Eh, kinda. The style and purpose is similar, but it causes a slightly different issue.

Afforess is a jerk and twice rule-breaker but he does not equate an entire region. I am disturbed though, that Capitalist Paradise didn't remove him sooner or come up with any statement to condemn his threat to hack NS.

Noting this Council's mission statement to spread interregional peace and goodwill, via force if necessary.First of all, who cares? You can see this on the WA Page, we don't need you to restate this. Plus, this doesn't make sense to have.
Declaring that peace is more important to the international community than goodwillOnce again, who cares? More importantly, though, you cannot decide what others think, thus you cannot declare this, but I'm wasting my time talking about it.
Acknowledging therefore, that sometimes goodwill must be sacrificed for peace, the World Assembly Security Council;Liberating Capitalist Paradise won't just sacrifice good will, by submitting this proposal, you are sacrificing any allegations that you have the ability to reason properly.
Recognises that the residents of Capitalist Paradise are not fulfilling the region's potentialWhat is a region's "potential" Capitalist Paradise is a fine and very influential region in the world, considering a few mods and forum mods, issues editors, and the creator of the beloved NS++ all call Capitalist Paradise home.
Deciding that others could put Capitalist Paradise to better useFirst, who are you to decide that? Second, if that is your goal, how will liberating it help?
Observes the presence of one or more nations who are engaged in dubious practices in Capitalist ParadiseAny experience player knows that there is a raiding front in almost every region with more than about 150 nations.
Hoping that one day this resolution will be able to contribute to the goal of fulfilling Capitalist Paradise's potential to the fullestAs with most of these lines; who cares? Capitalist Paradise isn't going to go along with your plan. But not only that, Capitalist Paradise has neither a ban list nor does it have a password, rendering your liberation useless, and just some icon they would have next to their name. Aside from that, I am sure every nation in the region who knows about the WA resolution and then some are going to propose an insta-repeal of this.
Accepting that this might take some timeThe only thing I have to say about this is: "What may take some time?"

This created a huge debate that amounts to nothing, and has given a whole bunch of new nations who don't know better the wrong idea about WA resolutions and their purposes, and has done much more harm than the passage of this resolution ever could.

The region didn't do jack shit. You just didn't like their founder or whatever, so you went after a region that had nothing to do with all those accusations you tacked on them.

If you have on your World Factbook Entry "hey, use our tool NS++' or what ever it was that was up there until very, very recently, then yes, you are responsible for actions taken by the tool and that tool's creator.
