will be linked to other such programs through the Association of International Educational Programs, so that they can coordinate their efforts in making the best education opportunities be available to the citizens of all Serovskaya Pact Nations.
