Ahh, but that is a question that can be debated quite a bit. It's why I used the generic term. Don't get me wrong, it's a great question, and I would say, (although it's a mere opinion,) that it should be one of the first Bibles to collect all of the Holy Scriptures. But which one? That's like asking who invented Calculus?

The Bible, the Quran, the Magna Carta, the US Declaration of Independence, Philosophiæ Naturalis Principia Mathematica, The Origin of Species, The Communist Manifesto, and the Treaty of Versailles.

I'd say neither of those, because they were influenced by earlier Bibles. You can get credit for accumulating a lot of material, but claiming that you have the most important document based on mere translation or a change in interpretation is not something that I'd encourage. Also, who was Pope Yo? :P

I'm going to offer up ancient Rome's Ten, then Twelve, Tables, which formed the basis of Roman law and as such went on to influence the vast majority of subsequent European legal systems and established the tradition of Western civil law.
