You can have all the agenda you want if the episode if good. "Bar Association" was not. Quark is one of my favorite characters, and that episode writes him completely out of character to shove the pro-union point down your throat.

Quark is a greedy little prick like any Ferengi businessman. But he's not without his positive traits. And that episode removes those to make the pro-union side look better.
No other episode has him basically tell a Dabo Girl "Screw me or your fired".
Sure he hits on them, but he never goes that far except here. And let's not forget business was dead because of the Bajoran fast. He had to slice wages or fire scores of them.
Oh, and the crux of episode was caused by Rom jerking off too much.
