Will all the councilors take take their seats, the Ijma is now in session.
The first item of business we have to discuss is two communiques our Government received from foreign nations regarding... recent controversial moves with regard to the nationalization proposals. One is a letter of support for recent policy asking if and how they could help, and the Ijma will need to vote on a unified response that will be representative of the views of the nation.
(DCP) Councilor Bayik: By all means, we should respond in the affirmative. Our international position is undergoing a major realignment and we do not want to end up an isolated pariah state. What we're lacking most is alternative trading networks to fall back on the moment the imperialist world system tries to cut off our economic lifelines. They can, they have, and they will exert pressure that way against the will of our masses.
(SLP) Councilor Lao: I'm inclined to agree with Bayik on this. Having alternatives is good. It can help balance out our economy from unilateral dependency on just one side as has been the case in the past.
(NP) Councilor Alamardin: Second. Well, third that. It can be mutually beneficial to open up a free-trading relationship with them and it will help preserve the sovereignty of the Diyara nation.

The second matter is the letter we received from a foreign company based in Allanea, the United Schooling Corporation. For any of you unaware, they have been operating the education system in our country for the past several years. It says, in part, that there is little to nationalize, and that they have chartered jets to remove their employees from the country. However, the problem is that many of the same have been accused of committing crimes against the country on behalf of a foreign power under the recently-passed Foreign Surveillance Act.
(NP) Councilor Alamardin: I move to introduce a motion allowing their departure. The accusations against the USC and its employees are baseless and politically motivated.
(DCP) Councilor Bayik: Nay.
(SLP) Councilor Rehnimri: Abstain.
(SLP) Councilor Lao: Abstain. There needs to be more research into whether they were actually engaged in espionage... these are serious charges, and handling this wrongly would either jeopardize the justice system or our international relations if we don't engage in due diligence.. . . . .(Image)

The Kingdom of Syldavia hereby condemns the intentions from the government of Diyaristan. Not only are this attempts foolish but they are also breaking international law. Despite the claim of Diyaristan this is not a national matter but it also tangent the interests of our Kingdoms and our Business partners.
We implore the government to stop this foolish actions or we will be more than ready to take economic and judicial steps against your country.
It is our hope that a solution can be found that allows Syldavia to operate within Diyaristan and can insure the security of our citizens.
So far we implore all citizens of Syldavia within Diyaristan to leave the country until this conflict is solved and security is restored.

We will provide security at the Elevit Airport for USC employees and Allanean nationals, 100% free of charge. It's in the long-term interests of our profitability for Diyaristan to remain stable and for a diplomatic crisis to be averted. Embargo or sanctions, or even bad publicity that drops Diyaristan's position in the market, can only affect us negatively. We ask a delay of one month before attempted departure so that any outstanding legal issues regarding the investigations may be resolved.

Regarding Departures of Foreign Nationals
We have come to an agreement with Dura-Tek Industries to provide security to Allanean and Syldavian nationals while the treason charges are processed. As much as we collectively fear the severance of external trading relations between our nations, and the consequences it could bring to our people, the Ijma is firm on the matter of seeing the rule of law be maintained. The USC has been found not guilty of espionage and hostile propaganda, however, there are still the cases to consider regarding spies operating within the corporation. 231 nationals of Allanea and 654 nationals of Syldavia have been cleared and may apply for Diyaristani passports at the Elevit International Airport.
However, illegal emigrants are still going to have to face the penalty of the law for treason if illegal border crossings are attempted, in which a number of such cases have already happened involving both foreign and domestic nationals.

Regarding Bilateral Agreements with the Sierra Republic
The Government of the Workers' Republic of Diyaristan seeks the importation of basic foodstuffs through state agency FOREXCOM to prevent the people from starving if imports are sanctioned. Import of military or riot equipment, however, was struck down due to majority resistance in the Ijma.

NATIONALIST PARTY GROWING, SAY POLLS
It's been a bad season for the Communists, and rivals are moving in. The once-small Nationalist Party has experienced an upsurge in membership, and it's made the Foreign Surveillance Act its major issue. With tourism rates plummeting, the economy has taken a dive, and people are feeling the pinch in places like Burale and the capital city of Elevit. Burale, a Nationalist stronghold once thronging with tourists at its world-class beachside resorts, has been hit especially hard, where layoffs in the service industry are endemic.
Many people feel that the nationalization of foreign assets was a mistake to begin with, made worse by the government's insistence on keeping some of the foreign nationals detained inside the country. The Communists' plea that the economic hardship for some is being caused by an imperialist conspiracy against the country is increasingly falling on deaf ears.
A bill to allow advanced interrogation methods to be used on people suspected of committing espionage was defeated by a coalition vote of the Nationalists and Social Liberals following major public protests and a letter-writing campaign organized by the Nationalist Party, which has shown a major increase in its presence on the airwaves, to public representatives.continued on Page 4D
DURA-TEK EXECS UNDER INTERNATIONAL FIRE
Two days ago, a payment dispute between the government and the Dura-Tek Corporation, a private security firm providing policing services in a number of provinces, nearly escalated into an international incident over what the company claimed was a shortchanging by corrupt officials in the Communist Party. Alleging that the letter Dura-Tek sent the government may have been lost, or stolen, it reacted by shutting down its airport, a facility operated under public service contract on behalf of the government, citing a breach of contract. It has since apologized to the international community for the shutdown, and allowed emigrants fleeing the violence and nationalization fears to exit the country on foreign-chartered jets, along with their assets.
Company spokesmen vowed they would pursue justice for its financial losses. Seventeen members of the Supreme Ijma, all of them Communists, have since been detained on suspicion of being involved in racketeering. Following a quid pro quo with the state police authority, their replacements were to also be members of the Communist Party until the official round of elections begin.
Dura-Tek spokesman Michael Brooks said in a public statement, "we reiterate what we said before, we do not want instability in this country. Ultimately, the nationalizations are bad for the economy, we think it's bad for the people of this nation, and our business depends on continued foreign investment rights in the economy, and we are committed to seeing it happen. A Nationalist victory can only be a good thing in the coming election from our standpoint as investors in Diyaristan."continued on Page 2B

Earlier speculation that Istiyar would assume the interim presidency of the nation had not come about after all, but weeks ago, people didn't pay much attention. Now the question is on everyone's lips: where is Salam Istiyar?
Every source close to the former vice-president was not forthcoming to journalists when Diyara Jumihiryat asked about his present whereabouts as well as his plans, claiming ignorance. What is clear is that, with so much "domestic and international hostility" to the DCP-dominated coalition government, the party has clearly slid further out of the public view.
