Two.

The Representative Council - 116,280 seats (1 for every 100,000)
The Citizen's Council - 465,120 seats (1 for every 25,000)

All bills must begin in the Representative Council and must obtain a 2/3 majority to advance. Once in the Citizen's Council it too needs a 2/3 majority to advance to national referendum, where it needs a 2/3 majority and 75% participation in order to pass. So yes, a bill that receives 66% in the affirmative with only 74.9% participation will not pass. If it is that close, a second attempt will take place the following Wednesday (national referendums always take place on Wednesday).

We have 2 legislative houses .

The house of representatives is the first house and has 1000 representatives who are democratically elected.

There is also the senate where 100 of our finest minds are chosen by competitive examinations to fill the seats of this house. The cabinet is a subset of this house and has further exams to earn a cabinet seat where they must prove skill in the area of the cabinet seat they are running for, This results in each of our cabinet minsters being a world class expert in the area of their portfolio, for example our minister for health is our best doctor, and the minister for trade and industry is the CEO of Niciae Diversified Holdings, our largest and most successful company.

Comunkzi has no legislative houses. All decisions are made democratically by the political committee in each worker's communes in a system known as Federal Worker's Commune System. The Federal Politics Commune is as close to the idea of a legislative houses but its responsibility is to check the constitutionality of laws passed by the Worker's Commune. We have thousands of communes, each profession has one, and each company has a commune.

Taking all the states in Mexico, USA, Canada and Congress, we have 95 legislative houses. In that case, a bill needs 48 legeslative houses to pass the bill to the president and the people. The people altogether outweigh the power of the president and the law can only be forwarded if the Constitution does not allow such laws.

There are three: The House of Lords (the most important, form where Gov'ts are drawn), the Senate of Astralsideria (less important, but more democratic), and the House of Commons (the least important, but the most democratic). Bills can be started by any House, but must be passed along and back along the Houses until it is t o the satisfaction of all Houses.

Two: the House of Commons (lower) and the House of Lords (upper). Seats in the Commons are elected with local elections around the country, and seats in the House of Lords are filled by hereditary Peers who are selected personally by The Queen from among all Peers of the Realm (although the Prime Minister is allowed to advise The Queen on potential seaters in the Lords).

each level and jurisdiction, including the national, has a single council of usually nine members, but may number between 5 and 11 members, depending on local conditions; which at the national level there are nine; that serve simultaneously as legislative, judiciary and executive. in practice of course, judiciary and many sub-functions, such as for example infrastructure oversight, are delegated to sub-councils of the learned and wise.

any cameroi citizen can request an item be introduced on our agenda for consideration, just as any may, as our motto states, "form a committee". and we are constitutionally bound to consider individually the merits of each such request, and decide by vote any upon which agreement is not immediately unanimous.

normally individuals only do so at their local level, but if a matter is of broader concern, it may be submitted electronically, to whatever level to which it would be of most direct concern.

when our agenda becomes too full to process in a single session, we of course delegate to subcommittees their prioritization. such subcommittees, must however, adhere to the principals we set forth for such prioritization. which every elected council so designating may review and adjust as needed at any time.

the short answer of course, at the national level, would be one.
we felt however, such an response would be meaningless without the further explanation provided.

Crichtonsia has a bicameral legislature, known as Congress, composed of the House of Representatives (lower house) and the Senate (upper house).

The House has 150 members, elected by party-list proportional-representation by the nation at large, voting as a single constituency.

The Senate has 50 members. Each province is represented by ten senators, who are elected by the sitting members of the provincial legislature of the province in question, by single transferable vote.

Pasiere has one, it is called the "estates general" it is not a regular occurence for it to be assembled because pasiere is an absolute monarchy and the king has full power, however when the king calls the estates general he makes a vow to listen to their advice and not to dismiss a majority vote made by them.

Nohn's four autonomous tribal regions each has it's own regional clanmeet composed of chosen representatives from each of the region's recognized clans. These clanmeets have authority over their region's internal affairs and proceedings. How each clan chooses it's own representative is up to them. These clanmeets then create governments based on coalations between clans, leading to governments which include a regional Grand Chief, and his or her cabinet.

External affairs and governance of the city of Alsten and surrounding region is executed by the Protectorate Government, composed of members of the Nohn Defence Forces. Senior ranking members of the Defence Forces serve not only as military leaders, but political ones as well. The Protectorate Council is composed of all Generals within the self defence forces, headed by Governor General Eric Montcalm. All legislation must be signed off on by the Governor General, otherwise it functions much like a small, non-partisan legislature. Currently, Nohn has 23 Generals: 11 Navy, 6 Army, 5 Airforce, 2 Coast guard, and the Governor General.

In addition, there is the Circle of Elders, composed of typically 12 elders, one from each major sythen nationality, which functions as the nominal head of state. However, their powers are purely ceremonial and can be overruled by the Governor General when there is need.

There is talk about setting up a civilian, human government for the Alsten region, which would in theory function as the tribal governments of the sythen regions, but these talks have failed to progress. Also, the sythen races have been pressuring the government to include the four Grand Chiefs in which the Protectorate Council, a proposal which may have serious potential over the coming years.

One: the unicameral Chancellor's Congress.

Consisting of four hundred ninety nine democratically elected Senators and the Judgemaster, this legislative body can be skipped by order of both Chancellors, meaning law can be passed by head of state fiat. However, Congress is by no means a rubberstamp body!

Only Congress can authorize war. The Chancellors and everyone else must wait for Congress to authorize it. That's to prevent the extremely powerful heads of state from becoming super-dictators or madmen.

The Chancellors are as bound to the Constitution as Congress. If either screws up, they can be called out by the Supreme Court. The Judgemaster is a double role, which serves as the Speaker of the House AND the Chief Justice of the Supreme Court. Unlike all other Senators and Justices (who are elected), the Judgemaster is appointed by the heads of state.

Congress can also, by two-thirds vote, force an Impeachment motion on the Chancellors (or anyone else for that matter) if they violate any moral, legal, or Constitutional creed. Adultery or theft, for example, can be calls for Impeachment. For a recent example, a human Supreme Court Justice once lost his position after he came out of the closet- a direct violation of the federal government's Don't Ask Don't Tell policy, through Congressional impeachment.

To pass any law, a simple majority is needed. If Fillibuster comes to play, three hundred seventy three of the Senators must vote cloture. Committee barely exists. All laws and bills are open to discussion by all members and all bills hit a floor vote. For this reason, Congress is speedy, but also a battleground for debate and dialogue. Add to the fact that Mister Happy's Funland (NS Issue) built and sponsored the Capitol building (with rollercoasters and rides and stuff), and you have choas.

Laws that are passed go on to the Chancellors for Assent. If both consent, the bill becomes law. If one or both Chancellors reject, it either goes back to Congress or the two heads of state argue with each other until they can approve the law together.

The Chancellors can not edit a law written and sent to them by Congress in order to pass it. They must pass it as-is, or scrap it and write their own. The Masses can force a Referendum of any law if one-third of the population so petition.

Congress was dissolved in January 2012 after a group of one hundred voted to begin a massive genocide using most every loophole in the TurtleShroomer Constitution. It nearly killed us all! The next elections will soon come to pass, but for now, it's getting dangerous.

One, the House of Lords. It is where the Nobles gather to discuss matters of importance. Should they come to a decision the King or Queen must approve and then it becomes law. If the Monarch whishes to pass a law they must get it approved by the House of Lords.

We have two houses:

The House of Commons - This has 731 members, all of whom are democratically elected. This has most of the powers. (It's called "House of Commons" because it used to be formed of commoners.)

The House of Lords - This has 84 members (one for each county) and again are all democratically elected. Other than passing or vetoing the laws (its more of less just a formality), no-one really knows what they do. (Although it no longer applies, only Lords/Lairds were allowed here, hence "House of Lords.)
Please note that Mid Lothian is based on fantasy. Any references to anything/one/where that exists is completely coincidential.
Frequently used abbreviations: HoS = Head of State; HoG = Head of Government; ML = Mid Lothian; KSS - Kate Stephens-Smith.
Fancy an embassy in ML? Click me for details. (PS - I'll return the favour.)
I am usually rewriting stuff about Mid Lothian - just because it's true today isn't necessarily true tomorrow.

Warning - Full-time Grammar Nazi at work. You have been warned. (I guess that's due to my mum being an English teacher. Also, don't use masculine words to describe me - my name is Rebecca, which is clearly a feminine name.)
