Description:

In an effort to make good on the promise to expand the Evenstar Gateways program to other nations, the Dornalian Government and the Perseid Government have signed an agreement after weeks of negotiations to begin construction of an Evenstar Gateway gate connection between the two countries.

In an agreement noted to be similar to that of the one struck between the Dornalians and the United Star Commonwealth, the agreement calls for the construction of an Evenstar Gateway gate complex on the Perseid side between Icosakhilos and Propylaea on the Sivulon Trade Network, to be administered by Perseid authorities and built by the Perseids, as well as an Evenstar Gateway gate on the Dornalian side located near the world of Obregon Major constructed by the Dornalians. The gates, much like the ones operated by the Commonwealth and the Dornalians, are meant to facilitate easier movement by both Dornalian and Perseid citizens into each others’ nations.

Experts note that even more than the USC-Dornalian connection, the potential trade benefits from a Perseid-Dornalian gate linkup are very substantial. In particular, an opinion piece in the Dornalian Business Daily, one of Dornalia’s oldest business journals, notes that having direct access to the Sivulon Trade Network will provide numerous opportunities for Dornalian merchants, particularly those from the Big Five Megacorporations, to pursue new economic ventures with the wider galaxy “with old allies and new friends alike,” in the Daily’s words. Likewise, the Dornalian consumer will be able to experience the best of the Perseid economy, such as luxury items and civilian spacecraft, which will be made possible by the vastly increased access offered by the Dornalian Hyperspace Expressway system and its series of gates on major worlds connecting both military and civilian traffic to local County-level FTL routes.

Other analysts have noted that there will not just be economic benefits to the expansion of the Evenstar Gateway Network to the Sivulon Trade Network. One such organization is the Clausewitz Trust, based out of Santiphap, New Monterrey County. The Trust has noted on its blog that like the expanded opportunities for movement afforded by the Evenstar Gateway Program and the Hyperspace Expressway “will enable the forces of the Commonwealth Navy, the Dornalian Navy, and the Astronautikon to respond to threats wherever, and whenever they appear.”

Perseid analysts are also optimistic about the venture as well. The Perseid Merchant Marine would be able to better participate in trade activities in the Beta Quadrant, and it is expected that spatial traffic between the Omospondia and New Dornalia would go up very significantly. “The Perseid Merchant Marine is very interested in investing in the potential of the Beta Quadrant,” said Jason Sakelaris, chief spokesperson of the Paschalia Shipping Company—which is a member of the PMM.

Potential Greater Impact(s): With the expansion of the Evenstar Gateway network, the opportunities for the faster movement of goods and men between three significant Nassau Accords members means that the Accords’s membership will become that much more interconnected, enabling easier defense and even more connected economies. Additionally, this is a further sign of Dornalian attempts to assert a more active role in the Nassau Accords than what they previously had before. Finally, the expansion of the Evenstar Gateway suggests that even within the framework of the Accords, the Dornalians are busy seeking new relationships with the rest of the Milky Way.

Description:Having finally completed the Life Star Project, the United Systems has selected the Kilmer System of the Free State Republics for its initial test run on whether or not the heavily invested Life Star Project is viable in rebuilding systems that have suffered catastrophic events. In order to efficiently facilitate the transportation the United Systems has begun building a transportation lane. Named the Hope Tradeway, the transportation lane will have the necessary resupply areas and resting points for the station to stop at, resupply, and monitor the Life Star to study how the Life Star is affected by lengthy space travel.
Potential Greater Impact(s):While the main reason behind the building of the Hope Tradeway is to expedite the efficient transportation of the LSP, the Tradeway will remain as a link between the Free State Republics and the United Systems in effort to stimulate trade between the two nations. The construction project is also predicted to cause an influx of credits into FSR and Usidian construction companies contracted to complete the Hope Tradeway. The test run is also to determine the efficiency and viability of the estimated eleven figure investment that the Usidian government has shouldered the bulk of the cost for.

Further, I hope everyone who celebrates had a wonderful Thanksgiving (or a wonderful Thursday, regardless). Also, as a general announcement, due to the often hectic nature of the end of the year, with holidays for many individuals coming back-to-back, travel, and time spent with family and friends, this will be the final update for the year 2017. There will be no State of the Galaxy published for December. Any submissions posted from this point forward will be slated for review for potential inclusion in the January 30, 2018 update.

This is to allow the Editors to spend time with their families and friends over the holiday season without a deadline looming, and, in general, to provide our Editors - who often tirelessly spend their time working on articles worked from submissions by others - with a bit of a reprieve at the end of the year. As always, however, we thank our submitting players and readers, and look forward to another wonderful year!

Description: The Interstellar Trade Cooperative was created through the efforts of several star states and private groups to foster relationships between commercial interests of the galaxy. Its intentions are to provide a framework for trade routes and corridors and the nations and private entities that operate these ventures to litigate disputes, standardize logistical methods, overlap operational and maintenance work and costs, and focus on promoting profitable opportunities for the galaxy to take part in. The ITC itself runs several programs focused on categorizing and classifying trade across the galaxy, one of which the TLDI (Trade Lane Development Index), is already gaining use among various groups. The TLDI allows for a simple alphabet-number code to represent both the security and development of any given trade route within the known galaxy, letting interested parties as well as the public know of the security and development situation of any listed trade route.

Potential Greater Impact(s):A dedicated bureaucracy focused on the further development and sustainability of interstellar trade among nation-states and private entities will certainly see a boost in the longevity and efficiency of partaking trade routes, which gives the potential of an economic windfall to the nation-states involved within the Cooperative. An increase in commercial traffic and economic output of the involved trade lanes will see a need for established infrastructure to be increased along the trade lanes, it remains to be seen which star-states take full advantage of the Cooperative.

Description: The governments of the Solar Cooperative Union and the Colonial Republic of Earth--commonly known as New Dornalia--have reached a significant aid agreement to help the SCU rebuild in the wake of the SCU’s devastating civil war. The landmark agreement approved by the Dornalian Congress, negotiated over months of meetings between Secretary of State Norton Simons of the Republic and the Union’s Council of Executives, represents the provision of a significant aid package to the Union.

The aid package itself is focused on augmenting existing relief efforts from other states, particularly in regards to providing assistance in rebuilding infrastructure and agricultural production. This will be done through the provision of grants and no-interest loans of both currency and industrial/agricultural technology, to the tune of several billion dollars, as well as options to allow Solarian students to study in Dornalian schools. Additionally, the agreement also allows the Dornalian Embassy in the Union to open contacts with other nations providing aid so as to avoid “unnecessary and duplicative benefit grants.”

Addressing critics of the aid package in Congress, Secretary of State Simons declared openly, “This aid package will go a long way to stabilizing the Solar Cooperative Union. Not only is it the benevolent and proper thing to do, but it will help avert the creation of a potential Beta Quadrant trouble spot. And I believe it is in the firm interests of not just the Republic but also all peoples in the Beta Quadrant that no more conflict zones make themselves manifest. Others have seen this wisdom, and I think we should as well.” Critics however, have noted that the aid package will represent a considerable expense for the Republic, especially during a time in which the Republic is dealing with other crises. Critics also question just how the aid package will be coordinated with other nations, especially given the rather vague provisions of the aid package agreement in that regard. There has also been concern about the fact that aid is being provided to what some analysts have dubbed “an increasingly ossified corporate oligarchy,” with some in Congress dubbing it “the most significant corporate welfare package in the history of the Republic.”

Nonetheless, with significant amounts of aid preparing to be shipped out, optimism runs high in the Department of State. One unnamed State Department official even declared, “Sometimes? You gotta do the right thing. This seems pretty right to me.”

Potential Greater Impact(s): The provision of significant amounts of aid to the Solar Cooperative Union signals not only further activity by the Dornalians in regards to wider intergalactic affairs, but also quite possibly signals the potential rise of a reenergized Solar Cooperative Union. How that re energization is going to play out with the Union’s new government remains to be seen.

HORIZON CENTER -- Despite previous denials by Starfleet officials earlier this week, today Starfleet press officers confirmed reports that a confrontation occurred last week between Starfleet ships and both civilian and military ships from the Co-Prosperity Sphere of Auman in the Arcadia Sector.

Starfleet officals provided documentation confirming that the cause of the conflict was not, as originally reported, a botched anti-piracy mission, but appears to be a dispute regarding freedom of navigation rights claimed by the Aumanii. Additionally, we can confirm that earlier reports of damage to Starfleet and Aumanii ships were inaccurate, and that no shots were fired during the incident.

While we were unable to obtain an official comment on the matter from the Office of the President, Foreign Relations Committee Chair J'Lal Mirinel (Conservative - Haven) stated that "we ought to persistently enforce our laws within our own borders, and I applaud efforts by the Starfleet to resist foreign encroachment into our sphere. If Aumanii ships want to traverse Alexzonyian space, they can do so on the terms we have set forth, which I think are not unreasonable."

Meanwhile, the Spokesbeing from the Alexzonya Progress! Party condemned the government's handling of the incident. "Borders are an archaic concept and a form of human supremacy. This type of unwarranted military provocation by our own government is a travesty, and we think that this illustrates perfectly the case we've been building since before the inauguration for the impeachment of President Bailess - the Conservative Party is too dangerous to govern."

When contacted, the Aumanii government confirmed the incident and reiterated "their commitment to protecting freedom of navigation rights in the affected areas."

Potential Greater Impact(s):
ANN military analysts indicated that, had an exchange of fire occurred, "injuries and deaths among Starfleet personnel would most likely have been inevitable." In the aftermath of the incident, rumors indicate that Starfleet may have increased military activity in the Arcadia and Augustine sectors.

Additionally, unnamed sources within the Foreign Affairs Advisory indicate that a formal complaint has been lodged with the Aumanii Embassy on Meridian Prime regarding the incident, and that a series of meetings between Alexzonyian and Aumanii officials is expected. The degree to which this confrontation will sour Alexzonyian-Aumanii relations remains to be seen.

Description: The Northwest Passage, a relatively new trade lane linking the R.u.B Union and the Faelanic Quietude across the wide expanse of Delta has been a resounding success. Stretching from the world of Cordel, a relatively recent addition to the Imperial & Federal Union, the Northwest Passage cuts through the majority of the Delta Quadrant, meandering through regions of space had been overrun by pirate activity since the beginning of the Great Displacement. Much like the joint IStaR-R.u.B Twin Eagles Trade Corridor, the Northwest Passage features a series of waystations along its route that provide support and sanctuary for merchant ships travelling along the passage. These waystations also serve as bases from which patrol craft from the R.u.B Aerospace Troops and Navy can patrol wide expanse of Delta, engaging in anti-piracy missions. Already, these patrols have seen a marked decrease in piracy around the Northwest Passage, forging it into one of the pre-eminent and safest routes across Delta.

The trade route has already been successful, providing a stable link between the rising Faelanii power in Gamma, and the bustling economies of Beta. High value goods and raw materials have been flowing in ever increasing quantities along the Passage, and the expanded market access has provided an economic boon to many smaller polities and settlements close to the Passage. This boon has come both as a result of markedly lower costs of shipping, but also due to extensive new investment from a variety of state and private actors seeing new potential brewing in Delta.

Nowhere is this development more prominent than the Imperial & Federal hub of the Northwest Passage, Cordel. Located at the fringe of the Talosian Expanse, Cordel is one of the most recent addition to the R.u.B Union. In order to support the continued development of the Northwest Passage, investment has poured into Cordel, creating and developing extensive voidstations and anchorages for merchant vessels around the world. The world’s famously rich condensation deposits have also been developed, allowing Cordel to serve as a major exporter of fuel for continued development of the Talosian Expanse and Delta.

Potential Greater Impact(s): The development of the Northwest Passage has already led to a substantial economic boom in the area it passes through and near, and as it continues to develop the potential for even greater growth is always present. Continued development of Cordel and the trade lanes through the Talosian Expanse also promises to provide for great economic opportunities for investors throughout the galaxy in this region of space.

More importantly, the increased connectivity provided by the Northwest Passage in Delta have allowed for marked economic growth. Some observers have commented that the Northwest Passage represents the development of a concerted economic policy from Gerstintor wherein R.u.B influence is spread through the development of extensive trade lanes throughout the galaxy, providing both economic booms and increased government revenue for itself, as well as extensive opportunities for economic opportunities available through cooperation with the R.u.B Union. While prior R.u.B activity had mostly focused on a steady colonisation of new worlds, when taken in with the establishment of the Twin Eagles Trade Corridor, the new trade focused angle has caused a ripple amongst observers as representing a potentially newly dominant faction within the often fractious R.u.B government. For others, the extension of R.u.B economic influence--and military presence--in areas well outside its traditional space of the Aquila Cluster have attracted interest of all varieties, both positive and negative.

Similarly concerns have been raised about the commitment of R.u.B military forces to the security of the Northwest Passage from multiple sources. Within the R.u.B Union, concern has grown that the Union may be weakening its core forces and stripping it reserves in order to support more and more forces on the frontiers. The Northwest Passage is the second major quadrant spanning trade lane the R.u.B Union has committed to patrol, and such forces represent an increasingly large proportion of the R.u.B Navy and Aerospace Troops. Rallying behind figures like Margrave Matthias von Steiermark, these critics fear that the R.u.B military is being stretched too thin. On the other hand, rumors have been circulating that many states throughout the galaxy have become increasingly uncomfortable with the widespread presence of R.u.B military forces along its trade lanes. Attracting particular attention have been the widespread deployment of R.u.B Aerospace Troops Kampfgeschwader units, equipped with new, long ranged craft like the K.11 ‘Griffon’ heavy bomber. Although the Aerospace Troops have insisted that all these craft are intended for long range patrol and reconnaissance missions, some states have expressed their concern for potentially alternate uses of these bomber units, especially when paired with the new A.7 Hund Strategic Strike Missiles.

Description:With access to Quietudean territory expanded in recent months due to the commercial success of Pale Stars and now the new Northwest Passage trade route, a startling discovery has been unveiled. The Faelanii capital at Parthas had long been rumoured to be an unusual place through Faelanii diplomatic intermediaries, however it has now been revealed to be an ancient precursor ringworld dating back perhaps seven thousand years, and one which archaeologists have excitedly recognised as an ancient Aeshanii structure.

The Ancient Aeshanii civilisation was a notable empire on the border of the Northwestern Rim as late as one and a half thousand years prior, and held considerable sway in regional based affairs until it’s sudden and inexplicable collapse, and seeming extinction of it’s entire people and culture. Whilst the ruins of the Aeshanii were once a notable feature on the galactic periphery, centuries of looting and destruction have ensured the erasure of much of it’s archaeological foundation, with the remaining fragments fleeing into the hands of private collectors or being lost to black markets. Historical records from the Aeshanii are fragmentary at best, the precluding centuries having resulted in immense losses of data from war and the destruction of the interstellar nations that survived the Lesser Aeshanii Disjunction. The Faelanii as a result, have been revealed to be the descendants of this civilisation that was once considered extinct, matching known descriptions in sculpture and bas relief work of the Aeshanii known to academics, resulting in a flurry of excitement from anthropologists, ethnologists, historians and archaeologists alike.

As a result of this discovery, many academic institutions have been clamouring for access to the ancient structure. Most however, have instead come back disappointed due to the immense restrictions placed on them via the Faelanii archaeological bureau, which is restricting access to the surface of the remaining “Palatine Core”. Nevertheless, with access to fresh new archives from Aeshmorrah, and under the auspices of the Parthas Economic Zone, new chapters are being written on Northwestern Gamman History.

Access to Parthas - the Faelanii ringworld - has also spurred major economic growth in the Pale Stars trade route. With a new definite connection with the outside world established - along with many new freeholds, embassies and waystations along it’s length - traffic has increased dramatically, especially with the mirroring establishment of the Gateway Sector in the Federal Republic of Free States. With commerce now flowing in -especially from the Northwest Passage - it looks certain that the Faelanii will establish a notable trade hub in the far distant rim of the Gamma Quadrant, and with the anti-piracy policies, some measure of stability in interstellar travel through the region. Others, especially treasure seekers have been looking to exploit the Pale Reaches vast untapped supplies of lost precursor artefacts, whilst some look for easier prey outside of the dangerous anomalous zone whilst still basing their operations in Parthas. Dedicated scientific teams have found quarters there also, and are trying to found a counterpart to private buyers so such materials may be examined by academic authorities.

Despite this however, an ominous shadow has been cast over the prosperity and wealth flowing from the Rim. Travellers have recently begun bringing back rumours of increased military manoeuvres by the Faelanii interstellar navy, and whispers of the mobilisation and preparation of armies on the still-restricted Faelanii core systems. Some believe that the Faelanii aim to expand their small preexisting hegemony ever outward, both in emulation of their Aeshanii forefathers and also to enforce economic tithes and trade links are pulled into their sphere of influence, ensuring their economic dominance on the Northwestern Rim will remain essentially unchallenged. The Faelanii imperial dynasty has dismissed these rumours as false however, and is stating that it is instead preparing for the next stage in securing and defending the middle portion of the Pale Stars Trade Corridor. Still many remain unconvinced however, and it is widely speculated that war will break out on the rim over access and control of it’s resources.

Potential Greater Impact(s): Increased prosperity on the Northwest and Pale Stars Trade route continues, attracting a wide range of third party interest groups to settle the new economic zone. Academic interest is spurred in dealing with the Northwestern region due to access to new sources of information, and is driven on by associated parties, particularly the Faelanii to give legitimacy to their attempts to build a new “trade empire”, as well as attract tourism to the region. Military preparations have caused tensions with the smaller neighbouring states, and many are now seeking a diplomatic compromise with the Faelanii as they’re unprepared for a war of such proportions visiting their doorstep. Still others are gearing up for a protracted conflict with their forces, with both military's eyeing each other warily for now and engaging in brief skirmishes in open space. With the Faelanii directing themselves towards becoming an expanding hegemonic power, it seems inevitably that this will attract the attention of other states eager to support or hinder it’s cause. Regardless, it seems likely that war will soon be on the horizon in the Northwestern Rim of Gamma.

Description:
Center Point station is playing host to the first official Nassau Accords Summit. Member nations and observers are gathering on the massive station in the centre of the beta Quadrant to discuss the future of the Accords and its focus moving forward. The Summit has put Center Point station on the map for many in the quadrant, as many of been flocking to the station in anticipation for the beginning of the summit hoping to catch a glimpse of the leaders of the member nations. The Summit is being hailed as the first step in turning the Accords into a reputable and mature league of states and to solidify relations ensuring that each member nation is on the same page on the international stage.

Whilst no official Agenda for the summit had been released by the Accords officials yet, Members of the United Star Commonwealth delegation have given a broad description of the main topics that will be discussed when the summit starts later this week.

- Ratification of Key terminology used by the Accords member states
- Expanding cooperation between member nations (more specifically to do with cross borders law enforcement, and cultural exchange programs.)
- New Accords Economic Initiatives
- Re-assessing original commitments and changes to the Accords Charter.

whilst the proceedings will be closed to the general public and reporters, it has been confirmed that a press talk will be scheduled after each session, to inform the press and the public on the main topics discussed and give a sense of how the talks are going. Already many of the delegates have arrived on the station most of which have stated they are hopeful and enthusiastic that the summit will bring the member nations and its observer's closer together.

Potential Greater Impact(s):
The Summit is the first for the Nassau Accords member nations, rather than having discussions shoe-horned into other state visits the United Star Commonwealth and its allies have taken great lengths to make the Accords into a mature treaty that is seen as a credible entity on the International Galactic Stage. The Summit is the first of many that will allow the Nassau Accords member nations to get together and discuss issues that affect each and every member nation.

Many suspect that this event could bring a greater focus on the Beta Quadrant and its member nations encouraging new dialogue with other interested parties with the potential to Expand the Accords remit and its influence across the entire galaxy. The media attention on has also seen trade interest increase within the Area around Center Point station spike as people watch and wait to see what will come of the First Nassau Accords Summit.

Description: For well over a millennium, the people of the Platinum Triangle have traded with each other and with the outside world, drawing in vast resources from neighboring states to feed their ever growing industries and in turn sending their goods further and further afield to new markets, drawing in wealth from all across the quadrant. The traders and industrialists of the system accrued such vast wealth and affluence that their system would be known as the Platinum Triangle for the rest of history. Indeed, the fate of the Triangle has been intrinsically linked with its ties to the outside world since the time of the very first colonists. However, never in this long and illustrious history of the Platinum Triangle have its denizens exerted direct control beyond the confines of their vast star system. Beyond minute trading posts, no territory has ever been held by a Platinum State, nor indeed by the Union of Spacers General outside of their home system.

On the 100th anniversary of the refoundation of the USG, recently inaugurated President Agatha Victoria Vega Aurelia has announced the Spacers General Colonization Initiative, long since discussed in Spacer circles as a means of expanding the small Spacer population of the Platinum Triangle. The President's implementation of the long awaited initiative has been far more comprehensive than many had anticipated. The SGCI, formed as a special executive departmental, will be placed under military supervision and assigned the freshly formed Union Navy Exploration Corps, comprised of naval reconaissance veterans working alongside civilian experts to conduct detailed surveys of star systems and locate candidates for colonization. While the President has said in a press release the SGCI will focus on terrestrial worlds with high habitability for humans, she admitted that spaceborne colonization similar to the Spacer settlements in the outer system are very much on the table.

The involvement of the Union military is a strong indicator of President Aurelia's intentions to expand the USG's territory to neighboring systems, legitimizing gains with colonization and settlement and securing them with a permanent military presence. While the concept of Spacer colonization beyond the Platinum Triangle has been popular in Union circles for decades, the details of President Aurelia's implementation have proven controversial among Spacers and planet dwellers alike. The history between these groups has been more than sordid, and the new President's malice towards none approach to internal policy has drawn ire from radicals on both sides, with the SGCI being no different. Already, the President has promised to make emigration to colonial projects open to all Union citizens, be they Spacers under Federal rule or citizens under a Planetary State. Members of the opposition Centralist Party have framed this policy as yet another misguided Federalist olive branch to the planet dwellers, while Ignacio Ramos, an official Spokesman of the Federalist Party, has defended the move as part of the President's ongoing effort to undermine radical anti-Spacer and anti-Union groups such as the Gardeners and the infamous Platinum Guard by alleviating the conditions of the poorest planet dwellers who might otherwise turn to such organizations for relief.

A respected figure among the Spacer population, President Agatha Aurelia's policy efforts continue to be overshadowed by the ongoing controversy of her past as a decorated war hero of the Union Army, particularly her actions during the Fourth Spacer War. While Spacers have always known her as a hero of the USG who undoubtedly shortened the war and hastened the Spacer victory, many on the planets have labeled her a war criminal for her actions. Her reputation has been further mudied now by her apparent benevolence towards the very demographics that accuse her of war crimes, and her continuing welfare projects for many of the most economically disadvantaged on the highly populated core worlds of the Platinum Triangle. Her actions towards these planet dwellers have earned the scorn of many Spacer nationalists that now label her a traitor, while a growing minority of planet dwellers now consider themselves loyal to the new President and have displayed increasing acceptance of Spacer rule and the USG Federal Government's involvement in Planetary affairs.


Potential Greater Impact(s): The future implementation of the SGCI, while not immediately meaningful, promises to bring about significant change to the status quo in the Platinum Triangle and beyond. By colonizing new systems, the Spacers could very well open the door to future independence from the Planetary economies on which they have grown to rely since their conquest in the Fourth Spacer War. A growing Spacer controlled industry in other systems would significantly alter the balance of power in the Platinum Triangle, as the USG Federal force would grow to rival that of the planets, which have only been truly kept in check by the threat of a repeat of the Fourth Spacer War and another starvation blockade by the superior Union Navy. Should the SGCI prove successful, President Aurelia or her successors could very well begin to implement the Federalist dream of integration and unity within the USG. The SGCI is very much a power play by the new Federalist administration, even more so because the SGCI itself has been stacked with Federalist politicians and officers in its command structure, and would likely create new Federalist leaning constituencies should colonization be carried out. This would upset the balance of the USG's internal politics and lead to a new era of Federalist supremacy over the government, ending nearly a century of almost unbroken Centralist domination.

External consequences of the SGCI's formation are far more nebulous, though potentially just as impactful. Never before have the inhabitants of the rich and industrially advanced Platinum Triangle dedicated their resources towards expansion, much less under a united system wide government like the unprecedented reign of the USG. The emergence of the Union of Spacers General as a potential interstellar power, with the resources of the Platinum Triangle at its back, could very well affect the political landscape of the Alpha quadrant, although the exact role the USG is the play in this era of its expansion is not yet clear. Conflicting claims and territorial disputes may bring the USG into its first ever interstellar conflicts with powers beyond the Platinum Triangle, but by the same token the resources secured for the Triangle's domestic industry and for the USG may bring the star state into a new era of expanded prosperity for all citizens, Spacer or otherwise. The boon from such an economic expansion and increased flow of exports might very well be enjoyed by not only the USG but numerous other states profiting off of their trade as well. While such futures are very much in the realm of speculation for now, the formation of the SGCI is a strong omen that such a future could very well become reality, and perhaps sooner than expected.

Description:

In the wake of the Civil War that caused massive disruption to the infrastructure and population of the Union the Federal Government has found itself critically short of funds. The expense of such a vast conflict is obvious to any observer, and it's likely that war debts alone would not have brought such economic ruin to the normally economically minded Union. However, with such a massive portion of the nations taxable population affected in a manner that renders them legally unable to be used as sources of income, either as physical refugees or aid recipients the government has found its coffers nearly depleted. The Office Of Internal Metrics has reported that more than three-hundred millions were displaced in the conflict and over two billion directly affected in some way, these staggering numbers add to the already colossal death toll of one-hundred fifty million souls. The widespread collapse of economic, civic and industrial infrastructure is contributing to growing and increasingly desperate shortages of food, medicine and other vital goods.

The planetary governments of Strinda, Jerash, Alberhalden and Khaba have all announced emergency budget negotiations in efforts to hash out a suitable path forward for their respective populations. In contrast, the desperately dysfunctional governments of Clovis and Leyette are announcing a program known as "Public Stock Governance" in which assets which can no longer be afforded are auctioned off to private entities in order to insure their continued operation. The Federal Government has voiced its opposition to this growing trend but has indicated it will not take any action to prevent it and is announcing its own emergency budgetary meetings as the staggering task of rebuilding the nation comes into its full scope. The interim-Federal Government has also announced it will immediately begin drafting a new Union Charter after the budget is fixed.

As the politicians desperately seek to preserve their fragile system food riots, unemployment riots and general unrest continue to spread across the hungry and poor majority of the Union. The rich are increasingly isolating themselves on worlds that have managed to avoid the unrest such as Luminae. Corporations are using the troubles to increase their public perception via subsidization of what food and medicine is reaching those who need it and providing entertainment and other distractions to ease the public at minuscule cost.

Potential Greater Impact(s):
The Union is increasingly drifting away from its international obligations as the process of rebuilding threatens to cripple the already beleaguered government. If the standing government should collapse, it would almost certainly default on the loans it owes to both LOTUS members and Betan Allies. This sudden and erratic betrayal of economic trust is certain to strain relations in Beta and increase rising cultural resentment among the Unionite population.

Description: The High Sages have approved the decisions of the Ministry Council and the Chamber of Commerce to expand the Empire's commercial connections to interior markets. In particular this decision involved petitioning to join the Twin Eagles Trade Corridor and set up a fresh colonial prospect, the moon Darnellberg of a Neptunian gas giant, as a waystation for the Corridor. The Mind Empire has yet to hear official approval but the prospects look good.
However, there is cause for concern among members of the Naval structure. Since the Corridor is stated to be under the explicit protection of the Union and Vocenaean naval forces many in the Admiralty are fearful of possible sabotage. The Chamber of Commerce has done what it can to relieve the concerns of the Admirals in many sessions of joint councils overseen by the Sages. The Polemarch (Fleet Admiral of the Second Order) is on the side of the shareholders to the vexation of the Lord High Protector (the Fleet Admiral of the First Order). The Polemarch has authorized with the approval of the subordinate Admirals the opening of the Karo-Darnell system to the Twin Eagles security forces. In spite of this, one of the Justiciars of the First Order (subordinate to the Protector) has lead a defensive fleet to the system composed of 80 Galleon class vessels. He is being watched by the Polemarch and the Sages.
Meanwhile, the Colonial Starzone that stands to gain the most from the Darnellberg's influx of commerce is the multistar system of Castor. It's Council of Governors is as divided as the Councils of Hame, however the Polemarch's surprise presence in the system with the bulk of his personal fleet detachment has offered a sense of much desired security to Gamoray & Bastion (the Capital world and moon of the Starzone, Dominion Grade). The current Prince of this Dominion, Crispin Jonah, and his regional sages dominated by Olios Uzman, are working with the Polemarch and the High Sage's agents in preparing their Starzone for a possible influx in general traffic.

Potential Greater Impact(s): If the general wishes of the Empire to join greater galactic commerce succeed, then the Shareholders of the Chamber of Commerce stand to gain substantially and Mind Imperial firms will being conducting business along the Twin Eagles Trade Corridor.

If for some reason our offers are refused, other means of expanding into new markets might be taken.

Description: In what is being hailed as a significant act by Dornalian news outlets such as the Rothbard Times and The Martian Express, the Dornalian Government has announced that it will formally join the League of Organized Territories and United Systems with a vote in the Senate of 55-45.

“This is a great day for the Colonial Republic,” said President Haggar, who signed the treaty in an elaborate ceremony today. “Alone, no nation can stand for democracy and individual liberty in this increasingly chaotic galaxy. As mighty as the Colonial Republic is, it cannot do everything by itself. But together, combining with the powers within the League, we will be better able to ensure collective galactic security against those who would bring disorder and oppression to the galaxy. These people share our values, and it’s going to take more than one nation to stand up for these values.”

Membership in LOTUS came about, according to anonymous sources within the Dornalian Government, through extended negotiations with LOTUS members (including individuals within the Perseid Federation and Solar Cooperative Union, among others) involving Dornalian membership in the organization conducted not only by the President, but also the Secretary of State and even the Director of Central Intelligence and members of the Senate Foreign Relations Committee.

Many in both the Dornalian Government and the private sector have commented on what joining LOTUS means for the Republic. Aside from the usual reciprocal exchanges of trade, cultural and educational and scientific exchange, and also mutual defense, part of the agreement allows for reciprocal access between the Republic and LOTUS membership, so that military and civilian traffic from both the Republic and other LOTUS members can travel freely with a minimum of hassle. Defense and economic analysts have noted that increased connections with other LOTUS members will inevitably benefit the Republic not only through increased trade access, but also help strengthen other members and the Republic itself in terms of military capabilities.

However, joining LOTUS means that the Colonial Republic shall establish a branch of the LOTUS Security Enforcement Service--a measure which has proven somewhat controversial with those members of the Senate that voted in opposition to the agreement, even with the Charter’s provision that the SES would be subject to Dornalian law. Likewise, skeptics note that LOTUS’s Charter contains very weak mutual defense provisions, requiring a Charter vote in order to officially involve other states in the event of an attack and indicating no obligation to assist other members in a time of war.

Nonetheless, government officials were optimistic about the benefits of joining LOTUS. Secretary of State Simons said, addressing the concerns of others, “By pooling our collective resources on a voluntary basis with other LOTUS members, we’re contributing to making the galaxy a better place. We recognize the concerns of the critics. At the same time, we feel that the advantages in terms of economic access, collaborate effort and mutual defense improvements are well worth it.”

Potential Greater Impact(s): With the joining of the CRE into the LOTUS membership, the members of LOTUS now not only have considerable access to Dornalian transport networks and military facilities to move men and materiel, but they also will be able to rely upon Dornalian economic and military resources to support other member states as needed. In turn, the Dornalian entry into LOTUS provides further evidence of a more extroverted course in Dornalian foreign policy, one with a hopefully idealistic course.

In what is proving to be a very busy time for the Colonial Republic, Secretary of State Norton Simons has announced that after considerable negotiations with the Co-Prosperity Sphere’s leader Samoth Uyghur, a deal has been reached to secure the Sphere’s entry into the Nassau Accords.

The product of what has been dubbed by State Department officials as a “fact finding tour” of the Sphere’s territories by the Secretary of State and President Michael Haggar, the agreement essentially is an agreement wherein the Republic will sponsor the membership of the Co-Prosperity Sphere into the Accords, in exchange for the Sphere agreeing to join the Accords. The agreement itself is being called the “Vascilia Agreement,” after the city where Secretary of State Simons spent considerable time negotiating the agreement.

Speaking from his office at the State Department, Secretary of State Simons had this to say.

“Having just returned from the Sphere on my fact finding trip, I can safely say that the Sphere will make for an excellent addition to the burgeoning economic power that is the Nassau Accords, especially since it’s all but guaranteed that they’re going to be signing the Accords. The fact of the matter is that not only does the Sphere trade extensively with the Dornalian Republic and other entities with which the Republic does business, but their ideological goals have a sapient-friendly component to them which is consonant with the Accords’ original goals of providing assistance to refugees and the displaced. We feel that the Accords would benefit from their presence.”

For the most part, the Agreement has been praised by analysts noting that the economic strength and military abilities of the Sphere will bring great benefit to the Nassau Accords, particularly given the shifting focus of the Accords to spreading economic development and stability alongside combating piracy. However, others are skeptical regarding the ability of the Dornalian Republic to unilaterally sponsor a potential new member into the Accords, although the State Department did confirm that notice was given to all Nassau Accords members of the Agreement. Additionally, some have even called the Agreement duplicative, citing the existing trade between the Sphere and the Republic and the already-present alliance through the League of Organized Territories and United Systems.

Nonetheless, Simons remains optimistic, declaring, “We feel that this agreement is a step in the right direction for galactic peace. The Nassau Accords gets a participant in an expanded, stabilized trading system, and the Sphere gets to market its good potentially in other arenas. I think it’s a win win.”

Description: A period of mourning has hit the Mind Empire in April of 3939 I.R.(Imperial Reckoning). The Dominion's cry out in sorrow for the loss of the Chief Sage Emmanuel Rozuel Vulcon, one of the last grandsons of Balazar the Blessed the founding Eternal Emperor.

Born in 3582 I.R. to Mikael Vulcon and Antigaia Tyranochisis, Emmanuel was a born prince of the Vulcon Imperial and Apostolic House, founded by his grandfather Balazar the Blessed, the Emperor and Prophet.

He served first as a Plenipotentiary Minister and Clerical advisor in the government of his first cousin Balazar II at the age of 34. Emmanuel took a vow of monastic isolation after five decades of public service. In his solitude and meditation he honed his psychic abilities and became a skilled Magi. However, during a period of civil war which rocked the foundations of the Empire in the 3720s and 30s, and the instability which existed during the days of the Elder Councils, Emmanuel was summoned from his isolation to take his grandfather and cousins place as supreme potentate and spiritual guide of the Mind Empire.

He was assisted in this task by his former enemy turned political ally Betelgeuse Benjamon and by a young former loyalist of the Elders Nathaniel Garro von Satfire. Together they formed a coalition which would become the new High Sage Council as of 3759. For the next 180 standard years they would mete out justice to the people of the Mind Empire of Hame. A reorganization of the Colonial Congress into the Imperial Congress, contending with assaults and raids from Ombroj and Slug pirates, surviving the Contact War with the Alios Expanse, and settling new colonies on the frontier. The gap left by this statesman is one which has given the Empire some level of anxiety of late. At the age of 357, he is in the top ten of longest lived Hamans without the use of a second body or mind-upload in the history of the Mind Empire. He uploaded his own Mind to the Omnius ever-mind in Capital Hill, but was set on dormancy by request.

Lord Betelgeuse has retired in the wake of his allies death, feeling his own age. Lord Nathaniel has stepped up to take the position of Chief Sage with the unanimous support of the College of High Clerics. Nathaniel's guidance has reassured the general populace that the status quo will not change, though many in the political realm expect a shift. Taking the positions of first and second Vice Sages are two of the Grand-mistress Clerics of the College: the capable and intelligent Coda Lovol, and the well loved and determined Granddaughter of the late Emmanuel Madeline Vulcon.

The three High Sages are supported by four Outer Sages in their judicial duties. Three of the four from the last government have been removed. Emmanuel's son and Madeline's father, the Prince-Admiral Paulos, has stepped down from his seat due, in his own words, to mourning and to focus on his tasks as an Admiral in the First Order (the Empire's defense fleet). In addition, Madame Mohiam recently passed and Kuzemi VIII was removed from office, leaving Hector VI Midas-Vulcon the Custodian of the Greater Temple as the sole remaining outer Sage.

The new editions to the Outer Council are all younger members of the College of High Clerics: Giliman Tarn, Syril Varik, and Aurora Mozzel. Each has achieved the rank of Grand-Master and has some experience with the Imperial Ministry. Lord Hector VI was approached for his opinions on his new colleagues.
"I believe them to be a bright new edition to the council, though we have lost many members to the calling of the next life, we have recieved the wisdom of Blessed Balazar that a new youthful cadre shall lead us into the future. I will work diligently with them to ensure justice for all peoples in the Empire."

While Hame sees a continuation of power in the hands of youthful successors, the Colonies see opportunities for negotiation. Y'rcon, one of the most populous colonies outside of Hamesol, is experiencing growing pangs. The Admiral Paulos, having married the heiress of one of his cousins, the well remembered Prince Defender of the Dominion of Y'rcon Balazar Osirus (a regional Monarch-Governor) is believed to have stepped down from the Council as a political move. One of the metropoli of Y'rcon has declared him their elected Governor, and it is believed other powerful figures in the Y'rconian Assembly of Magnates will echo that election. The Republican faction in this colonial Dominion is opposing this move loudly. They do not remember Balazar Osirus, often called the Tyrant of Y'rcon, with rose colored glasses as other Magnates who benefitted from his rule.

Paulos Vulcon would offer a different sort of rule than that predecessor, but as many of the Colonies and Dominions are opposed to the rule of the Apostolic and Noble Houses the Y'rconian Republicans see themselves as martyrs for the cause of representation. Those who support the Prince-Admiral's election as Prince-Defender call them windbags and liars, as the hereditary governors rule traditionally with the support of Local Assemblies, and Paulos has always called himself a friend and protector of the people and their rights.

Potential Greater Impact(s): The change in leadership and internal turmoil could lead to diplomatic decisions which would be uncharacteristic under the former administration.

Description: In a continuing push to further their reach and influence; as well as their commercial and military reach, The Interstellar Empire has announced the implementation of a massive construction program to develop a fully functional FTL gate network linking all of the major worlds within the Empire together. While speculation runs rampant as to whether or not this network will connect to wider gate networks throughout the rest of the Milky Way Galaxy, several comments; made under the aegis of anonymity seem to suggest that this WILL indeed be the case.

Two such gate nodes have already been completed...

The first; located in the Sigma 161 system comes as no surprise as currently this is the only system within the Empire's domain that is open to visitation and trade by outsiders - the Empire's embassy program is also located here... The second gate node has been completed in the Cyrus system; home to the garden world Deliverence. The six other major systems of the Empire; Baal, Ignifera, Nihilus, Obsidia, Nocturne, and the Empire's capitol system Nostromo have gates under construction; with completion expected to be some time within the next six months.

Potential Greater Impact(s): The potential of opening the Empire's borders to additional trade is likely to see a significant spike in revenue; both for the Empire itself as its trade vessels expand their range; bringing goods to a wider section of the Milky Way and to Gamma in particular, and for any foreign powers looking to expand their commercial networks by bringing their goods into the Empire proper. Along with this, the benefits of having another stable gateway for trade between the Gamma and Delta quadrants would be extensive; with commercially focused powers likely looking to take advantage of the opportunities such a safe harbor would open up...

Militarily, the Empire's naval forces; still transitioning to a more offensive minded stance are likely to be seen further and further afield waving the Empire's flag and making their presence both known and felt through a number of long term operations. This, combined with the Empire's current state of a rapid military build-up; a state of affairs that has continued for some years now and shows no sign of slowing down or stopping in the forseeable future, and the recent endeavor to modernize the Empire's military forces is likely to put its neighbors; in both Gamma and the wider Milky Way on edge...

Description:

The Citic Cooperative Security & Support Operational Force (C-CSSOF) continues to work toward the permanent stabilisation of the Citic system and surrounding spatial volumes in close collaboration with federal and local authorities. The joint Valinor-Verniian naval contingent is expanding its routine patrol area farther away from the system proper as intra-system operations have produced a drastic decline in armaments and other smuggling activities and clandestine slavery operations. In addition to anti-piracy and commerce protection beyond Citic, the Kriegsmarine (KM) and Imperial Verniian Navy (IVN) are using localised assets to explore new operations to relieve the stressed planetary environment with resolution of water shortages beyond imported supplies being a primary concern.

C-CSSOF's terrestrial component, led by the Fourth Royal Yaltan Rifles, is scheduled to reach full operational capacity in the coming month as its detached company previously assigned to the Gyras system joins the rest of the unit in Citic. The Batons also received unanticipated reinforcements in the form of three additional companies of combat drones routed from Alpha Centauri while on reprieve assignment in the Yeni gün system. The additional drones, combined with those already deployed to C-CSSOF, make the Batons a double-strength regiment in terms of operational forces. Planetary operations and FSR customs enforcement in the colonial system are also being supported by detached units from the Valinor and Verniian naval assets in several of the planet's major port and shipment centres.

Negotiations with the FSR's government continue to make positive progress. The Joint Mission is hosting several educational and cultural events at both its primary facilities, with the most recent being a celebration of the Valinor government holiday of Empire Day. Concurrent celebrations will be held in both the Axul and Citic systems. Baron von Hardenberg and Sir Henry Stafford also announced they intend to complete negotiations on the proposed intelligence and security cooperation agreement for the review of their respective governments before redeployment of planetary operations is completed.

The progress in the quadrant is belaying complications inside the League of the Raumreich where the Directory for Security and Stability set a date for another vote on recognition of the Joint Mission. Diplomatic channels throughout the Oversector are still a flurry of activity as both Valinon and Vernii lobby the other League members to challenge the Collective Protectorates decision to delay recognition several months ago. International commentators note the Verniian government is applying pressure directly to Protectorate authorities in Morning Star, whose government faces numerous economic and social challenges in the face of continuing economic recession.

Potential Greater Impact(s):

The continuing improvement in the Citic system is an on-going success story for the Raumreich powers despite some local resistance inside the FSR. Rumours abound the operations of C-CSSOF are expanding well beyond the initial mandate of operations in or near the Citic system and Crumple Zone. Several independent captains report seeing Valinor warships beyond the rimward fringe of FSR systems. Others noted the continued flight of pirates, raiders, and especially slavers in the face of the often retrogressive justice for all under KM and IVN operations.

While progress in the mission's diplomatic contingent continues, many note there is no public discussion of the considerable debt the FSR government owes to international groups affiliated with the Sacral Empire. Several leaked reports from unidentified federal sources stated the Valinor offered to ameliorate the debt in part or in full in following the Joint Statement, but no details have been forthcoming. In an interview with FSR news outlets, Baron von Hardenberg stated the imperial government was committed to 'helping the Republic secure economic and fiscal independence and future growth through future trade agreements still being negotiated.'

There is also additional stress within the League's membership following the Directory's last vote. Alpha Quadrant news outlets are already reporting the Collective Protectorate's resistance to recognizing C-CSSOF will be overturned or repudiated at the Directory's next session. Claims of economic threats from both Valinon and Vernii abound among many market observers.
