Of course, that I am aware of. I'm thinking mostly in the sense of warfare and a defensive doctrine, where environment and landlockedness-or-not is a decisive part of a coalition's military stratagem.

If you are thinking of roleplaying, that is left up to each nation/region, since NS itself doesn't really include a war option. For instance, the South Pacific happens to have a map composed of two big continents and several small islands, but we could've picked a map full of islands just as easily. It was up to us, really. I'm not a roleplayer, so you should probably ask in International Incidents.
If you mean raiding and defending, though, maps have no bearing in that. Regions are raided or liberated based on who takes the delegacy, not on their roleplayed geography.

Sorry I've never been around for a Halloween event :|
I'd assume that it does - as far as I know your stats are directly affected during that time too. However the affects on,y last until the end of the event.
