This furthermore goes to show that NS virtually has no defenders that will actually defend all regions being raided or invaded, which is what defending technically should be, and instead has a bunch of terms and conditions that must be followed for defense.

I have been doing this for over 13 years and there has never been a single successful defender region or organization whose policy was to attempt to defend all regions, all the time. Even the most purist Defenders in the game have made decisions not to defend at one point or another.

You should stop. You don't control the narrative, and you do not define what is or isn't "defending".
