I know the young bloods are still a thing, but are the warhounds, independent heroes and such still allowed, etc?

Warhounds currently do not exist, and independent heroes are allowed, but slightly less encouraged solely because it may take a little while for them to become involved in the plot. That said, they are allowed for sure.

I was thinking of bringing back my vampire, with alcohol manipulation powers, the one who was acquaintances with the Wonder Kids and present when the Massacre happened. If it was alright with you guys, he could become involved with the Youngbloods, or something.
If not I have a concept for a Young blood member with forcefield powers, called Blockade.

I have limitations on the size/surface area and how many he can create, but not for how much a punishment they can take, yet.

Very nice app, remarkable detail really.
I must say the appearance description is better than the pictures, because I'm a little concerned with them being different from humans. I think your description provides them with a decent enough amount of differences to address this concern.
My biggest issues is the colonies, it seems like a lot honestly, especially since aliens arriving at Earth is so new. It seems like this much of a presence would cause a serious backlash. So here's my suggestion, maybe one colony city, that is divided up into sectors for the different nations? This is the biggest change I think needs to be made.
The only other thing I'm thinking about is the potential chars that could be made, what potential do you think there is for this race to have super powers or access to magic? Since they are so similar to humans they don't seem like the kind of alien race where the average member would be a super on earth.
That last one is mainly just a thought though, not something that undermines the app. Fix the colony issue and I'll be happy to accept.

EDITED.
Now as for the potential characters for the Kletterians, the Kletterians are highly likely to spawn super heroes with superhuman intelligence, agility-based superpowers, and speed-based superpowers. Kletterians have always wanted to be just as fast and hearty like humans, though that’s kind of funny, since humanity always wanted to be as acrobatic and fit like the Kletterians. Plus, Kletterians are notably more patient and level-headed than humans - which had initially baffled humans until they noticed the differences in combat tests and psychological tests (e.g. Kletterisn subject was able to hold their patience for hours compared to its human counterpart whom lost their cool in minutes).

- Aeromancy: Carter can manipulate air in all forms, including air, wind, gas, vapor, and much more. He can manipulate the molecules to preform several different attacks and maneuvers. These include wind gusts and waves, balls of condensed wind, smokescreens, clouds of gas, etc. He can also manipulate the individual molecules to speed up or slow down, simulating the effects of heat energy being exerted. This can, with time, turn gases into liquids, although he can't control them once they become liquid. As well, he can speed up and slow down the actual wind itself, changing the speed from extremely calm to gale levels of wind. He can even remove the air from a certain area, creating small vacuums.
- Like The Wind: Carter doesn't just control wind, his body acts like it. He had faster reflexes, light-footedness, acrobatic abilities, and overall more speed, agility, and leaping prowess than a normal human.
- Athleticism: Carter is a good athlete who's pretty fast, pretty strong, and can play sports pretty well. He is good at skiing and rollerblading, but his favorite sport is track, particularly sprints.
- Trilingual: Carter is fluent in English, Spanish, and French.
- While he does have the strength to throw some human male adults around, he can't exactly throw cars and bend trees. With enough time and concentration, and in good shape, he can toss a 200lb human around, but definitely won't be destroying any cars. And while he can stop things that are moving slow enough by creating large amounts of drag, he can't stop small, extremely fast objects like bullets. Sure, they won't kill him, but they will leave a mark and will feel pretty bad.
- As well, many of his very powerful attacks, such as turning gas into liquid and creating vacuums, require time and concentration to preform, sometimes taking longer than thirty seconds. As well, for him to be able to do said complex powers and throw men around, he needs to be in good-condition. If he's tired or injured, he becomes weaker.
- Mental Attacks: Is vulnerable to telepathy, possession, and other mental attacks
- Magic: While he can combat certain forms of magic, other forms, such as aquamancy and electromancy are difficult to combat and Carter has to rely on pure evasive speed to dodge those.
- Speed:: If someone is of equal or greater speed than Carter, it basically negates his lightfootedness and speed. Carter peaks at 27 MPH, so if someone can go faster than him, he'll have to rely on reflexes and leaping.

I mean, that's hard to quantify, but I would say bullets and all conventional weapons can't get through, but it's vulnerable to extreme brute force. Not sure if that helps

Well, balancing the strength of the forcefields depends a lot on the power's other characteristics. Can he change their size at will, or are they a set size? That alone can add another depth of complexity, since if he can reshape them, then it would make sense for the forcefields to be stronger when they're smaller and stuff like that. How big are they, also? If they can, say, cover one or multiple human beings, then I'd say that while it makes sense for it to stop bullets and the like (otherwise it wouldn't be very useful), but break down under anything stronger like Tom said. If it's smaller, say the size of a hand or so, then it makes sense for the force field to be much stronger.
Another thing to consider is what it can block. Can it stop anything, or can specific energies get through? If it's limited to blocking kinetic energy, it should be very good at that, but if it can block just about anything then its efficiency should be limited to balance out the power.

And anyways, if Anxiety really wants to beat up that inmate, he can do so, I'm not stopping him.
