The clearly socialistic structure of the Republic, and support for socialist practices, despite the claim of being capitalistic, would force Minotzia to take a direct neoconservative approach to Frenca. The goal of Minotzian foreign policy towards Frenca would be supporting subversive elements within the socialist party to dismantle their ability to compete effectively. Most of the diplomatic agreements with Frenca would be of necessity economic, as military arrangements with a nation that has the potential for both internal and external conflict would simply bog down relations. Primarily the intelligence agencies of Minotzia would work to keep capitalists in power by any means, and to promote the expansion of neoconservative rhetoric and policy among future candidates.

We consider you to be far too leftist on the mixed economic scale, and the presence of a large Socialist party doesn't require Frenca to be controlled by them, it just means we have to take precautions when dealing with you. The government could become Socialistic in a time of crisis, and that in turn could force Minotzia to defend its ideological practices which would create tensions that could be avoided by simply maintaining the capitalist status quo via neoconservative policy.

The Unified Western States represent the dystopia that Minotzia hopes to avoid at all costs. Relations with the UWS would be strained, if not openly hostile, due to the strong socialist and communist elements, as well as the proliferation of liberal social policy throughout. Most foreign policy would be directed at covert attempts to inspire capitalistic methodologies and policies in the UWS government. Support for Conservative and neoconservative leaders would be the official stance of Minotzia towards the UWS, and any meeting between the Minotzian government and UWS leaders would need to take place under close mediation by a third party.
