[OPEN]New Regime Threatens Nationalization of Foreign Assets

Postby Diyaristan » Thu Nov 30, 2017 3:11 pm

Upon taking power from the former Republic of Diyaristan, a coalition dominated by the Diyaristani Communist Party has threatened to nationalize all foreign assets in the country. The reason the coalition existed in the first place, despite sharp ideological differences, was because of a revolt against a Republic of Diyaristan increasingly dominated by the Islamist Hizbi Tawhidi (Monotheism Party) that suppressed certain civil liberties and increasingly alienated more socially liberal elements of the population.

Now that the common Islamist enemy has been decisively defeated, the people are filled with uncertainty, optimism... and a growing undercurrent of fear.

The DCP is in the process of consolidating power, having voted in a new flag by what some say are unethical means, and a power struggle is emerging inside the government. While the coalition has promised to restore elections, certain forces do not seem to be cooperating very well. Some suspect the DCP leadership for recent political assassinations, though there may be other players involved.

The Major Parties and Factions:

Diyaristani Communist Party (DCP): far-left Maoist organization led by Chairman Salam Istiyar.

Social Liberal Party (SLP): Left-leaning but much more moderate than DCP. Led by Alsa Lao.

Dura-Tek Industries (DTI): A shadowy private military corporation with shadowy leaders and a shadowy agenda.

Nationalist Party (NP): Right-wing, pro-market, a minor party in the DCP-dominated coalition. No dominant leader.

Various third parties. [OOC: which can be invented by the player]

News is coming in that several employees of the United Schooling Corporation, a company based in Allanea, have been attacked by armed assailants unknown. Meanwhile, messages from the Provisional Supreme Ijma (Congress) have been mixed, but some voices are speaking cryptically about "doing away with the reactionaries".

OOC Rules:

For once, let's try one of those rare diplomatic international incidents.

First rule: you may state you have assets or nationals in the country.

Second rule: CHANGED; military intervention is now a realistic option. You may foster new groups, or foment factions inside existing groups, aligned with your country's politics, though be aware that you have a better chance of winning if your faction has support from multiple countries. Brute military invasion without local or foreign allies is also possible, but also most likely to face heavy resistance from existing forces.

Third rule: you may also roleplay Diyaristani nationals, ordinary citizens, businesses, political parties, and so on involved with your nationals. We have ethnic minorities, but in general names invented should be Turkish/Central Asian or Arabic.

The GOAL is to determine the future shape of government in Diyaristan.

Incident is OPEN to all participants.

The most conscientious leftists are shooting themselves in the foot with their ethic of sacrificing their own best to people who might not be trustworthy. The worse of them, when they fall behind in the race, decide they want to shoot others in the foot to make the race fair. Nature stubbornly refuses to be egalitarian. Not everyone can run at the same pace, or think at the same pace, and equality necessarily implies hobbling progress with worse speed for all but the slowest.

At 9:23 AM, Galbedin Nuzutil heard a loud crash in his office. Someone had broken in. He called the police.

"Hello, you have reached the Isteni Provincial Police Department. What is the problem?"

"There's a break-in at my office.."

"Where at?"

"Administrative faculty at University of Ubul, come quick..."

Three gunshots can be heard over the phone in the background, followed by screaming: "They killed him! They killed him!".

"We are sorry, but we are unable to handle requests right now."

This is wrong, Mr. Nuzutil thought... why wouldn't the police answer a call for help?? Thinking quickly, he waited under the desk for a few minutes, praying silently he wouldn't be next. Going out the door, he ran down the hall.

"...these reactionaries have been poisoning your minds with foreign propaganda. School's out for the day!"

Through throngs he ran, seemingly incognito... hopefully... and then a student recognized him. "He's a reactionary!"

New Naruto City, Reichstag, 6:30 P.M.

Führer Zacharias Braunlich is planning on supporting the Nationalist Party but he have some other things he need to worry about such as rebuilding the Military. So, he called Temari Nara of the Secret Uzumakistani Agency to support the Nationalist Party. He said it in a calm voice "The Diyaristani Regime must be put under Uzumakistani hands if you can support the Nationalist with weapons and supplies. Don't let me down Temari." She replied in a cheerful voice "Yes sir! Sieg Heil!" She dressed in a Turkish uniform along with a Mauser C96. Any use of Chakra was forbidden in Uzumakistan thus they have to use modern weapons for themselves. She was ready for action.

Given the increased hazard situation in Diyaristan, we are asking all Allaneans employed there to leave thte country. We have chartered several flights for their evacuation. We will e also aiding Diyaristani employees of our company in leaving the country where possible. We apologize for any delays and issues regarding the schooling services we provide in the country. While USC is dedicated to the education of all children everywhere, we do not have the moral mandate to put our employees' lives in the way of harm, nor the lives of those children and parents that may be endangered. We hope for a swift resolution of the issue and a restoration of the safe and secure situation in the country. We also remind those interested in 'renationalizing' businesses in Diyariastan that, under previous arrangemens, USP operates in school facilities rented and loaned to us by the government. There is very little for you to nationalize, here.

Official Comminuqe of the Confederacy of Sierran Democratic Communes
From the desk of Supreme Leader Juan Alfonso Caballero

We welcome these recent developments in Diyaristan wholeheartedly. It is always beautiful to see the workers of the third world taking back what rightfully belongs to them from the greedy claws of international neo-imperialistic capitalism and we believe that this can only be the right step forward. We only hope that the revolutionary coalition that has formed will be sufficient to stem the tide of capitalist intervention.

Let it be known that the republic of Sierra hereby pledges its full support to the nationalization of foreign assets. We will be getting into contact with the ruling government to see how else we might be able to help.

Will all the councilors take take their seats, the Ijma is now in session.

The first item of business we have to discuss is two communiques our Government received from foreign nations regarding... recent controversial moves with regard to the nationalization proposals. One is a letter of support for recent policy asking if and how they could help, and the Ijma will need to vote on a unified response that will be representative of the views of the nation.

(DCP) Councilor Bayik: By all means, we should respond in the affirmative. Our international position is undergoing a major realignment and we do not want to end up an isolated pariah state. What we're lacking most is alternative trading networks to fall back on the moment the imperialist world system tries to cut off our economic lifelines. They can, they have, and they will exert pressure that way against the will of our masses.

(SLP) Councilor Lao: I'm inclined to agree with Bayik on this. Having alternatives is good. It can help balance out our economy from unilateral dependency on just one side as has been the case in the past.

(NP) Councilor Alamardin: Second. Well, third that. It can be mutually beneficial to open up a free-trading relationship with them and it will help preserve the sovereignty of the Diyara nation.

"
The second matter is the letter we received from a foreign company based in Allanea, the United Schooling Corporation. For any of you unaware, they have been operating the education system in our country for the past several years. It says, in part, that there is little to nationalize, and that they have chartered jets to remove their employees from the country. However, the problem is that many of the same have been accused of committing crimes against the country on behalf of a foreign power under the recently-passed Foreign Surveillance Act.

(NP) Councilor Alamardin: I move to introduce a motion allowing their departure. The accusations against the USC and its employees are baseless and politically motivated.

(DCP) Councilor Bayik: Nay.

(SLP) Councilor Rehnimri: Abstain.

(SLP) Councilor Lao: Abstain. There needs to be more research into whether they were actually engaged in espionage... these are serious charges, and handling this wrongly would either jeopardize the justice system or our international relations if we don't engage in due diligence.

Official Message from the Free Kingdom Ministry of Foreign Affairs

The Free Kingdom Ministry of Foreign Affairs would like to condemn the recent attempts by the Workers' Republic of Diyariastan to force Allanean nationals to remain within the country, on claims that these individuals have been agents of a foreign power. The Free Kingdom has maintained no espionage assets in the Workers' Republc, and has maintained a relationship of friendship with the Diyaristani people always. We have provided Diyaristan with humanitarian aid, reconstructed its infrastructure and protected the country from radical terrorist attacks. At no point, in no constellation of affairs, has the Free Kingdom shown hostility to Diyaristan.

It is true that the Free Kingdom is unable to cheer on your country's new socialist course, but we continue to hope it maintains, as one socialist theorist has called it, 'socialism with a human face', without repressions or mass violence. However, we have not shown any hostility to the Workers' Republic. We do not wish to change our course on this. However we oppose the attempt to make the lives of Allanean nationals the pawn in some political game, in which we have absolutely no desire to participate.

We are willing to negotiate productively for our nationals' release. Should you however refuse to do so, we will move to a totally different level of interaction.

City of Khov
Royal Palace

It was a clear night about the capital city, not many members of the staff were on duty. Since the great war 20 years ago it was not necessary to man the palace fully at all hours. The radio station was manned and half the guards were on duty.
His majesty Peter IV had taken early to bed, giving his age of 54 years and 30 years of reigning had cast the toll on him. His wife joked he was as lazy as the economy of the country which was sadly true.
They had several problems and even after 20 years, they were on the way to repair the damage the communists had done to them.
He was thinking about the next step when an alarm sound went off, followed by a second one. It was a yellow alarm, important enough to disturb him but not important enough to warrant an immediate solution.
Cursing under his breath he went to the PC and waited for another minute.
The monitor went on, displaying a neatly bureau, in front of the second camera was a young woman around 20 her hair tied back in a conservative manner.
" Your majesty, I'm deeply sorry about this interruption..."
" Just state the cause of the alarm."
" It went off in the Secretary of foreign affairs your majesty, apparently there are some uprisings in," she consulted something, probably a stack of paper. "Diyaristan."
" Never heard of this, an uprising you say ?"
" Aye your majesty, politically motivated as it seems, around 5000 Syldavians are living in the Capital City of Elevit, we had also some small business projects with the former Government in Diyaristan. This contracts were cancelled last week by a new government of Socialistic nature. This was not important at that point but well now life is in danger."
" Very well, I will take care of that tomorrow, overnight the Secretaries of Foreign Affairs and Economy shall cooperate. I want a rapport tomorrow, that's all."
He turned the power off before a response could be given. Damn these socialists, they would need to formulate a strong answer.
The strong answer came in the next morning.
In the name of his Majesty King Peter IV, King of Syldavia, Feros and Borduria, shield of the realm, sword of the faith and vanquisher of injustice !

The Kingdom of Syldavia hereby condemns the intentions from the government of Diyaristan. Not only are this attempts foolish but they are also breaking international law. Despite the claim of Diyaristan this is not a national matter but it also tangent the interests of our Kingdoms and our Business partners.
We implore the government to stop this foolish actions or we will be more than ready to take economic and judicial steps against your country.
It is our hope that a solution can be found that allows Syldavia to operate within Diyaristan and can insure the security of our citizens.
So far we implore all citizens of Syldavia within Diyaristan to leave the country until this conflict is solved and security is restored.
Signed
Vladimir Rost - Secretary of Economy
Tatjana Romalenko - Secretary of Foreign Affairs

Rioting in Elevit: Vicious brawl breaks out between NP supporters and DCP cadres over anti-militia law

DURA-TEK® Industries
Official Statement on Anti-Militia Laws

We heavily urge you in the DCP and SLP to reconsider the Ijma vote regarding the disarming of private security forces in the country. The laws are too strict and they threaten our business. Contact us at your earliest convenience, or we will be forced to cancel security contracts we have with the Communist Party and other groups, and we are no longer responsible for what might happen to you or your employees until this matter is satisfactorily resolved.

DURA-TEK® Industries
Official Statement to the Government of Allanea and United Schooling Corporation

We will provide security at the Elevit Airport for USC employees and Allanean nationals, 100% free of charge. It's in the long-term interests of our profitability for Diyaristan to remain stable and for a diplomatic crisis to be averted. Embargo or sanctions, or even bad publicity that drops Diyaristan's position in the market, can only affect us negatively. We ask a delay of one month before attempted departure so that any outstanding legal issues regarding the investigations may be resolved.

Image Statement of the Supreme Ijma

Regarding Departures of Foreign Nationals

We have come to an agreement with Dura-Tek Industries to provide security to Allanean and Syldavian nationals while the treason charges are processed. As much as we collectively fear the severance of external trading relations between our nations, and the consequences it could bring to our people, the Ijma is firm on the matter of seeing the rule of law be maintained. The USC has been found not guilty of espionage and hostile propaganda, however, there are still the cases to consider regarding spies operating within the corporation. 231 nationals of Allanea and 654 nationals of Syldavia have been cleared and may apply for Diyaristani passports at the Elevit International Airport.

However, illegal emigrants are still going to have to face the penalty of the law for treason if illegal border crossings are attempted, in which a number of such cases have already happened involving both foreign and domestic nationals.

Image Statement of the Supreme Ijma

Regarding Bilateral Agreements with the Sierra Republic

The Government of the Workers' Republic of Diyaristan seeks the importation of basic foodstuffs through state agency FOREXCOM to prevent the people from starving if imports are sanctioned. Import of military or riot equipment, however, was struck down due to majority resistance in the Ijma.

"Beyza Farhi? Okay, passport looks legitimate. Don't know what the Turkish government wants to do with us, though. I'll call the party council out."

A moment at the intercom brings out fifty or so people. One asks,

"So, you're here on behalf of the Turks. I presume it's about Turkish nationals working and doing business in our country? Can you relay back to your government that we had nothing to do with the nationalizations or increasingly repressive business climate? One of the members has a smuggling operation - more than one border policeman is unhappy with the situation - to get foreign nationals out of the country, and we need you to help with that. Your passport can get you places beyond the border... that we can't get past legally."

A second Nationalist Party councilor interjected. "We've had reports that Communists are looking for emigrants everywhere. Their party doesn't really care about the law; there's been assaults, some of them ending in hospitalizations or deaths. Be careful."

A third spoke up. "Besides that, can you get funding from the Turkish government for us to spread campaign signs and buy ads in Diyara News Service for the next round of elections? We are too small a party financially compared to the others."

Image

Nuzutil had no idea how he made it out alive. Thanking Allah silently, he made his way toward his car. And he drove as fast as he could toward the border with Sevevill. Approaching the border, with distant towers and spotlights lighting up the sky, they have been around since the time of Baghmetara's military dictatorship. He heard a loud noise coming from his vehicle. Then another, then another, then another. Tires shot out!

Patrol cars come screaming up from behind, their alarms only now turning on. "Sir, we're going to have to take you in for questioning."

The Free Kingdom Ministry of Foreign Affairs is happy to see progress on this issue, and is willing to assist the Diyaristani government in the evacuation of our nationals. As we have absolutely no HUMINT effort in Diyaristan (which is not seen as a threat to Allanean national security, and has in the past received Allanean assistance), we are certain none of our nationals are guilty. We hope to see a swift and complete resolution for this issue.

Breaking News: Lockdown at Airport

In a stunning turnaround of events, Dura-Tek Industries has demanded that either the government of Allanea or Syldavia pay the bill for protecting the flood of foreign nationals at the Elevit International Airport. IN what the company claims is a failure of the Government of Diyaristan to foot the security bill, they have stated explicitly that they will not allow any aircraft to leave the airport until a payment of NS$ 30,000,000 is delivered to its account in the nation of Vilhala. The Government claims that it was not properly informed that they would be the ones footing the security firm's bill.

DTI headquarters had the following to say:

"Business is business, and we expect our customers to honor their transactions. We did send a notice to the Diyara government about the proposed payment scheme, but we're pretty sure the commies shortchanged us for our services. Since we're not ones to stand down, we simply can't allow any departures until the government of this country honors its obligations to us, or another party honors that obligation for them."

Even assuming you were short-changed, this does not permit you to carry out what is essentially an act of hostage-taking. Given the fact you have in fact stated you would provide security 100% free of charge, this elevates into outright robbery, terrorism, and fraud. Please be aware that, should our nationals not be released, we will regard your company as a hostage-taking terrorist organization, and proceed accordingly.

We also demand Dura-tech end the airport blockade or face financial repercussions.

Eezkias Legesse approached the Nationalist Party Headquarters in Burale. The guard would not let him in, until he showed his passport.

Once inside, he discovered the councillors were in the middle of a meeting.
"Gentlemen!"

They all turned around. One of the councillors spoke up. "Who are you, and why are you here?"

"I am a friend, and come bearing gifts." He placed a briefcase on the table, opening it to reveal
5 million Diyaristani dinars. "Here." He handed everyone a smartphone and a key. "These are yours now. If you'll look outside, you'll see vans filled with equipment."

"What are they for?"

Legesse pulled up a picture and sent it to their phones.

"They're mobile radio stations. When the Communists throw you to the curb, which they will, you'll need a way to get your message out to the people. Also, look at this." He pulled up a database app on his phone.

"That's information on every voter in the country!"

"Yes. Now you know who is likely to vote for you, and who you can convince to change sides, and who is a Communist traitor. Alright, that's it. Call me when you need me." He left the confused party members to their own devices.

NATIONALIST PARTY GROWING, SAY POLLS

It's been a bad season for the Communists, and rivals are moving in. The once-small Nationalist Party has experienced an upsurge in membership, and it's made the Foreign Surveillance Act its major issue. With tourism rates plummeting, the economy has taken a dive, and people are feeling the pinch in places like Burale and the capital city of Elevit. Burale, a Nationalist stronghold once thronging with tourists at its world-class beachside resorts, has been hit especially hard, where layoffs in the service industry are endemic.

Many people feel that the nationalization of foreign assets was a mistake to begin with, made worse by the government's insistence on keeping some of the foreign nationals detained inside the country. The Communists' plea that the economic hardship for some is being caused by an imperialist conspiracy against the country is increasingly falling on deaf ears.

A bill to allow advanced interrogation methods to be used on people suspected of committing espionage was defeated by a coalition vote of the Nationalists and Social Liberals following major public protests and a letter-writing campaign organized by the Nationalist Party, which has shown a major increase in its presence on the airwaves, to public representatives.

DURA-TEK EXECS UNDER INTERNATIONAL FIRE

Two days ago, a payment dispute between the government and the Dura-Tek Corporation, a private security firm providing policing services in a number of provinces, nearly escalated into an international incident over what the company claimed was a shortchanging by corrupt officials in the Communist Party. Alleging that the letter Dura-Tek sent the government may have been lost, or stolen, it reacted by shutting down its airport, a facility operated under public service contract on behalf of the government, citing a breach of contract. It has since apologized to the international community for the shutdown, and allowed emigrants fleeing the violence and nationalization fears to exit the country on foreign-chartered jets, along with their assets.

Company spokesmen vowed they would pursue justice for its financial losses. Seventeen members of the Supreme Ijma, all of them Communists, have since been detained on suspicion of being involved in racketeering. Following a quid pro quo with the state police authority, their replacements were to also be members of the Communist Party until the official round of elections begin.

Dura-Tek spokesman Michael Brooks said in a public statement, "we reiterate what we said before, we do not want instability in this country. Ultimately, the nationalizations are bad for the economy, we think it's bad for the people of this nation, and our business depends on continued foreign investment rights in the economy, and we are committed to seeing it happen. A Nationalist victory can only be a good thing in the coming election from our standpoint as investors in Diyaristan."

WHERE IS COMMUNIST PARTY LEADER ISTIYAR?

Earlier speculation that Istiyar would assume the interim presidency of the nation had not come about after all, but weeks ago, people didn't pay much attention. Now the question is on everyone's lips: where is Salam Istiyar?

Every source close to the former vice-president was not forthcoming to journalists when Diyara Jumihiryat asked about his present whereabouts as well as his plans, claiming ignorance. What is clear is that, with so much "domestic and international hostility" to the DCP-dominated coalition government, the party has clearly slid further out of the public view.

There are signs of an increasing radicalization in the party's base, particularly in areas administered by Dura-Tek police contractors.

Alsa Lao saw a note on the office door.

It read, "I am a friend, bearing a gift." On the desk was 2 briefcases filled with 10 million Diyaristani dinars.

The situation in Diyaristan, as Allaneans saw it, had gone rapidly beyond the scope of what a private company could reasonably be expected to resolve, certainly one which was cenered around providing education services. The United Schooling Corporation, regardless, had acted swiftly, chartering three airliners to fly to Elevit airport. In addition, the Free Kingdom Air Force had used one of its existing contractors, Pobeda, a low-cost flight provider, to rapidly contract three 737s to fly out to Diyaristan. These were under orders to take on board as many Allaneans as the situation would allow, as well as any foreign nationals that could be taken out of the country on short notice, and evacuate them. The Allaneans hoped to complete their involement in the crisis rapidly, by evacuating their citizens.

That said, the Free Kingdom's officials were already prepared to understand that worse things were going to happen. For this reason, several different organizations within the Armed Forces were put on alert, for different eventualities. Keeping in mind the difficult situation in Diyaristan, the Armed Forces put an airmobile field hospital on alert, ordering its uniformed doctors and nurses to be on standby in case some manner of terrible disaster struck the country yet again. A submarine in Fort-Jefferson being prepared to leave Allanean waters. In orbit, a single Sauron observation satellite altered its orbit slightly, so as to observe the events in the unfortunate country closer.

But the most important activity occured behind close doors, at the Armed Forces' History and Doctrine Office. There, records pertaining to Allanea's first involvement in Diyaristan were being brought out of the databases, and analysts already pored over maps of the country. The Allaneans were nothing if not meticulous in their preparation. Several eventualities and scenarios were already being contemplated, and solutions for them were already being gathered, like a card-game player placing rare, collectible cards in his deck for a tournament match.

Police Detention Center. Undisclosed location.

"Tell us your name."

"Galbedin. Or Mr. Nuzutil, if you will."

"Occupation?"

"I am a member of University of Ubul Faculty. My employer is United Schooling."

The rooms beyond are filled with people, all of whom were detained without trial. The hopes of reestablishing a functioning judicial system in the widely-propagated new election cycle seem a distant affair to the people who were picked up on various accusations. And in the absence of trials, everyone but the foreigners knew they certainly would not be released until they began.

"Now, there is still the matter of your alleged espionage work against the country to be considered. For all we know, you might be a foreign agent. Why were you heading so close to the border?"

"I.. I... was on an assignment to.."

"ASSIGNMENT TO WHO??? Spill it!"

"T-to come here, yes..."

"So, you were contacting spies at the border..."

"That's not what I meant! Okay, in all truth I was trying to flee the country. Out of nowhere I was attacked..."

"It's too bad the law won't allow me to use advanced interrogation on traitors like you. But we WILL be detaining you here until we can get some answers, and we can make your life uncomfortable until you do. Please cooperate." After a moment's silence, the policeman continued on: "There is a foreign national in Cell 23, an Allanean, who we couldn't get to talk. You wouldn't want the violent criminals to get a hold of him, would you? Now please tell us who you were working for."

"I already told you, I only violated the passport law, nothing else!"

"We know that several people are spying for the Allaneans and that the Kingdom of Bruke has sent suspicious intelligence assets into the country for the Nationalists and also funded the SLP. Don't play pretend with us."

Meeting of the Social Liberal Party

"Ten million dinars from a stranger? Strange things are going on, Alsa. It could be a frameup for bribery. I suggest you turn this in to the government immediately."

Years of practice in Diyaristani politics has taught the larger, more successful parties to be wary of intrigue, a lesson newer parties like the Nationalists never had time to master. During the period of martial law, the SLP, formerly a major electoral bloc, was driven underground for its opposition to martial law, although most of its efforts were spent combating the Islamic State as the greater of two evils. The surviving leadership went into exile, but among the members who stayed were Alsa Lao, a Diyari of half-Chinese ancestry, and Marat bin Khattab, eventual party treasurer, of Arab-Diyari ancestry. The party had always heavily appealed to immigrant rights and was known to opponents on the right as "the foreign party", but to its opponents on the left as "the soft mask of capitalism".

"But the accusations sure to be leveled at the party will still stick. I'm going to bring these suitcases to the Ijma tomorrow to turn them in publicly. Arrange the television crews to put this on live, because the country should see this."

"Yes, ma'am."

Director Getachew Mergessa was very displeased.
Image
"You have to be more subtle, Legesse. We lost the element of surprise! Now the communists know we are in their country!"

"I'm sorry, sir." He bowed his head in shame.

"You should be, because you're off of this operation. Back to a desk job for you. You're obviously not cut out for fieldwork. It's a shame...."

He gestured to a picture of Legesse's father.
Image
"He should be turning in his grave. What a disappointment you are."

"What about the money?"
"I think we both know what you have to do."

Image
"If they won't have it, then no one will."

Mergessa smiled as he watched the money burn through the cameras hidden in the suitcases. "That's right Legesse. Let's see if we can't use this to our advantage..."

Alamardin looked through the vans, filled to the brim with communications and broadcasting equipment.

"What is all this for?"

Another party member explained. "It's for broadcasting on the television and radio. We don't need to worry about buying ads from Diyara News Service anymore. If they refuse us, we'll take our message directly to the people!"

"That's wonderful, but..."

"We got all this from a mysterious benefactor. Some foreign fellow."

"WHAT?! Do you realize how this would make us look if this got out to the public? Why would you think this was a good idea?"

"There is other news. You are now the party leader."

Alamardin was in shock. After years of struggle and sacrifice, had he finally done it? Become leader of the party that he built from nothing, and with their new strength....

"Sir?"

"Oh, sorry. Carry on. I was just... lost in thought."

"Whatever you say sir. We're all counting on you to lead us to victory!"

But what would victory look like?

Elevit Airport
The first aircraft landed on the runway at 13:05, local time. There was no opposition for it, because the security that held the foreign nationals in the camp had long gone, leaving the camp unsecured as such. Within minutes of the landing, uniformed Allanean soldiers in camouflage began to disgorge from the airliner. They were over a hundred men, rapidly taking up positions on the terminal roof, in the ATC tower, and near the runway. This was of course, strictly speaking, somewhat illegal, but under the circumstances, the Allanean soldiers did not case. They belonged to one of the country’s PLUs - Prison Liberation Units, trained and organized to deal with concentration camps, prisons, and containment facilities around the world.

Today, for the first time in the organization’s history, they would deal with a rescue of Allaneans themselves. There were approximately twenty thousand USC employees in the camp around them - together with their families, maybe about sixty thousand people. It would be patently impossible to airlift all of them at once. That said, the Organization of Armed Shenanigans would consider every aircraft they got out with success to be a victory.

Already now, camouflage Allanean troops, and airline stewardesses in dark-blue uniforms were beginning to usher the first passengers onto the planes.

“Here you go madam, please go on. Sir, please sit down over there. Madam, these are adorable kids. What is your name? Johnny? Please stay calm, Johnny, everything is going to be okay.”

When everything is done right, and the security theater of airline security is waived for an evacuation flight, an airliner can be totally filled with men and women in under ten minutes. Waive some safety regulations, and you can fit a few dozen men and women seated on the floor in the aisle.

Fifteen minutes. The pilot’s hands dance on the switches. Last pre-flight checks.

Engines working. Their howl breaks the silence on the unused airport, and the first plane speeds down the runway. The second one can only take off in ten minutes, avoiding the first one’s air wake. Then the third. Then the fourth. Within an hour, they are all gone. Six planes, carrying between them 1,500 people.

In the ATC tower, the PLU commander wipes off his forehead.

Now there are less than 59,000 people left.

Six more planes, he knows, are already headed towards the airport. These are larger ones, C10A Dracotaurs. These are not civilian planes. They are military cargo lifters, and their capacity is much larger.

“Let’s hope it goes on okay for at least another day,” he tells his assistant. “We could use the luck.”

Thus is the first day of Operation Moses.

SLP Head Arrested for Attempted Terrorism

During a sitting of the Supreme Ijma, two cases that Councilor Lao (SLP) carried into the assembly caught fire. Bomb squad personnel were called immediately and judged that the explosive agent contained within it was, fortunately, a dud. This was caught on live television, and people are wondering why a long-serving political leader would resort to attempted terrorism.

"What is going on in our government," a father of three asked, "that the SLP would attempt such a thing? With all the arrests that keep happening, was she next on the list?"

Another, a businessman in Girizil, told us, "I always knew those SLP and their commie friends were up to no good. I'm glad no one was hurt, and that the cops are finally doing their jobs. Is it a coincidence? Istiyar disappears, and then Lao shows up with a bomb."

Some, on the other hand, are quick to defend the Communist Party.

"Chairman Istiyar knew what was coming is what. That's why he went underground before this could happen. The capitalists will stop at nothing to force Diyaristan back into the neoliberal world order. It was revenge against the Party."

The only party to escape public suspicions unscathed were the Nationalists. Despite some who say they are being funded covertly by foreign powers, the "Restore Democracy and National Sovereignty" program of Party President Alamardin that is flooding radio and television is by far drowning this out.

Detention Facility, Elevit

Most of the guards on patrol around the area of the Elevit Detention Facility look for the most part bored, like they couldn't care less whether people escape the prison. Inside, overcrowding and problems with sanitation are becoming a problem. However, a couple guards are much more alert than the others - and have distinctive, unmarked uniforms that make it difficult to guess their true allegiances. Closer inspection reveals the weapons they are carrying are a full-automatic model.

Whispers around the cell blocks are that several people have been found murdered in their cells, with the police doing nothing to intervene.

Other Facilities

In every major city in the country, there's similar detention facilities. Although the torture machines had long been removed from them, isolated cases of police brutality, mostly by the people in unmarked uniforms, have been reported on an increasing basis.

“I understand.” - the Allanean commander said, his face concealed under a black mask, as the civilian before him explained about the rumors that he had heard, about innocent inmates being slaughtered in the darkness. “I understand completely, Sir. I will send it up the chain.”

“But...”

“Listen to me, Mr. Simpson. You’re a school headmaster, right?”

“That’s correct, sir, at an elementary school.”

“Then you understand thte notion of being responsible for someone’s safety. How many children were there at your school, Mr. Simpson? The one you left in Diyaristan.”

“Five hundred and forty-one.”

“There are,” - the Allanean commander waved his hand towards the enormous cargo plane that was, even now, loading with passengers on the runway, “nearly one thousand passengers that are going to go on that plane, men, women, children, this to include babies held in their mothers’ laps. In the next hour, we’re going to organize takeoffs for six aircraft, with a total capacity of near six thousand passengers between them. I am responsible for these airplanes’ safe departure.”

He locked eyes with the Headmaster - the former Headmaster - as he continued.

“As a civilian, you may not understand how complex and vulnerable this operation is. Let me summarize it for you in one word: very. It is my first and foremost duty to rescue the Freemen and Freewomen in this facility, and bring them home to their families, safe and sound. I appreciate - I absolutely do - that there are horrible things being done in this country, and that more horrible things are going to be done soon. But I will not - cannot - violate the duty I have towards the innocent people we are here to rescue to try and do something about it myself. All we can do right now, Headmaster, is bear witness to what is happening. That is tragic, Headmaster. It truly is. But let me assure you that it i more than just a symbol.”

“Now, please return to the terminal. I suggest you record everything you know about these circumstances. When we go home, your testimony will have to go into the Organization’s records.”

On the runway, the engines of the superheavy cargo plane came alive.

For a few minutes, it was no longer possible to speak.

Secret Meeting

Image

One of the shadows spoke. "The traitors in the party have been dealt with. We can now move our plans to Stage 2."
Another added, "Are you sure we got all of them? What about Chairman Istiyar?"
"We killed the traitor weeks ago."
"But what about Alamardin and his Nationalists? He could undo everything we've planned!"
"Patience, comrade. We still have assets on the board, and they will be difficult for the revolution's enemies to uncover."

Humanitarian Crisis Looming?

What began as an issue over nationalizing foreign assets has devolved into a madness that few observers understand. The former Vice-President Salam Istiyar was found murdered; autopsy of the body revealed that he had been dead for almost a month.

In a country with shockingly few civil rights, death rates have spiked. A rising percentage of these have happened after unexplained disappearances as people all over are struggling to flee the country in complete disregard of border control laws. A letter claiming to be written by Istiyar openly directed Communist Party members to attack foreigners and emigrants.

Since the virtual collapse of the main opposing parties on the left as viable alternatives, the NP is expected to win an overwhelming majority in the legislature and take the Presidency.

Dura-Tek, the country's biggest foreign security contractor, has stated that it will be providing bodily security to Nationalist leaders in the climate of violence, for a price of 50,000 dinars a head. With the general election for Supreme Ijma heating up, the possibilities of political violence have observers on every side worried.
