Officer Poll Limit Thing

I just have a small question. Awhile ago when I was appointed as an officer in my ex-region, I had the poll power as one of the powers given to me. I went to do a two day poll, and it read up the error of something like "You have not been in office long enough to run a flash poll." I'm just curious of why this exists. I'd never seen it before so I'm tempted for info.
