If you factor in logistics and fighter availability, it would be the F-15 Eagle, in terms of the fighter that is "Best" for a nation who is serious about achieving good air defense at reasonable cost and maintaining it in the long term.

That being said, the prospect of basing F-35s on small boats that couldn't previously carry fighters (like a Destroyer) is very interesting.
