That they control a large part of land doesn't mean they actually control it. Most, if not all of the land in Libya is controlled by militia's who aligned themselves with one "government" or another. The conflict in Libya can still go on for decades if things remain the way they are.
The blockade of Qatar could have been anticipated by anyone who followed the relations between those nations.
