Fae specifically are run by Min, so you'd have to consult with him before making such a character assuming it would be accepted. While I doubt Cer would accept a character that is partially a banned species, you would have to be more specific about your idea to get a definitive answer.

I also highly doubt the kind of fairies in the canon i made are the same, i wouldn't be surprised if all they shared was name. (That's actually probably not far from the truth)
The issue comes from that she's part of 2 species, both innately 'magical' to some degree. Problem being, they conflict with each other, ALOT. It's usually not an issue, because the operation that caused is supposed to leave them at less than 0.03% of a Fairy, the idea is to increase lifespan with it. The operation failed, made her 42% as opposed to 0.03%, meaning that ontop of being way shorter (Average height of fairies is around 3 feet, her parents species is almost 9 feet average), it means that half the magic she has is unusable because it would conflict with the other. So instead of being significantly stronger if the two worked together, she's significantly weaker.
Spells exist to circumvent that, all of which are very dangerous, very high level dark magic, the use of such a spell from time to time in her work, would cause her greatest weakness.
That, i guess, would be the shorthand.

Irrelevant, you don't really get to have "different canon" of the same thing here. Not without working it out with the other person anyway. The issue is that the reason we've banned a list of certain species is because of over-powered characters. Her "significantly weaker" might still be considered too powerful. You would have to tell us exactly what her powers are and how they would rank on our points system, not just tell us that they're considered weak.
