Consider the act of swearing in and out of public and who is present during the time.
Hereby
1. A person may not swear in a public area.
a) A person may only swear in public in pain.
2. A person may swear in a nonpublic area.
a) A person may also swear if surrounded by family or friends in a nonpublic area where no one else can hear them.
3. A person may not use excessive swearing if a child is present even if they are in a public area or not.
4. If a person is caught swearing in a public area they will be fined.
a) A person will not be fined if the swearing was done in angry or pain.
b) A person will also be fined if caught using excessive swearing while a child is near.
This has to be a joke
