Anyone notice how, during DS9's Bar Association, they have Pakleds crossing the picket line?

Quark is one of my favorite characters, and that episode writes him completely out of character to shove the pro-union point down your throat. Babylon 5 did the same thing. Presenting the pro-union side as borderline saints, while having the antagonist being cardboard and borderline cartoonish.

Quark is a greedy little prick like any Ferengi businessman. But he's not without his positive traits. And that episode removes those to make the pro-union side look better. No other episode has him basically tell a Dabo Girl "Screw me or your fired". Sure he hits on them, but he never goes that far except here. And let's not forget business was dead because of the Bajoran fast. He had to slice wages or fire scores of them. Oh, and the crux of episode was caused by Rom jerking off too much. But because writers are in a union, their side is presented as right in every aspect. And turning Sisko into a greedy landlord all of a sudden is also agitating. Quark is nearly beaten to death, and they spin even that into the pro-union message.

You missed the entire fucking point of that. He didn't "turn into a greedy landlord", he decided to give Quark a taste of his own capitalist medicine, to restore order back to the Promenade. Its almost as if Sisko is ultimately the one responsible for ensuring the station is a safe and peaceful place to be.

1. Yes, that's been the case throughout the entire series, he has very little character progression
2. Again, also true. He's very family oriented, surprisingly humble, inquisitive and inquisitive (Traits he shares with Rom), etc...
3. Yes there is, a lot of them are in the first 3 seasons, Profit and Lace has it, flashback episodes to Terok Nor has him trading sex for lodging payments for his waitresses.
4. Refer to part 3
5. If he was a good businessman (Which has been shown to be a debatable fact throughout the series), then he would've planned ahead for this as he would've experienced it before, but he didn't, because he's Quark.
6. He did it so Quark and Rom would work out the problem. He's negotiating and mediating, that's what you do when you run an area that houses multiple businesses and properties.

You missed the entire fucking point of that. He didn't "turn into a greedy landlord", he decided to give Quark a taste of his own capitalist medicine, to restore order back to the Promenade. Its almost as if Sisko is ultimately the one responsible for ensuring the station is a safe and peaceful place to be.

Quark is nearly beaten to death, and they spin even that into the pro-union message.

Misplaced anger and hatred. IIRC, his first job had a union that went on strike, which got him fired, which has caused him to hate all unions now and forever.

In reality, he should be mad at the owners as they were willing to fire him (A non union worker) rather than work with the union and other employees. Also, the fact that unions aren't really an organization, at least not in the sense we generally think of, they're more so tools to be used in order to gain worker leverage, which can be both positive and negative admittedly. But other than that, they're a neutral force whose simple job is to fight for the workers, with what they fight for varying in causes and reasons.

You're forgetting that he doesn't have control of the station, Bajor does, and as such all businesses that operate there have to pay rent. Only reason Quark gets free rent is because Sisko thought his shop would be highly valuable and high traffic in the future (Which he was right about), but he's not running a charity either, so he can rescind Quarks free rent anytime he chooses.
