The chlorine in question was powdered chlorine, which is used for both pools and various household purposes. It was not WWI chemical weaponry. The hotel in question has no pool (thank Las Palmeras for that fact) but it could be using it for household purposes.

Not really, animals lack the ability to consent due to lacking the intellect to.
Anthropomorphic animals as depicted are effectively human in terms of intellect and ability to consent. They may not be to my taste, but someone who pursued and fucked one for real would be no different than anyone else would shags sentient beings, they would be separate from a dog/horse/goat fucker who rapes an animal that's not mentally near their equal.
