TO: The Foreign Ministry of the Holy Empire of New Edom
FROM: The Visayan Embassy to New Edom
RE: LGBT Riots
Based on information provided by some of those who took shelter in our Embassy, we have the names of several persons of interest. For the sake of convenience, we have made two separate lists, one for those currently in our Embassy and another for those who are not.
From what the Persons of Interest taking refuge in our Embassy tell me, there are (or were) several levels of hierarchy in the riots, with each leader responsible for mobs of various sizes. Note the the use of "team," "group," and "block" are approximations of size, each term representing increasing levels of command and/or degrees of responsibility.
As for the call to release those who have taken refuge in our Embassy, we will honor that request as long as those taking refuge have not requested for asylum; to that end, we request that someone from your ministry be present to validate their requests, even if those requests come from the Persons of Interest mentioned as currently in our Embassy. Depending on what the information provided by those persons may lead to, we may offer them asylum under the Witness Protection Program.
As always, I remain here in the Embassy to represent Visayan interests in New Edom.
Sincerely,
(Sgd.)

"...and how much was offered to you in return for your cooperation in the riots?" Kanazawa was working like a madman; with half the names provided by Martin Hood proving a match to three more newcomers, the Legal Attaché was getting busy. Names led to more names, and Kanazawa found himself unraveling a web.
As his current subject provided a value and the equivalent in Universal Standard, he started to wonder how deep the proverbial rabbit hole went.

Dominic was seated in his office as he pored over the reports from Donald, Emilio, and Paula. Names were on Emilio's report, with a note saying that those were what he had found at the moment. A report from Donald confirmed that half the names on the initial list from Emilio were listed among the newcomers, while Paula's report indicated that VIA assets were still trying to confirm the validity of the information provided by a Martin Hood et al.
He lit up another cigarette--the sixth this shift--as he tried to reach out to his daughters, who were still at school when the unrest began. He didn't know that their phones had run flat by the time the unrest ended; with no immediate access to a charger, they were essentially cut off at the moment.
