    Weaknesses: If it kills anyone,which it probably will do, it burdens her excruciatingly.

    Strengths: It doesn't do much so there aren't any.
    Weaknesses: It shows everyone how she truly feels.
    Restrictions: It can't last forever, it depends on the energy of her pain. Max time: A few hours

She has a plan to help bring peace to both sides and get Aquario back home to his family to help make up for the loss of his brothers.

I'm rather unsure about classifying city destruction as power level 4. I'd think either more points should go to it (watch for paradox danger, described in the Powers and Abilities Scale spoiler in the OP) or it should be nerfed.

Similar with sending objects to the Moon, as that's potentially a lethal ability.

Upon looking at your app, you'll need to take another careful look at how the points and attributes you've placed in as well as expanding your bio further. The following are suggestions for you to consider on top of what Tilt has already mentioned:

Note: Which martial art exactly? All of them? If so, it won't be approved. If its one particular martial art at "7" means she's a master/black belt in her given discipline which, while possible, is also rare for someone so young. People dedicate years (decades even) to their form. If you want to keep this, this will help you expand and explain it in your bio as nothing was stated in there, this will also add depth to your character. Placing the maximum points in this without explaining anywhere (other than being born with it) makes for a flat character. Also, this would fall under "Supernatural Characteristics", with all strengths, weaknesses and restrictions applied.

OPTIONAL SUPERNATURAL CHARACTERISTICS

Note: In my opinion, you can bump this up to 2 with the restriction being she can only support her own weight for a short period of time (a minute and a half is, in IC, nothing at all, akin to a huge leap rather than flying). This also brings up the fact she has wings: magical wings? Or a physical attribute? If it's a physical attribute, this doesn't make her human.

Ability 2: Destructive Guitar Playing
    Power Level: 4
    Strengths: She can destroy a medium-sized concert hall (basically harm about 2,000 people, maybe less).
    Weaknesses: If it kills anyone,which it probably will do, it burdens her excruciatingly. After using the power she is exhausted and occasionally blacks out.

Note: I can't tell if this is her actual ability, or the ability of her guitar. If it's the guitar that's the weapon, it needs to be placed here, with its strengths, weaknesses and restrictions explained. If it's her natural ability, then the guitar is merely the focal point when she plays it. Acoustic weapon (guitar) or Sound manipulation (character ability) - 2 very different scopes here. Cer, our GM, will want you to explain or this ability will not be approved.

Note: Hair color change is "Mundane" and should be placed there rather than Supernatural Characteristics section of the application. "Energy of her pain" - you can take this out entirely and base her hair color change solely on feelings (happy, sad, angry, confused, etc. etc.), this allows you to play with her hair color whenever without being restricted solely on one emotion.

Which brings about another thing: Empathy. You mentioned it, but is it simply sympathy/empathy (base feelings) for others or an actual ability that she uses? If it's an actual ability it will need to be placed under the Supernatural Characteristics with points put in, strength, weaknesses, restrictions and how it ties in with Ability number 2. Empathy as explained.

Note: Simply put, this may not be approved at all. Too many things can go wrong. But given the low points, if this dimensional storage ONLY holds her guitar, it can pass.

Note: How your app is currently, and given the short bio, it doesn't give Otonako the depth she potentially has. You may have a background story you'd like to tell us in IC, but that shouldn't make your character application flat. There was more focus on powers/abilities rather than personality and background. We PL'ers love a good personality and background over power frankly because power/ability display is boring and left to just 'showing off'. We want to know your character persona and history and (in IC) how she adapts living with other quirky characters in the Building - not see what trick can be pulled off. Does this mean she won't use her abilities? Of course not! She'll have plenty of opportunities to, but it isn't the focus.

Besides, guitar playing itself will already attract her to other characters musically incline, I smell a PL band forming!

In short, I'd like you to take your time and think about what abilities you feel are suited to Otonako most and what aren't. Currently, Otonako has too many abilities, not enough personality, and I think if you thought about what you like Otonako to be you can narrow her focus and how you'd like to RP her.

Electric guitar: Can use destructive or non-destructive magical energy. It is quite powerful and cannot be broken with magic energy. Otonako, the user, and the guitar are connected with Otonako's magic energy when she uses it. This means that the power etc is the same.
Power: 4
Strengths: It is a very powerful instrument and can destroy anything within a certain amount of area.
Weaknesses: It could be stolen, although Otonako would fight as hard as she could to get it back, and cannot use any destructive magic after 3 days of use.
Restrictions: It only covers a certain amount of area, maybe about half a kilometre or less. Although it cannot be broken using magic means it can be broken by a certain skill level of physical mundane power, e.g if Otonako plays it too violently.     BACKGROUND
    [b]Education or Training: She went to a school that taught her basic education and simple magic control. She was trained in boxing for most of her childhood and is exceptionally talented.
    [b]Character Background/Biography: Although she and all her friends live in Mexico, they speak English, this is because they were brought up in English-speaking countries. They were asked to flee as their governments were scared of them and they found a tiny forgotten island near Mexico. Otonako and her cousin Forako were brought up in England. Neither of them were able to remember their parents as they died in an instant war after they got there. Older people remembered, however and passed the information onto them when they thought they were old enough.
She has recently been involved in a war in which her cousin, who was very close to her, was killed (the war was between Otonako's magic group and Aquario's magic group, caused by the deaths at a Thirteenth Girl Dead concert). She almost died herself but Aquario saved her life. Since then they have been looking for the rest of the Thirteenth Girl Dead band members in the wreckage. She has a plan to help bring peace to both sides and get Aquario back home to his family to help make up for the loss of his brothers.

Character Name: Otonako Irizari
Brief Description:  A magical band member trying to find her lost band member friends. She likes food and music. She is good at helping people in a crisis and is often perceived wrongly as she killed people using her destructive magic. She used to be part of a group which gave her and her other band members the task of killing people at one of their concerts which then caused a magic war. Otonako wouldn't have done this had it not been for her cousin, Forako, who was like a brother to her and couldn't see the evil in their leaders. She's a good person to have as your friend but if you damage anything close to her...watch out, she's not one to be underestimated.

Your app looks better; the only thing I can really see is the points on the Optional Supernatural Characteristics don't add up to 7, but that's an easy fix. I'd feel that your char's storage space ability could be lowered to 1, as I think I understand that her destructive guitar playing and flight are more central to the character? Feel free to correct me if I'm mistaken.

Magic: We're not impressed. Maybe you have a better sense of smell, or can heal a zit if you focus hard enough. You might be able to set things on fire with a lot of effort but, honesty, it would be quicker to use matches. Your power sucks hind tit.
Physical: Yeah, you can run a marathon just like all the other physically conditioned mortals in the world.
Skill: what? You want a gold star for having this level of knowledge?

2 – Meh
Magic: You call this a power? It's very low-tier. You might be able to slowly regenerate, teleport yourself a little bit, do some decent shapeshifting, or maybe actually create more than a match-head of fire. Still not that impressive, to be honest.
Physical: You can run a marathon. You'll still end up with bleeding, chafed nipples at the end.
Skill: You have a basic knowledge of the subject. Pizza Maker Level 2 means you can make the pizza without looking at the pictures above your station to see what goes on it.

3 – Low Superhuman
Magic: This is decent. Maybe you can launch a hadouken every once in a while. Your power is still "enhhhh".
Physical: Your dexterity lets you load a magazine quickly. You can compete in Weightlifting in the Olympics, and might actually win the Bronze. It'll wear you out afterwards.
Skill: Meh. Commercial airline pilot. You won't be landing a plane on the Hudson.

4 – Below Average Superhuman
Magic: Alright, this is your average magic user. Think an average demon's fire power (assuming we're talking about demons that have this type of power). You can manipulate at higher rates, produce stronger attacks, stuff like that. If you have a healing power, you should be able to heal most minor injuries in thirty seconds, and major in minutes (Cannot start regenerating until damage has stopped, AKA if you’re being burnt or electrocuted you can’t begin the regeneration process until you are no longer being attacked.). Things like regenerating a lost limb would still take almost a day and would be impossible in a battle. At this point, you might be able to do a bit of illusionist-type stuff, perhaps a little bit of transfiguration, pretty decent shapeshifting, okay elemental powers, stuff like that. You're a bit lower than the average wizard.
Physical: Your keen eyesight allows you to hit targets at a distance without a scope. Your Endurance lets you run a distance without tiring quickly. Four points in Dexterity lets you move quickly.
Skill: You can land that plane on the Hudson and know how to properly fill out the forms afterwards. You're a damn good sniper. Your smart enough to work spells out of your magic book. (AH! Yes, wizards need points in knowledge!)

5 – Average Superhuman
Magic: Alright, this is a pretty damn impressive power. You can shoot fireballs out of your hands, teleport a pretty decent distance, control elements pretty well (think like, one of the better benders in Avatar, because there isn't really a better way to describe it), things like that. Your power probably won't be too useful against higher-tier supernaturals, but you can slice through your basic human/demon/angel pretty quickly. You can summon a demon - you need a means to contain it because he'll kill you if he gets a chance.
Physical: Not bad! You could jump onto a second story balcony from the ground floor.
Skill: Very impressive. You can man a Gundam. However, you' need at least a 4 in Dexterity to fly it well. You have a bunch of spells memorized from your spell book. You can easily identify types of demons.


-Paradox Danger begins here for non-physical powers/skills-
Paradox is that nifty thing your OP keeps track of. The more you use a power in one situation to alter reality, manipulate things, fuck with atoms, tweak dimensions, etc the higher your paradox number goes. Too high? POOF. It's like building up a static charge. Paradox dissipates over time. There are ways to wick away paradox but you'd need to be fairly powerful to do so. An example, for those who remember it, was Ogoti's shield over the restaurant during the Drone final assault. He dealt with Paradox by dying and rapidly reanimating. Three skills used, all were at a 12.) Paradox may also manifest itself in an unintentional result. Healing a large group for a sustained amount of time? You might find your patient's body suddenly and uncontrollably mutating into a hideous blob. Paradox does not apply to physical traits or skills.

6 – Above Average Superhuman
Magic: You are a damn good wizard. If your power is healing, you have an amazing healing rate. Your hand is gone? Pfft, that's not a problem. It's back within a minute. Most higher-skilled wizards/supernaturals have this type of power. Your power is dangerous. You might even be able to project, reanimate, etc...your power is pretty decent.
Physical: You're pretty good. You can lift a car. You might be able to dodge a single bullet. You'll need points in endurance for that car, and points in dexterity for that bullet.
Skills: Wicked! Aragorn can track the orcs at a dead run. You can fashion your own spells.

7 – High Superhuman
Magic: You're better than your average wizard, but you aren't, like, godly. Your shit's impressive, though. You can summon a demon and maintain a bit of control over him. He'll still kill you if you give him a chance.
Physical: Remember that car? You'll be able to throw it.
Skills: You're ready to take on apprentices, if you're a wizard. You can calculate complex mathematical formulas and understand the principles behind them.

Irizari will need a higher skill in guitar in order to damage a concert hall/harm 2k people. This is a paradox level attack.

Her 2 in "Sending objects" means it might make it there... eventually, we hope... if the storage space is accessible from the current dimension (not many places are). 2 is very low on the scale.

Cer won't allow a 7 in boxing. She's too young, and she's not a high superhuman. She's human, and she lacks any points in stamina, strength, and dexterity (needed for boxing or martial arts).

Aquario (Paul Rowans) can't accompany her unless he has a character sheet. He'd end up left behind when she was dragged to the current dimension.

They can only use it when they genuinely need it? They can't use it for more then five minutes without serious side-effects? Some things are allowed without points. A pegasus has wings thus it can fly. A raptor is fast thus no points are spent in speed. These "natural" abilities should be listed in the character's description, however.
   
    Ability 1: Musical Weapon
    Power Level: 6
    Strengths: She can destroy a medium-sized concert hall (basically harm about 2,000 people's eardrums, maybe more).
    Weaknesses: If it kills anyone,e.g if someone dies from the damage caused to the building (glass everywhere), it burdens her excruciatingly. After using the power she is exhausted and occasionally blacks out.
    Restrictions: After she uses this power she cannot use it again for about 3 days.


    MAGICAL OR SPECIAL ITEMS
   
Electric guitar: Can use destructive or non-destructive magical energy. It is quite powerful and cannot be broken with magic energy. Its power is closely linked with Otonako's so they have similar restrictions etc. The guitar can be played acoustically by anyone, however only Otonako can use it as a destructive weapon (her intentions choose the way it's played: when she means to sing and play her guitar, it's a musical instrument, when she means to destroy, it's a lethal weapon).

Power: 6 (The combined power is still the same as the two are connected.)
Strengths: (See "Musical Weapon")
Weaknesses: It can be destroyed by magic, Otonako is looking for someone with a spell which could make it regenerate if it ever was to break, and strong physical energy has the potential to break it too, especially if Otonako plays it too violently.
Restrictions: Otonako is the only one who can use it with the power (the rest are the same as "Musical Weapon").

Cat, I'm confused. The destructive guitar playing - is this something she can do with any guitar, or does she need her special guitar? Also, if there isn't any power to the thing (if it's an acoustic instrument, for example), would it still work? How does it work? Is this a sound-based weapon?

I don't recommend starting her with any power higher than 5. PL has paradox for anything higher than a 6. An experienced player will have a bit of an instinct when it comes to adding a bit of it to their posts. An inexperienced player will use the power without thinking of consequences, and then sit in stunned silence when they see how brutal paradox can be.
