Welcome to the World Assembly! Thank you for posting in this forum instead of just submitting right off the bat - this helps the GA community give you feedback to improve your ideas.

I see some major issues with this draft. Am I correct that English is not your first language? I'm not at all clear on what Clause E is trying to say, and most of the other clauses could be phrased better. Then, your use of "we" appears to break proposal rules: all proposals must be written from the perspective of the World Assembly, not your nation or the committee you're trying to create. Thirdly, Clause B appears to make the entire resolution optional, which also violates the proposal rules. Fourth, Clause C seems to indicate that you envision a WA committee of some kind overseeing all this, but you make no mention of its creation or mandate other than to not be liable for damages from international incidents stemming from countries' decision to follow this resolution.

TL;dr - you might have something interesting and useful here, but it needs a lot of work before it is ready for submission.

OOC: No, it means you posted it in the wrong place and caused extra work for mods who had to split your post from the thread you spammed with it.

It's perhaps ironic that a proposal that's (maybe?) about language uniting the world, is pretty incomphrehensible broken English. What's your first language? Google Translate is not a good way to translate entire sentences between languages.

Bits I can understand, would seem to make this illegal for Game Mechanics violation, if the "membership" is the WA membership.

Also, like GH said, you need to decide on what category you're writing for, because a lot of the legality and whether it's good at all depends on what category it's supposed to be in, when reading the text.

I'm very confused as to what this is meant to be. A legislative implementation of the universal translators?

I wasn't going to throw this project away but I used words that meant that anyway. I'm sorry for that.
