The Belisarius-class nuclear-powered ELINT ship is an electronic/signals intelligence vessel, part of Maritime Imperial's entrance into military spheres. It is a more powerful version of the Gracchus-class, and comes furnished with two nuclear reactors and a special icebreaking hull. Designed between 2011 and 2014, the Belisarius is a collaboration between Tethys Mara, Maritime Imperial's naval wing, and Neu Engolleen firm Schwyz Logiztek, originally commissioned by the Neu Engollon Defense Forces in order to replace their aging Oste-class ships and also accommodate the updated systems provided by Schwyz Logiztek. It was developed in order to fulfill the need of a customized ELINT/SIGINT vessel that could gather information on the high seas and support fleet operations.

A more potent variant of the diesel-fuelled Gracchus-class ELINT ship, the nuclear-powered ELKTRM (Electronic/Signals Monitoring) Belisarius is particularly designed for operation in cooler waters and climates, possessing a specialised icebreaking hull which allows it to operate even around the poles. The basic hull structure is inspired by the Argalium-class icebreaker, but its structure has been entirely optimised for signals intelligence and recon roles. This includes an overall size reduction and a considerable redesign of the superstructure.

A consequence of this redesign is that the Belisarius is capable of sustaining greater speeds and operating over greater distances than its predecessors. It retains the two NK-500 nuclear reactors of the Argalium on which it is modelled, but with less mass behind it it can achieve greater flank and cruise speeds. Designed to move in close to shore and to navigate in both warmer and colder climates, the hull is very versatile. It is double hulled and specially resistant to extreme cold waters and temperatures, and its special designed, reinforced steel icebreaker hull is made for pushing up and over ice in order to break down into and through it. It has more horsepower than a typical vessel of its size due to nuclear power plant-driven engines. Besides giving it the extra leverage to muscle through ice, this gives it extra power to flee on open seas from threats it cannot repel.

For boarding defense, weapons, or less lethal water cannons, can be pintle-mounted on to the deck to repel boarders. A countermeasures package tailored to modular attachments made for the Belisarius by Schwyz Logiztek includes chaff and flare launchers and a CIWS gun to knock down inbound projectiles that can be radar tracked. Mounting more offensive armaments is not recommended for a number of reasons - mainly that it can invite heavier retaliation, but also as space is needed for both the crew and systems to operate optimally.

The ELKTRM Belisarius is able to intercept transmissions on most bandwidths and spectra. In passive transmission collection mode, it can absorb hundreds of signals and bits of data per second and record it for later transcription or for instant re-transmission to central data gathering. When confronted by hostile jamming and electronic interference, the ELKTRM can bounce damaging jamming back onto the transmitter, as well as utilize its own jamming equipment to interfere and scramble enemy transmissions.

With an array of electronic systems and suites, the Belisarius is the perfect support ship for a fleet, but can also operate independently. When the extra countermeasure packages are added, the ELKTRM can thwart immediate attacks from hostiles alerted to its presence and true purpose, in order to flee the area quickly, or fall back on fleet protection. In comparison to the smaller Gracchus, the Belisarius possesses a similar but more extensive arsenal of electronic equipment.

The full package of Schwyz countermeasure and electronic surveillance suites and systems for the ELKTRM includes:
