Welcome to Esportiva! Welcome to The Royal Barangay and Ingla Terra! The 23rd running of the Rugby Union World Cup is upon us, and 48 teams from around the Multiverse will compete for the right to be called the RUWC Champions. Will it be you?

This is the thread where all the participants of the RUWC 23 post their rosters and roleplay, and also where I will post the results of the matches. The participants of this competition are the following:

Roster and RP Permissions
Participants are strongly encouraged to post a roster of their team. Take note that from the winning bid, there will be no style modifiers. Also, roster posts should include an Roleplay (RP) Permissions box, with the format shown below:

Participants can also add additional information on the bounds of RPing can their opponent write about, such as limiting injuries or telling their opponents to telegram them (particularly godmodding). It is important to note that participants should follow the RP permissions of their opponents, and any instances of violation of this shall be dealt with accordingly. It is also expected that participants read the RP of their opponents, if the latter posted first, to avoid conflicting events and further complications. RP's posted will be deemed as final and will be graded as such, unless participants include an out-of-character (OOC) note that edits will still be made in the initial RP, in which the final version before RP cutoff will be graded. This is to save time when the scorination period comes into play.

The 48 participants will be divided into pots of 8 teams. Since there are 22 ranked teams (so far) in the field, two unranked nations will be selected at random to fill up the third pot. The remaining unranked teams will then form the unranked pot, in which three teams will be picked from it to form each group.

THE ROYAL BARANGAY
NATION INFORMATION

What is The Royal Barangay?
The Royal Barangay is a nation that is located in Central Esportiva. It is bordered by a territory of Boring Paradise in the northwest, Swyftlandre in the east, Armakistan in the northeast, the Licentian Channel in the southwest and a vast sea at south. The area north of the Royal Barangay, albeit yet to be inhabited, is in a state of strong border control. The nation is made up of a mainland, which houses most of its provinces and an island at the southeast called Isla Nespa, with three provinces on it.

The nation was a direct result of the assasination of then-Supremo Mazda Senina, apparently by the Gran Supremo himself Antonio Arias. He currently handles the peacekeeping aspects of the nation after months of turbulence, and some attempts of coup de etat and numerous assasination plots. As of today, these threats seemed to be now at bay, but Senina symphatizers, particularly at Isla Nespa and the southwest areas, will look for lapses in security and strike at the least expected.

Upon hosting one of the most important tournaments in the region and the multiverse, the Komiteng Pampalakasan ng Maharlikang Barangay (KPMB) is tasked to coordinate with the Tropang Kasangga, the most advanced and skilled troops in the nation to maintain order in the duration of the tournament, particularly to the hotspots mentioned.

Geography

The Royal Barangay is divided into eight administrative regions, each with a regional center and many infrastractures. The capital, Sangti, is the smallest province in the nation, but is the center of the Barangayan government and also its financial backbone. Any disorder at the capital will paralyze operations so it is one of the heavily guarded places in the nation.

Other places of importance are the Zalesgon International Airport, the Leonde Port, the San Mariano bridge and Isla Nespa. ZIA, the four-terminal airport is the gateway of The Royal Barangay from other places in the multiverse. It is one of three international airports (the others are Nuelma and Gabel, albeit serving only in a domestic capacity) serving The Royal Barangay. The Leonde Port is an important hub for shipping in Southern TRB, and is the main thoroughfare from the nation to its near neighbors Estope and The Licentian Isles. The San Mariano Bridge is a 4.2 km bridge that links Gabel and Isla Nespa. Like Sangti, it is also heavily guarded, as any incident mean that supplies will be cut off between mainland TRB and the island. And finally the island itself. Famous for its sand beaches in the west, and big waves in the northeast, Isla Nespa is one of the most visited tourist destinations in the nation.

Transportation and highway system
Transportation is diverse in The Royal Barangay. Here you can see a range of vehicles from a simple pedicab to large double decker buses and trucks. Interregional bus services are available everyday and uses a terminal system, like in airports. Jeepneys provide intraregional thoroughfare that completes the transport system in The Royal Barangay. Regional terminals are located in regional centers in the nation (Sangti, Mogya, Nuelma, Nandezfer, Leonde, Baoyam, Viocla and Gabel, with Nespa also a satelite hub).

Highway system in The Royal Barangay

The highway system in The Royal Barangay is also modernized by the Senina administration, as numerous expressways here and there were constructed in the nation in order to shorten travel time around the nation. There are five main expressways in the nation: The Respana-Pranse Expressway, which links Region Capital with Respana Nuevo, Respana Viejo and Pranse in the South. Branching off from the second Viocla Exit is the REVONNE (Respana Viejo-Olhana-Nomadia-Nespa) Expressway, one of the most important roads in a Nespan point of view. The other expressway that spawns from Sangti is the Barangayan North Expressway, which passes through Cantones then to Nomadia, terminating in Cadomer, which it combines with the REVONNE Expressway. At Mogya, the Barangayan Central Expressway spawns from the BNE, which passes through Region Capital, Olhana to Leonde in Pranse to an interchange with the RPE. The last expressway is the Barangayan Coastal Road (BCR) which connects Manoglu in Respana Viejo with Calema in Nuevo Nomadia and passes through Pranse.

Senina's government spent millions of dollars in developing the expressways, which currently are giving many benefits to the transportation industry, businesses and motorists.

Besides the highways, there are also rapid transit systems in The Royal Barangay. The rail transit system in TRB has seven lines, connecting major regional centers in the nation. An extension to the eastern line is planned, which will extend the system into Isla Nespa.

Weather
Weather in The Royal Barangay is tropical - meaning that rains occur at the middle of the year, and occasionally at the southern part. There had been several storms that destroyed some provinces as of late, but these provinces recover quickly and after a month, normal life is restored. The northern part is rarely visited by storms, and a prime destination during rainy seasons.

Rainy seasons occur between June and November, while the rest of the year has sunny seasons, particularly in April.

People
Generally, the people in The Royal Barangay are inhospitable, with only a few percentage of them trained to be tour guides or attendants, but still most of the time, foreigners file complaints about their rudeness. With a new government installed, it is now a requirement in all levels of education in TRB to teach values education to people at their young age. However, there are some that are hospitable by birth; it is just the former governments that fail to nourish them.

The Royal Barangay has five languages: Baranggayo (RL Filipino), Sangtiano (RL Spanish), English, Pransean (RL French) and Cantonense (RL Basic Mandarin), but the majority of the can only speak and understand at most three, including English. English literacy in the nation is roughly at 90 percent - People at the northern side of the nation only understand Cantonense and either Baranggayo or Sangtiano. Signages at these areas are written in four languages.

How to enter The Royal Barangay
There are at least three ways of entering The Royal Barangay: via air travel, via sea travel (from the South), and via land travel (from the land borders, or the uninhabited north of TRB). The Zalesgon International Airport (Sangti-Zalesgon) is the gateway to The Royal Barangay, and almost all international flights arrive in this airport. The Leonde Port in southern TRB is where people that ride in ships arrive. Border control in TRB is tight since Arias took over as the Gran Supremo. Every passing pedestrian or vehicle is inspected and passports are required to be shown. This is the same case as in the ZIA and Leonde Port.

Upon entering TRB, the people arriving show his/her passport and a computer database, updated every two hours is checked for possible blacklisted personnel. Belongings are also heavily inspected and anything that poses danger (such as sharp objects, explosives, smoke flares among others) are confiscated. However, these rules are poorly implemented by security officers, leading to lapses that can endanger anyone in the nation.

Foreigners entering the nation can apply visas prior to their travel to the nation. There are three types of visas: Tourist, Worker, and Immigrant. Tourist visas usually last only a month; Worker visas usually last the duration the contract is signed (the traveller has to submit a copy of the contract explicitly stating the length of it), while Immigrant visas lasts indefinitely; these visas have the longest processing time, as it involves checking of clearance records (such as criminal records, international watchlists, etc.).

Regulations
Upon entering the Royal Barangay, foreigners are expected to obey the laws enforced by the Barangayan government. These include the prohibition to cause violence and harm to people, among other provisions. However, the government implements curfews only for those under the age of 12. This curfew means that any unaccompanied people under that age would be prohibited from coming out of their houses by 10 PM.

Also, staying in the nation with expired visas is punishable by banishment and deportation. Commiting any crimes (or cases filed against) will revocate the visa of the offender, whatever type he/she has.

The Venues

The KPMB had submitted five stadiums for use in the Rugby Union World Cup. One of them is the national stadium, Estadio Olimpico, and will host the final of the tournament. The remaining four will be used for the group stages and the knockout stages.

Estadio Olimpico

Stadium Details: This newly built stadium was originally designed by Kytleran company BNW Varin. However, the inability of the company to built the stadium in time for the World Cup 66 qualifiers meant that the contract had to be passed to other capable companies. The local builder company Vilalobos Corp stepped up and constructed the stadium in time for the World Cup 67 Qualifiers. This stadium took over hosting of national team matches and hosting of the Copa del Barangay final and Supercopa Maharlika from Estadio Ferdinand Marcos, now known as StadiumSangti. The 100,000 capacity stadium has goal line technology installed in the natural grass pitch. Since this is a relatively new stadium, the government of Mazda Senina invested heavily in installing up to date amenities and technologies for the stadium, and since the assassination of the old supremo, security has been improved, with 3,000 CCTV cameras surrounding the stadium. This stadium hosted the final of the ninth Campionato Esportiva, with Taijan lifting the trophy after their 5-4 extra time win over German American States. It also hosted the 53rd Champions Cup Final.

The stadium will host the final of the Rugby Union World Cup 23.

Stadium Details: This was the national stadium before the Estadio Olimpico took over hosting duties. The 60,000 stadium was formerly known as Estadio Ferdinand Marcos (El Dictator) and hosted the UICA Series B Champions Cup 46 final, the inagural UICA Youth Cup final stages (semifinals and finals) and the sixth Campionato Esportivano di Campeones final, where Real Cintore lost to OE Penthesilea in extra time. The stadium was reconfigured, had an artificial pitch installed, and is now a rugby-specific stadium. CF Sangti plans to lease the stadium when they reach the top tier of Barangayan football.

The stadium will host fifteen group stage matches, a Round of 24 match, a Round of 16 match, and the Barangayan half of the semifinals of the Rugby Union World Cup 23.

National Information

Overview
The United Commonwealth of Ingla Terra is a fledging nation in central Esportiva. It is made up of the the mainland, which is bounded by the Licentian Channel and the Freedom Island at the north of the mainland. Their nearest neighbors are The Licentian Isles, The Royal Barangay and Estope.

The nation is divided into eight administrative regions, and the capital city of Shiefield, which is located at the northeast of the nation, directly south of Freedom Island.

People
The demonym for the people of Ingla Terra are Inglans. These Inglans are a mixture of English and Filipino customs and culture, which languages are the official languages in the nation. Since one of the official languages is a universal language, foreigners can easily understand what Inglans say. Should any foreigner cannot understand English, an interpreter may be brought by Ingla Terra that will be given an allowance equivalent to the number of days s/he served. The height of the Inglans are usually on the range of 5 to 6 footers. 7 footers are rare in the nation.

Government
The government of Ingla Terra is led by a dictator, with emphasis on the economy. Citizens enjoy an average treatment from the government, but they should follow the dictator's orders. Any movement that are against the government's ideals shall have their life made miserable, but not to the point of extrajudicial killings.

Foreigners will be handed handbooks on the laws of the Inglan government. This is a thirty-leaved book on how to follow Ingla Terra's regulation on foreigners. The most particular laws that are emphasized are:

Foreigners should not question the running of the government. Violation of this will result to immediate deportation.
Causing harm to Inglans, except when provoked, is prohibited. The penalty is also an immediate deportation.
There is a curfew of 10 PM, on which all establishments should close thirty minutes before the curfew and no more people should be outside their registered lodging or any house after the curfew. Penalty ranges from fines to imprisonment.

Economy
The currency of Ingla Terra is the Pound. It's current equivalent to NS Dollars can be found here, With $1 = 2.2 Inglan Pound, one can rent a hotel for 40 pounds at the average. Food per person can range from 2 to 12 pounds, with the most expensive ones at around 20 pounds.

Accommodation
Hotel accommodation will be subsidized by the Inglan government, 75 percent to be exact. The remaining 25 percent may be paid by the team before their check-out at the end of the tournament. Teams may opt to check-out early after their exit in the tournament if they want to.

A modest stadium in Inglan standards, but have the capability for expansion, depending on the success of the football team, which may not be immediate. The ambience of the stadium is intimidating, according to the national team itself. This is because noise is amplified inside the rectangular stadium, which disturbs many players and fans alike. Fortunatelty, smaller crowds may be expected in this stadium, particularly the fact that Ingla Terra will not play there. Located at the western borough, near the Crottenham-Shiefield border.

Prusy Krolewskie (Royal Prussia) got it's independence from Prussia (the Teutonic Order State) during the 15th century and has been an ally to Poland. Prusy Krolewskie is now inhabited by people who speak Polish and German and the Old Prussian language is almost extinct. Saintland has a very rough style of play and very few fouls in our national league, so don't hesitate to card Sanctii players, especially if Saintland loses. Rugby is the 3rd most popular form of football in Saintland. It is nowhere near as popular as soccer or gridiron. It also is not as popular as baseball, ice hockey or basketball. Rugby is roughly as popular as handball in Saintland. A RL comparison would be soccer in the US. The Saintland rugby team doesn't have the high expectations that come with representing Saintland in any of the big 5 sports. Actually, the team is somewhat infamous for being mostly ignored at home, regardless of how they perform. The Saintland National Rugby Union Team has 5 brother combinations in the starting lineup. This team lacks a star player. Unlike the usual Sanctii captains, Desidenius is not a star player. He is a veteran who captains the St. Petrus rugby union team. Desidenius is known for his veteran leadership, but he is just a good player. Even Lucas Portius, the MVP last season, is not a superstar player. When the Sanctii perform well, as they did at the 22nd Rugby World Cup, it is through team play, not through the dominance of any single player. They are relatively tall players and most of them have played gridiron at the youth levels.

Wray Rugby Football Board

Rugby Union is enjoying a resurgence in popularity in Wray. Originally coming over with the Uitbregeni colonists as Rugby League, Wray shifted it slightly to more international Union format. It could be said, in certain parts of the country, like the rainy south around Nelson's Bay, that Rugby Union might even challenge cricket for ultimate popularity amongst the populace.

The newly expanded 12-team Avura League, up from 8 teams with two new Nelson's Bay clubs and one a-piece in Attersea, the traditional rugby-league stronghold and for Shorebrook, the district of Cartersburg, is going strong, with regular competition from 6 or 7 teams for title each season. Moving away from historic club roots to the franchise based game, the league has strong financial backing and is looking to bring in overseas talent before the commencement of the new season after the World Cup.

Wray rugby prides itself on it's strength and dynamism - it has a particularly attacking back row of the pack, and whilst the outside three may not possess the greatest amount of pace, they are all powerful runners and know where the line is. The team is ably led by fly-half Brendon Ashworth, who has been the leading points scorer in the Avura League for the last three season.

Other key players in the set-up include monstrous No. 8 Alex Lawson-Grey, standing at 6ft 6" and weighing in at 245lbs, who will provide the muscle in attack, agile scrum-half Parker Vaughan and big-running full back Christian Kintore.

UNIFIED SUNRISE ISLANDS
THE LEGION

When the Unified Sunrise Islands announced they would send an actual national rugby union squad to the RUWC, people were scratching their heads. Not that the Sunrisians were flat out illiterate about the sport, they enjoyed a brief league under the Triumvirate League, but that eventually ended and most of the players retired. Efforts to start a new league have been under talks these days, part of the popular League Boom.

The national team has been made up of collegiate talent as these are the players probably on the way to play at whatever league is assembled. They aren't expected to perform well, however, as a result of their lack of experience.

Peter Teripane, the head coach of the Mapletish Rubgy Union National Team since their participation in the URA Rugby Union Championships XXXV [URUC], where the All Reds failed to beat their closest rivals, the All Blacks to the URUC title however Teripane has guided the Lions to two URUC tournament victories and a gold medal in the Uralympics XLV. Having lost out of the previous RUWC 22, Teripane will certainly look to going even further this RUWC.

Daniel Frederik, the assistant coach of the Mapletish Rugby Union National Team since Victor Cornélio's management, before Peter Teripane stepped into the Mapletish rugby union scene. Under the guidance of Cornélio, the All Reds won the URUC title three times in a row and dominated the rugby union scene in the URA before the All Blacks came out top in the XXXV URUC. With youth development, one of Frederik's expertise, there is no doubt that the future of Maplish rugby union will be bright!

The Buio'Dzz
Before every match, the team members (including the designated substitutes for the match) will perform a traditional ritual, called the Buio'Dzz on the pitch just before play begins. This is one of the many tribe war dance from the aboriginals of Mapletish, meant to awe their opponents, this is similar to the [RL] New Zealanders' haka before their matches. This would be performed unless the hosts of the match in question object to the ritual.

Greetings to all the participating nations!

In cooperation with the Inglan Rugby Board, we would like to announce the proceedings of the 23rd Rugby Union World Cup. Included in this communique, the schedule of the opening ceremony and the group stage matches. On the 3rd of April, the opening ceremonies will be held at the StadiumSangti in the capital city of Sangti, The Royal Barangay, with performances from different celebrities, and the match between The Royal Barangay and Unified Sunrise Islands following the ceremonies. The competition will continue around The Royal Barangay and Ingla Terra. The group stages will end on the 12th or the 13th of April. There will be a five-day break between the group stage and the playoffs. The schedules and the stadium assignments for the playoffs are to be announced.
