According to several reports by the Ministry of Justice, a serious incident has taken place at Kadea Prison, some 24km south-west of Romulă, the prison which is located deep within the Apostle Mountains is used to house to violent criminals awaiting execution as well petty criminals, yet too dangerous to placed within a low security institution. The prison population is recorded at 18,543, with most cells containing six inmates, the prison has been slammed by human rights activitists as a 'vile medieval dungeon'. The incident in question began at around 8.33am as the prisoners meet to have breakfast, it is reported that a violent confrontation between a prisoner and a guard took place which dramatically escalated prompting a shutdown. Armed Guards were called in to deal with the violence, it is believed that 107 prisoners have been killed and 4 guards along with them, however the Ministry of Justice has refused to completely disclose details at this time.
The incident that has taken place this morning, is not only one of its kind in recent years. In 2010, 87 prisoners were shot dead by guards who fought to regain order and control over the Medgidia Prison, in 2011 32 prisoners were killed when a violent clash broke out between rival groups of prisoners, the guards managed to secure order without inflicting losses on the prison population, the group ringleaders were executed by firing squad later that evening as punishment. The worst disaster was in 1999, when over 3,000 prisoners died when a riot led to the entire facility be engulfed in flames, government policy at the time resigned them to their deaths because to take these men outside was against logic.
The fact that these events always end up in high death tolls is evidence to some groups that the Papal Republic's harsh justice system is overloading prisons and inviting major violent incidents like today's and past ones. However the Ministry of Justice blames the mentality of the criminals within the facilities for violent incidents. Others however have cited blatant and extensive abuses by the prison guards for the violent incidents, one facility, a Church run Correctional Facility for the Morally Corrupt was accussed of gross violations, following a leak that over 30 prisoners had died over a four month period. The leak was denounced as a 'vicious lie' and the leaker was charged for insulting the Mother Church.
According to reports from this morning, a prisoner and a guard exchanged words which then escalated to a violent assault on the guard, the prisoner responsible was taken away to placed in solitary confinement, prompting a violent response from the rest of the prisoners, they began to riot, seizing control of the cafeteria and then began to run amok throughout the entire facility, four guards were reportedly beaten to death during the rampage, the prison authority began a lockdown procedure, which shuts off the different wings from one another, denying the prisoners freedom of movement through the facility. The prison then requested further armed support from local police who arrived swiftly, they then proceeded to secure each wing, one at a time. It is during this move to reclaim control of the facility that 107 prisoners were killed. A vast majority of the prisoners returned to their cells without question or resistance, a small minority violently confronted the response force.
General Alexandru Cernat (MESC), the Minister of Justice did confirm that the facility was back under state control and stated that people had been killed in the prison riot and an investigation would be launched into the causes and events of the incident. The families of the dead criminals have been informed. Kadea Prison will recieve a higher number of guards over the next coming days and will also recieve improved security measures. Offical findings of the investigation will be published in three weeks time according to General Cernat.
