A shining beacon of civilization in the wilderness. A center of commerce and trade. A meeting place for national officials. The first step into the wild frontier of the Gamma Quadrant for all the brave souls wandering the stars. Wealth for all those that desire it. Adventure for all those that seek it. A new life, for all those that want it.
Welcome to Liu Xiu.
Welcome to the Liu Xiu Special Economic Zone!
What is the Liu Xiu Special Economic Zone?
Liu Xiu is a star system located in the core-ward sectors of the Gamma Quadrant. Here , it is our hope that nations from all across the galaxy can come and engage in trade and diplomacy with one another to their hearts content. The system capital is the former Imperial Star Republic Enclave of Graywinter, while all major planets have been designated a special administrative capital. These administrative centers are points of contact for the Liu Xiu Administrative Council and the Imperial Star Republic, and are strictly meant to oversee the infrastructure and logistics of native facilities and inhabitants of the planets they are located on.
Who owns the Liu Xiu Special Economic Zone?
Liu Xiu is considered part of the Imperial Star Republic of Vocenae, though due to the sheer distance between Liu Xiu and the rest of the Imperial Star Republic, Liu Xiu had been designated as a 'special administrative region', meaning that it is allowed to approach policy and other governmental concerns with almost complete autonomy, allowing it to more easily serve the needs of its registered citizens and those of its foreign partners.
I wish to get involved with Liu Xiu, how do I do that?
Liu Xiu's vast stellar territory is largely open to any and all galactic nations that wish to take part in this grand venture. To this end we continue to support and operate the Enclave and Outpost system that was set in place by the star system's previous owners. Please see the following post for the Application form for establishing a Enclave or Outpost within the Liu Xiu Special Economic Zone, and for a full listing of active Enclaves and Outposts.
What is the Liu Xiu Special Economic Zone?
Liu Xiu is a open Future Tech setting, which means it is in itself NOT a singular roleplaying thread, a closed roleplaying group, or otherwise removed from the greater Future Tech (FT) community. That means players who submit an application for a Enclave or Outpost (details below) are free to use Liu Xiu as a launch point or a central setting for any Future Tech related RP. This means if you want to use Liu Xiu as the starting point for a crime RP thread that ends up mostly taking place on the other side of the galaxy, that is perfectly fine. If you want to do a economic, diplomacy, murder, or corporate/military espionage thread within a Liu Xiu location, that is also perfectly fine (please note that permission to use other player locations should be cleared with the owner of that location first). You can even just mention Liu Xiu in passing and you're using the system as it is intended to be used!
What this also means is that actions in or involving Liu Xiu can influence other threads and stories within the Future Tech community, and the actions of Future Tech players throughout the galaxy across multiple threads can cause Liu Xiu to change and adapt to the current IC environment. Liu Xiu is meant to act as a place where nations from across the FT galaxy can have a mutual interest point, allowing to wider collaborative works among FT players and strengthening the Future Tech community as a whole.
In short, Liu Xiu is a sandbox. Yes, there are rules for the sandbox, but these are largely there to maintain said sandbox. More like structural walls than limitations.
Who owns the Liu Xiu Special Economic Zone?
Vocenae, and as the owner and operator of this thread, I do reserve to right to restrict or remove players that do not abide by the OOC rules of this thread, NationStates, and these forums.
What happened to the previous owner of Liu Xiu?
The previous owner Dreadful Sagittarius, chose to head in a different direction with his nation and was kind enough to transfer control of this project over to me.
I wish to get involved with Liu Xiu, how do I do that?
Liu Xiu' is open to nearly all roleplayers within the Future Tech community. As Liu Xiu is, as stated above, an open setting. The second post on this thread will include more detailed information on how to apply for a Enclave or Outpost within the Liu Xiu sandbox.

MAJOR LOCALES OF THE LIU XIU SPECIAL ECONOMIC ZONE
Liu Xiu is a older G-Class star that is roughly five billion years old. Also referred to as 'Xiu Prime', the star is, as expected, a extremely important fixture for life in the system. At present, there are only a few facilities in close orbit around the star, most notably the Kieros Array, funded by the Kiith Federation.
Houyi is a small, rocky, airless world that circles Liu Xiu Prime at 0.3 astronomical units, making it the closest planet to the star. Houyi is also the smallest of the non-moon planets and is roughly the same size as Jiwao's moon Fenghuang though is smaller than Kythira's moon Pylos. Due to the planet's proximity to Liu Xiu Prime and the intense solar heat and radiation thrown off by the star there has been no development on the planet's crater riddled surface save for the monitoring outpost of Oasis, which has been established following the Kiith Federation's handover of the Kieros Array to the LXSEZ Administrative Council. Although Oasis is currently the only manned station on Houyi and it's residents are tasked with monitoring the planet and the Kieros Array, Houyi's administrative office is located on Pinnacle.
Pinnacle is the smallest of the three terrestrial planets in Liu Xiu, but is much closer to Liu Xiu, making it a warmer planet than Jiwao. Pinnacle's landmass is almost non-existent, with almost ninety-three percent of the planet's surface being covered by water. Due to its close proximity to Liu Xiu, and it's own two small moons, Pinnacle's oceans are in a state of constant turbulence. Much of Pinnacle's habitable landmasses are in tightly grouped archipelagos of mountainous islands, most of which are long dormant volcanoes. It is on these mountains that the miniscule population of Pinnacle make their home. Due to the small amount of available land, the Liu Xiu Administrative Council has consolidated or moved the non-foreign residents of these islands to the plantary administrative capital of of Hira, leaving many archipelagos open for foreign immigration. In orbit, Pinnacle is orbited by two large planetoids that have been classified as Wayfarer and Strider. Both have somewhat erratic orbits and rotation, and travel to and from these moons is highly restricted for safety reasons. Pinnacle's lack of landmass may prevent traditional tourism and travel, but there is a flourishing industry of windsailing and other fun past-times. For more information, please contact the Pinnacle Board of Tourism in Hira.
Taen is the second planet of the Liu Xiu system, and sits comfortably within the system's 'Goldilocks Zone', which allows the planet to have a much more favorable climate and terrain than that of Jiwao or Pinnacle. In fact, most of the planet's terrain is incredibly gentle in comparison to its planetary siblings; most of the planet is covered in vast plains and periodic highland steppes. Flowing violet rivers of Taen's water analogue divide the otherwise landmass, and eventually empty out into two medium sized seas that power Taen's atmosphere. However, Taen's atmosphere is largely toxic to all known non-native species. All travelers outside of the arcology dome will be required to use a breath mask and their native air. It is also advised not to drink Taen's water unfiltered or without any sort of anti-bacterial injection as the water will induce severe cramping and infection. It is, outside of it's atmosphere, can be traversed in simple clothing and does not require the use of a pressure suit or other sealed traversal gear outside of a breath mask. Despite this, Taen is a remarkably fertile world that bears many garden world traits which make it Liu Xiu's primary agricultural world due to the heavily symbiotic relationship between Taen's flora and fauna. It is this relationship that prevents any true planetary terraforming operations to remove the poisonous atmosphere, which would irreparably damage the interconnected biosphere and thus ruin the world's fertility. There are several settlements on Taen, all encased within specialized arcologies that are tailored to match their inhabitants preferred atmospheres, and are commonly seen in great clusters that stretch for kilometers. It is within these massive arcologies that the primary food production and distribution takes place, as Taen's incredibly fertile soil only loses some of its potency when exposed to oxygen or other breathable gases, allowing for more traditional foods to be grown. These arcology domes also house the massive processing centers for foodstuffs grown in Taen's open atmosphere, allowing for it to be purified and made ready for distribution by the equally massive distribution centers within the domes. The planetary administrative capital is the Jarilo Arcology Dome.
Jiwao is the most openly hospitable planet with the star system, and third most planet from Liu Xiu as well as being the system's largest terrestrial world, sitting slightly closer to the outer edge of Liu Xiu Prime's 'Goldilocks Zone'. Because of this, Jiwao's climate is slightly colder than that of Taen or Pinnacle, but is far within the acceptable boundaries for most humanoid life, having stable gravity and a breathable, non-poisonous atmosphere, though Jiwao suffers the highest percentage of rain of all the terrestrial planets. Jiwao is a planet is rich in mineral deposits, and is moderately populated despite the formidable climate and rugged terrain that consists of towering mountains, steppes, deep valleys and dense forests. With the purchase of Liu Xiu, many former citizens of the Phanes Republic have left, leaving many smaller settlements open for reclamation and repopulation, a promising new start for anyone who would feel more at home in the wilderness than within one of Jiwao's larger settlements and cities. For more things to do on Jiwao, please contact the Jiwao Board of Tourism. The planetary administrative capital is the city of Stormcrest, while the Liu Xiu system administration is located in the former Imperial Star Republic Enclave of Greywinter.
NOTICE: Following the collapse of the Jiwao Skylift and the damage to the planet associated with it, all tether impact sites and locations are to be considered restricted to all non-authorized traffic by order of the Liiu Xiu Administrative Council and Security Division. Failure to adhere to this restriction will result in immediate arrest and detainment.

Fenghuang is Jiwao's single moon, notable for its distinctively vivid amber-gold coloring. While beautiful, Fenghuang has no atmosphere and very low gravity, requiring the use of environmental suits when out on the surface. Fenghuang's near side has many worn mountain ranges and ridges, along with several large craters while the moon's far side is, as expected, largely eroded by countless meteorite impacts. Fenghuang's primary use in the past has been relatively cheap helium-3 and production of basic fuel needs for local short-range vessels , as well as a free gravitational slingshot point for quicker exit from Jiwao. Fenghuang was previously closed to public ventures, but is now open for all applicants to claim Enclave or Outpost space. FengHuang's administrative capital is Tian Base.
Port Expedition is the newly rechristened star port network in high orbit over Jiwao. It is here that most of Liu Xiu's free trade is done, as well as the start and is the first port of call for any visitor coming to or from the star system. Port Expedition also hosts several foreign enclaves and outposts, and is expected to have several major additions added to it as time passes. Port Expedition has no special administrative capital on any of its myriad stations and instead delegates control to the system capital of Graywinter.
Kythira, formerly known as Kappa, is Liu Xiu's largest gas giant, sitting at roughly seven astronomical units from Liu Xiu. Kythira's atmosphere is rich in helium and hydrogen, which has made it the main starship fuel depot in Liu Xiu. Kythira has several major moons and a insignificant ring system along with a very large amount of gravitationally bound asteroid companions. Due to the importance of Kythira's otherwise remote location, the Liu Xiu Administrative Council has constructed a orbiting military installation, the Watchtower, that will oversee security of the many other orbital facilities and freighters that do business around the gas giant. Watchtower also serves as the administrative capital for local Kythira space.
NOTICE: The Liu Xiu Security Fleet will NOT respond to distress calls beyond a distance of 1,100,000km from Kythira. All travelers are advised to stay within the advised trade lanes to and from Kythira for their own safety.

Pylos is one of the largest moons of the gas giant Kythira. Pylos is a hostile world that is covered in lava, and tectonically active due to the massive tidal forces exerted by its parent planet and the other moons around it. Pylos' orbital path leaves it in the shadow of Kythira and that of the gas giant's other large satellites for most of its trip around the massive gas giant, leaving only a handful of days in its revolution when the moon is directly exposed to the light of Liu Xiu Prime The moon has a thick and oppressive atmosphere of sulfur and ash clouds, retaining the heat of the molten surface and mercilessly baking the more stable, rocky plateaus that make up Pylos's landmasses. There is no native life on the surface of Pylos, save for heat resistance microbial fauna. Pylos has been largely ignored due to the inhospitable surface, but recently the Liu Xiu Administrative Council has begun granting entrepreneurs permission for heavy industrial activities on the moon's surface. As part of the local Kythira system and due to its low population, Pylos's administrative center is located within the Watchtower space station.
Corfu is another of Kythira’s numerous moons, similar in size to Pylos though drastically different from it’s sister moon’s hellscape. Orbiting Kythira at a far more forgiving range, Corfu’s mass and distance allows it to slowly rotate on it’s axis, giving it a fifty-three hour day/night cycle. Corfu has a life supporting atmosphere, and contains one major sea and an abundance of large lakes, as well as countless rivers that surge through the planet’s rugged, mountainous terrain. Due to the tidal forces, the moon still experiences geological and tectonic activity, with frequent earthquakes reshaping rivers as new lava flows pour forth from the moon's interior. However, the moon's surface is far more geologically stable than it's sister moon Pylos, and several small settlements and research facilities dot the surface of the moon. The moon’s vegetation is sparse, but small, dense forests of massive half-kilometer high trees have taken root across the moon, creating a small but vibrant ecosystem while large trilobite lifeforms dominate the waterways. As with Pylos, Corfu's administrative center is currently located within the Watchtower space station.
Paxos, formerly known as Lambda, is a small ice giant located approximately thirty-three astronomical units from Liu Xiu Prime, whose atmosphere consists mainly of methane, ammonia and traces of hydrogen and helium. Paxos's location in the outermost reaches of the Liu Xiu system, coupled with its relatively limited harvestable resources have led to the local planetary system largely uninhabited save for a few outlying stations that serve to refuel starships and Maritime Authority shipping checkpoints. While Paxos serves as an adequate location for gravitational slingshot manuevers to and from the inner star system, most starships simply pass the ice giant by. Paxos has a small moon system, largely comprised of a handful of small moons and a few minor captured Trojan asteroids from the nearby Gemini Belt. The small space habitat of Echo Station, the primary administrative hub in the Paxos local area, also orbits the gas giant.
NOTICE: The Liu Xiu Maritime Authority will NOT respond to distress calls outside of the immediate vicinity of Paxos. All travelers are highly advised to stay within the designated and patrolled trade routes to and from the orbit of Paxos for their own safety.

The Gemini Belt, formerly known as 'The Double Belter', is a unique asteroid field that is in fact two large rings of debris that interconnect with one another despite their different orbital paths and elliptic orbit. The primary belt circles Liu Xiu at a distance of thirty-five astronomical units, while the secondary and smaller belt extends of a massive elliptic orbit that takes it nearly to Liu Xiu's Kuiper Belt before swinging wildly back to an almost identical orbital path as the primary belt. It is unknown what exactly caused this peculiar orbit, however that has not stopped individuals from mining the ore-rich asteroids of the far flung dark region of the Liu Xiu Special Economic Zone.
NOTICE: The Liu Xiu Security Fleet will NOT respond to distress calls within the Gemini Belt. All travelers are advised to stay within designated and patrolled astronomical trade routes for their own safety.

What are these?
These are the primary stellar and planetary bodies of the Liu Xiu Special Economic Zone.
What are they used for?
These locations are expected (though not required) to be the primary points where applicants will locate their Enclaves and Outposts within the Liu Xiu Special Economic Zone, as well as the expected primary locations for roleplaying and other storytelling opportunities
Are we required to use them?
No, but it is heavily suggested that you do as they are industrial, economic, and political population centers and contain most of Liu Xiu's residents both foreign and domestic. Operating outside of these areas means you may not have as many roleplay or storytelling opportunities that you might otherwise have if you base your Enclave, Outpost, or roleplay within these areas.
Do we receive any special treatment or punishment for not using these locations?
No, nations that seek to base their Enclaves, Outposts or roleplay outside of the populated areas of the Liu Xiu star system will not receive any special privileges or be given permission In-Character or Out of Character to disregard the rules & regulations of the Liu Xiu Special Economic Zone. No nation will be punished Out of Character fro locating their Enclave, Outpost, or roleplay beyond these populated areas, nor will they be officially punished In a In-Character fashion, however as stated in the Liu Xiu Maritime Authority Transity Code (located near the bottom of this post), the Liu Xiu Administrative Council, Maritime Authority, or the Imperial Star Republic of Vocenae is liable nor required to provide aid in the event that a hazardous situation occurs in non-populated or non-patrolled areas of the Liu Xiu Special Economic Zone.
Kythira and Paxos used to be Kappa and Lambda, why did their names change?
To match the naming scheme used for other planets in the system, and because Kythira and Paxos sound cooler.

ADMINISTRATIVE CAPITALS OF THE LIU XIU SPECIAL ECONOMIC ZONE
Greywinter once served as the Imperial Star Republic's only presence within the Gamma Quadrant, serving largely as a point of contact between Liu Xiu's former owners, the Phanes Republic, and the Vocian star state. Serving as the de facto administrative capital of the entire Liu Xiu star system, Greywinter has undergone a radical and intense transformation, changing the once quiet backwater into a bustling fortress. Once consisting of a few landing pads, a maintenance hangar, a small habitation area and administrative offices all built into the side of a large cliff-face, the number of landing pads have tripled, growing with size to accomodate the larger starships of the new administration, as well as the Maritime Authority and Security Division. These landing pads now link to the large underground maintenance and storage bays while the row of smaller administrative buildings on the surface that once served as civilian and import/export processing have been transformed into large barricades that are themselves topped with defensive batteries and security checkpoints that guard the main entrance to Greywinter. The entrance to Greywinter has undergone large changes as well; the once distinctive outcropping of glass that revealed the main administrative offices of the facility have been covered with heavy plating, and indeed most of the surrounding cliff-face has received similar treatment. Within the facility the former habitation areas have become barracks and armories for the Security Division forces stationed there, with the former maintenance garage being expanded to service and store several heavy armor vehicles. The former administrative offices have been reinforced and expanded to better serve the much larger demands of running a entire star system, and much larger habitation units are found deep below the planet's surface. These habitation units form a grid-like hive of living, dining and recreational units for the hard-working members of the administration. All levels of the facility are linked by elevators and stairwells, as well as interior security checkpoints both for visitors and on-site staff. Deep beneath the surface facility are the offices and on-site living quarters for the members of the Liu Xiu Administrative Council and other high ranking officials within the Security Division and Maritime Authority. At the deepest point, beyond the internal power facilities, are several safe rooms that are built to withstand a direct strike from a orbital attack and protect the Administrative Council from any would-be invaders.
Stormcrest is currently the administrative capital for the planet Jiwao following the Wildfire Crisis and the destruction of Piraeus City. Built at the start of Vocian ownership of the Liu Xiu Special Economic Zone, Stormcrest was constructed along the shores of one of Jiwao's larger landlocked seas and has few of the dramatic flairs or 'organic' urban growth that was famous in Piraeus. Instead Stormcrest's layout, while sprawling, is meticulously planned with broad avenues and symmetrical streets and city blocks. Stormcrest appears almost dreary to the eye, with consisting largely of sprawling and low structures of traditional Vocian modern architecture. The largest buildings by far are the habitation blocs that link directly to commercial and industrial centers. More sprawling than rising, the city's skyline has few of the skyscrapers that Piraeus was famous for, and lacks the distinctive white colors that Piraeus was known for, instead being largely featureless industrial gray. Built to serve as a industrial refining and distribution center for nearby developing planetary mining operations, Stormcrest was expected to be a 'slow growth' city, with a very low population that would, as the nearby industries matured, eventually grow to fill the vacant habitation blocks. With the events of the Wildfire Crisis and the transfer of civilian administration and rescued civilian populations from the affected areas of the Skylift Collapse, Stormcrest has taken in the massive amounts of refugee populations that have fled to Liu Xiu during the Great Displacement continues to affect the galaxy. Currently the only 'slum' areas still populated by refugees that are still undergoing processing and housing re-assignment is the micro-arcology known locally as 'Fridge City'. This crowded, confined area of multiple levels and habitats built on top of one another is slated for removal within the next year.
The Piraeus Restricted Zone was once Piraeus City, the administrative capital of the Liu Xiu Special Economic Zone and widely considered to be the 'white pearl' of the star system, a bustling, modern metropolis of towering white skyscrapers that was the 'heart' of the star system, connected to space by the Jiwao Skylift, a space elevator constructed by the Phanes Republic during their ownership of the star system. Piraeus was also the home to most of the planet's native inhabitants and former Phanite nationalists (known as Phanislavs). During the events that came to be known as the Wildfire Crisis, terrorists detonated a large explosive device at a critical point of the Skylift, causing the massive space elevator to snap in half, sending the upper station flying out into space and the lower portion of the elevator to tumble back onto the planet's surface, utterly devastating Piraeus and large portions of Jiwao's surface. The attacks left a majority of the city's 3.2 million inhabitants dead or trapped beneath the rubble for days before recovery units could extract them to safety. The surviving civilian, commercial and administrative populations have since been relocated to the city of STormcrest, which was unaffected by the Skylift collapse, and to this day efforts continue to recover the remains of those that were lost. Although plans are being made to salvage and restore the city, at this time all that is left of the 'white pearl' is a graveyard of shattered buildings and rubble.
NOTICE: The Liu Xiu Administrative Council and the Liu Xiu Security Division have prohibited any non-authorized traffic in the immediate vicinity of Piraeus. Any attempts to enter the city without authorization or Security Division escort will result in an immediate arrest and detainment.

Tian is an aging utilitarian base that is located beneath the regolith of Fenghuang's surface. originally designed as a industrial base, Tian is a dirty and crowded network of simplistic habitation tunnels that surround the subterranean factory and storage areas. As more modern facilities are built elsewhere on Fenghuang, Tian is seeing an much needed exodus of personnel and their families, much to the relief of the newly installed administrative staff.
Hira is a simplistic city on top of one of Pinnacle's larger islands. By no means visually arresting or architecturally impressive, Hira is meant to house and shelter large numbers of Pinnacle's relocated native population in comfort, while coordinating logistics and infrastructure across the ocean planet. Hira's largest draw is the large space port built onto the sheer cliffs below the city, but well above the dangerous waves of Pinnacle's planet-spanning ocean.
The Jarilo Arcology Dome is a large enclosed structure on the surface of Taen. Built to keep out Taen's poisonous atmosphere, Jaril, like most other domed structures on the planet, is designed to maximize food production with minimal interruption. The dome encompasses miles of fields, and the most notable structures are the massive warehouses that the large automated farming drones are stored, along with the towering storage silos which hold untold numbers of foodstuffs. Jarilo's population is largely maintenance and engineering staff for drone and starport maintenance, along with the planet's administrative staff, and is located along the northern curvature of Jarilo's dome. The small, uninteresting city sits immediately next to the massive tunnel that leads to Jarilo's starport, which is constantly busy with the export of food to the greater Liu Xiu system.
The Watchtower Military Base is a utilitarian structure designed to protect and defend the gas mining facilities in and around Kappa's local space. It is a wide, domed structure not unlike the Jaril Arcology Dome. Very obviously a military station, it is heavily armored and contains a spire that hangs 'under' the primary structure. There is one visible docking bay, around which is several polyhedral towers that make up the administrative section. All other information on the Watchtower base is classified.
Echo Station is a small administrative outpost located in orbit around Paxos, the outermost planet located within the Liu Xiu Special Economic Zone. Echo Station serves largely as the first or last checkpoint for starships entering or departing the Liu Xiu system. Echo Station is a small and utilitarian design, and thus does not permit any non-authorized personnel on-board, barring extremely special circumstances.
What are these Administrative Capitals for?
The Administrative capitals of the Liu Xiu Special Economic Zone act as my own Enclaves and Outposts within the system. They are designed to be used as general points of official contact with representatives of the Liu Xiu ruling body, the Administrative Council, or for my nation, the Imperial Star Republic. That means you can uses these locations for official functions between myself and your characters or nations, or simply as setting for any roleplays or The Compendium stories.
Does that mean anyone can use these locations without permission?
No. As they are my direct point of interaction with the rest of the Liu Xiu system, you must contact me when using these locations. This does not mean that I have to become directly involved with your RP or Compendium story in any In-Character fashion should you not desire, but this is simply so that I know they are being used and so I can give you additional information beyond what is located within this thread on the specific locales that you are using.
How do I contact you about using these locations? Do we use this thread?
No. This thread is for Enclave and Outpost applications only. To contact me with Out of Character questions, the best way is to contact me via the Future Tech community's primary hub: The NSFT Discord Server. If you are unable to use Discord or have limited access to the Internet, please contact me via telegram. Do not use this thread for Out of Character communication. Thank you.

OFFICIAL LAWS OF THE LIU XIU SPECIAL ECONOMIC ZONE
I. Do not attempt to conquer Liu Xiu unless part of a larger RP that has the agreement of ALL involved nations.
II. Don't attack someone else's Enclave without permission.
III. Planetary Enclaves in general need to be no larger than a smallish city. Liu Xiu is, after all, still considered to be newly colonized. Enclaves in space have a bit more wiggle room to be larger, but still try to stay away from HEUG STARBASE ARGLEBARGLE. That is not to say that Enclaves are forever stuck that size, please feel free to develop and grow your Enclave so long as you don't get crazy and start taking up huge swathes of planetary space with them.
IV. The focus of Liu Xiu is primarily for non-militaristic encounters, so if you simply have to have military vessels included with your Enclave/Outpost application, they're going to have to be the equivalent of a Space Humvee. You will be allowed one or two small ships for immediate Enclave/Outpost defense. Anything larger without prior clearance from me will result in me having to smack you on the nose with the rules and telling you to change it. After all, you wouldn't guard a modern day embassy in Washington DC with a tank, would you?
V. Do not undertake any large scale actions (such as bombings or other aggressive attacks on the system) without prior approval from me. Yes, Liu Xiu is meant to change and adapt to the actions of players across the whole of the galaxy, large scale events that will change how the system works needs to be cleared with me beforehand.
VI. Nations that operate partially or primarily within Closed Roleplaying Groups are not permitted.
I. All nations who apply and have applied for Enclave or Outpost status will not be allowed more than two small military ships within the system of Liu Xiu unless otherwise cleared by the Liu Xiu Administrative Council and the Imperial Star Republic.
II. All Enclaves and Outposts must not be militarized. Evidence of such will result in the immediate ejection of the offending nation and closure of its Enclave and Outposts. Enclaves and Outposts do retain the right to hold personal defensive weapons as registered with the Liu Xiu Administrative Council and Maritime Authority.
III. All stellar traffic regardless of port of origin or port of deposit will adhere to the Liu Xiu Maritime Authority Transit Code while within the boundaries of the Liu Xiu star system. See following section for further details.
IV. All nations within Liu Xiu will cease any outside hostilities with one another, should they exist. Violation of cessation of hostilities will be met with severe restriction of privileges within Liu Xiu space. Repeated violations will see any Enclave or Outpost of the offending nations immediately closed and their owners ejected from Liu Xiu space.
V. No nation shall attempt to invade or otherwise conquer Liu Xiu. Such an act will be seen as an act of war against the Imperial Star Republic.
LIU XIU MARITIME AUTHORITY TRANSIT CODE
I.All vessels, regardless of port of origin, must acknowledge that the Liu Xiu System Administrative Council and by extension the Imperial Star Republic, is not liable for loss of life or destruction or loss of property in the event that vessels travel beyond the designated trade lanes and adjacent spurs. The Liu Xiu Security Fleet nor the Imperial Star Republic has no obligation to provide assistance to any vessel that may be stranded, assaulted or otherwise damaged vessels operating beyond these designated areas.
II.All vessels, regardless of port of origin, are required to initiate faster than light travel only at designated locations with the Liu Xiu star system, and must further terminate faster than light travel at similarly designated locations with the star system. These locations are to be, unless otherwise stipulated by the Liu Xiu Maritime Authority or the Imperial Star Republic, shall be located no further than thirty-five Astronomical Units beyond the star of Liu Xiu. Furthermore, no vessel shall initiate superluminal travel within a radius of one Astronomical Unit from any stellar, planetary, or satellite body, to the exclusion of artificial satellites, outposts or enclaves beyond one Astronomical Unit in radial orbit.
III.All vessels, regardless of port of origin, must provide up-to-date registration which must include port of call, nation of origin, system of last port-of-deposit, flag identification, vessel registration numbers, complete crew manifest and complete cargo manifest. Each vessel registration data packet shall be transmitted to passive Liu Xiu Maritime Authority checkpoints receivers, and transmitted upon request to Imperial Star Republic trade lane and customs checkpoint receivers before transiting to port of deposit.
IV.All vessels, regardless of port of origin or port of deposit, must transit through no less than two Imperial Star Republic trade lane and customs checkpoints to provide valid vessel registration data packets and to identify licensed helm and pilotage registration. Any vessel which fails to do such and attempts any docking or landing maneuvers within a three Astronomical Unit radius of any celestial, planetary, artificial or natural satellite bodies will be considered hostile by the Liu Xiu Maritime Authority and the Imperial Star Republic and may be fired upon by local enclave security in addition to Liu Xiu Security Fleet detachment vessels.
V.All vessels, regardless of port of origin or port of deposit, suspected to be in violation of the Liu Xiu Maritime Authority Transit Code may be stopped or otherwise detained for inspection by Liu Xiu Security vessels or personnel. Vessels may be detained for up to twenty-four standard hours without justification or habeas corpus. Vessels found to be harboring illegal contraband in violation of the Liu Xiu Maritime Transit Code shall consider their cargo and haul forfeit, with personnel of said vessles subject to further detention in the event of suspicions of conspiracy to commit piracy, terrorism or brigandage. Outside of felony acts, personnel found in violation of the Liu Xiu Maritime Authority Transit Code shall be expelled from the Liu Xiu system for a indefinite period of time.

IMPORTANT OUT OF CHARACTER INFORMATION
Meet the New Boss, same as the Old Boss. Mostly.
Hello, all, and welcome to the revamped Liu Xiu Project!
Liu Xiu is a OPEN SETTING which means that, outside of the fluff rules and the OOC rules noted in this thread (and the rules of the Nationstates website and these forums), means that the system is open to any Future Tech players who may be interested, and can be used freely as a setting for RP to take place in without needing clearance to do so (though as a matter of courtesy, you should always check with the owner of any Enclave or Outpost if you intend on RPing in a location that does not fall under your immediate OOC control). Also big stuff like invasions and military conflicts DO need to be cleared by me first, obviously.
What does Open setting mean? It means that content concerning Liu Xiu is by and large up to the participating players to create. This could mean a entire thread dedicated to, say, corporate espionage that takes place strictly within the Liu Xiu star system's border, OR it could mean that Liu Xiu is the launching point for a thread that takes place light years of even a full quadrant away. Liu Xiu is not meant to be a central hub in which all RP things revolve solely around it. To use a Fallout 3 analogy, you may have storylines in the town of Megaton, but the entire game of Fallout 3 does not revolve around it. It is just another set piece in a expansive, living world. Or in this case, universe. Liu Xiu can and most likely will be affected by the events that take place in the greater NationStates Future Tech community, just as much as actions within Liu Xiu may effect the NS FT community at large.
Though for individual stories that involve Liu Xiu (as in there is no planned thread but simply a short story), I highly suggest you use the The Compendium, as it is specifically designed to house the short stories of the Future Tech community.
Dreadful Sagittarius was generous enough to hand control of the system to me, and I hope to do the old thread proud by putting this one to good (and more active) use. To any new applicants, welcome! And to the old guard staying onboard, thanks for sticking with the project! First and fore-most, I'm honestly not going to run this any different than the previous thread, though hopefully we'll see some more activity involving the Liu Xiu system this time around. If you're a returning Enclave or Outpost owner, or simply someone who is familiar with the previous thread, you may have noticed that there have been some slight changes to Liu Xiu, primarily concerning planet names and the addition of some new planetary bodies. You may also notice that there is a lengthy section on the 'Liu Xiu Maritime Authority Transit Code' and expanded system 'laws'. These changes have been done to give players more options for Enclave/Outpost/RP spots and to give the system a bit more IC fluff.
Please do NOT panic at the inclusion of laws where there previously were none, they are largely there just for IC window dressing, and to give people, if they wish to do so, another route to flavor their RP with. I will by no means be enforcing anything other than the previous Out Of Character rules;
One other thing that you might see change is that I will In Character be using Liu Xiu as my nation's main port of call in Gamma. That means you may see Vocian warships passing through or nearby the system, but they will NOT take part in the everyday policing of the system. Again, this is little more than a fluff thing. Liu Xiu will have its own police force that takes care of conflicts within the system. You may see this police force equipped with Vocian gear, but their priority is that of upholding the system's laws, not enforcing Vocian ideals or agendas. If anyone has any questions or simply want to discuss the Liu Xiu project with myself or other players, please visit the NSFT Discrod!
Thank you, and welcome to Liu Xiu!
