Report on the Glorious Military Junta of No Endorse (NE)
Executive Summary, as provided to WASC delegates and related during Session (_) of the Debate on Proposal (___) for the Condemnation of Gholgoth.

Front Material
Foreword
The Glorious Military Junta of No Endorse, hereafter referred to as NE, is a member of the Gholgoth region, currently expressing its intention to engage in various militaristic expansionist activities across NSEarth. The WASC is currently examining various applicable measures to take against certain states, and has released a request for various reports on active units within the Gholgoth Region. These reports will be used to determine exact sanctions to be extended toward various member-states, should individual action be required, and also examined for international action. The Global Endorsian Ex-Patriot Committee compiled this report pursuant to relevant regulations, which may be found in attached Appendix(_).

Summary
The government of NE is a violent authoritarian dictatorship run solely by the various "Uniformed Services" of the military, with the government and the military being quite synonymous. The government sponsors a nuclear first strike policy in any and all possible situations, and through the NukeWealth organization supports international nuclear arms proliferation. Rampant institutionalized racism in the form of a state sponsored quasi-religion known as "Amnerist Darwinism" supports basically any and all government action, and widespread indoctrination at all levels ensures compliance. Extensive militarization and pollution mar the nation, and life expectancy is quite low. Reconstruction and recovery efforts in the wake of relatively recent nuclear attack are ongoing, with various rights being curtailed in the name of "national solidarity" and "ongoing recovery." Political dissidents and rights activists are frequently "reassigned" to work camps of the most atrocious kind. Finally, through the Athena Design Consortium and other international arms conglomerates, NE provides top quality military hardware at very low prices to the third and fourth world, further destabilizing numerous delicate zones. This report recommends that international assets of Endorsian defense corporations, politicians, and suspected front corporations be frozen or seized. Economic sanctions of all types should be leveled against NE, especially in the areas of defense, energy, and consumer products, and every effort should be made to seize leading political and military figures for crimes against humanity.



Discussion
The following sections detail specific topics related to NE and its atrocious record and provide references for further information. Complete findings may be found in the full report, Document (________), which may be obtained from the WASC or GEEPC Archives.

Political Structure
The government of NE is a top-down unitary dictatorship, with all services routed through some portion of the armed forces. The major Uniformed Services are the Army, Air Force, Navy, Space Association, Rail Command, Strategic Weapons Command, Research and Development, Civil Protective Services, Executive Services, and the Intelligence Organization. Additional independent services include the Weather Corps and Youth Scouts. A list of all major departments and branches may be found in Appendix (_). Select examples include Civil Rail Command, a military unit that coordinates all civilian rail traffic within the Nation. Similarly, local level policing, firefighting, and EMS are provided by an entity known as Civil Protection, a subunit within the department of Executive Services.

In order to gain political power, one must rise within the military organization. The Parliament of NE consists of top level generals and corporate figures, and are merely there to rubber stamp the actions of the current Arch-Leader: Jeannette Vickers. All real power exists in the council of the 11 heads of the major Uniformed Services, with the Arch-Leader deciding all split votes with a 2 vote weight. Infighting is frequent, and several minor civil wars between Services have been noted over the years. Democracy is nonexistent above the most local of levels, and even then no action may be taken without military approval.

Nuclear Policy
NE supports a nuclear policy known as CRAZED (Calculated, Restricted Aggression and Zealous Engagement and Defense), a NUTS style first/precision nuclear strike policy. CRAZED advocates first strike actions against enemy nations to eliminate enemy opposition. Nuclear weapons are to be deployed at all levels of the military and used in a similar manner to artillery and air strikes in other nations. Standing doctrine on the attack is to drop a nuclear bomb into the middle of an enemy line of battle and charge through with large quantities of mechanized units. Additionally, weapons from torpedoes to SAMs to company-level fire support assets are nuclear; it is doubtful that NE even knows how many such weapons it posesses. This doctrine is espoused through the Badb Catha International Military Academy in Skibereen and represents a grave threat to international nuclear disarmament.

Additionally, through the Nuclear Commonwealth organization, NE promotes international nuclear proliferation, especially to the third and fourth world. Such weapons are provided to other nations for sale immediately upon request, as gifts at times, and in response to international condemnation for various crimes. The "NukeWealth" also supports the global expansion of nuclear power plants, again through sales and gifts. While these reactors are commendable for the impeccable safety and efficiency record of their technology, many of these reactors come ready to begin churning out weapons grade material, complete with instructions.

Amnerist Darwinism and Education
Amnerist Darwinism, examined further by Dr. ______ in the Convention on International Indoctrination and Concerning Systems (relevant excerpts of which may be found in Appendix (_), is a quasi-scientific quasi-religious belief system. It combines institutionalized prejudice and Social Darwinism in a particularly despicable way, promoting the extermination of "Socio-Genetic Inferiors" for the "Betterment of Humanity." Amnerist Darwinism is named for its creator and most fervent advocate, the late Atal Amner. Amnerist Darwinism seeks to purify humanity into a form of master race, and considers any action "bettering" the human socio-genetic seed to be essential. Churches of Amnerist Darwinism exist around the world, and are believed to frequently be fronts for global indoctrination and the NE government.

Endorsian youth are indoctrinated in Amnerist Darwinism, total adherence to government word, and other such topics from a young age. Such indoctrination has been continuous since sometime in 1998 in various forms, and has intensified in recent years to cover every possible topic the government advocates. Some portions, such as unwavering support of the government, have seen unwavering support throughout Endorsian recorded history, the only difference being the exact government being supported. Internet, television, and other such information portals are strictly regulated.

Pollution and the Environment
NE possesses no environmental or worker's safety regulations of any sort, and serves as a low cost center for the destruction, recycling, and processing of highly toxic and dangerous materials from across the world. Large, open air lakes store highly toxic, caustic, reactive, and explosive materials with no isolation from the local water table. Life expectancy downwind and downstream of these facilities is abysmally low, though many sites have been reclaimed and transferred to desert basins in recent years. The ecological cost is incalculable, and estimates of total cleanup cost, were such possible, border on the insane.

Excessive fishing and whaling around NE have nearly eliminated local stocks, and NE vessels frequently venture into international and foreign waters. Such vessels adhere to no internationally recognized standard of any kind, and are frequently mobile environmental hazards. The sinking of such a vessel should be treated as a disastrous toxic accident, and the wreck should be immediately covered and isolated to prevent further damage to the environment.

The War With Nova Britannica and British Londinium
In recent years, a costly conflict with British Londinium resulted in a nuclear exchange between Nova Britannica and various members of an international coalition. Millions of deaths within NE have resulted in significant economic, ecologic, and social devastation. Such is only surpassed by the complete and total destruction of the Britannican landmass through excessive utilization of nuclear weapons, lowering the entire continent beneath the ocean. Reconstruction efforts in various contamination zones continue to this day, though no aid has been provided to victims of the attack, reclamation workers, or any other concerned individual.

The complete destruction of Nova Britannica serves as a blunt reminder of the brutality of the NE regime and its willingness to engage in total nuclear war. Additionally, its unwillingness and inability to compensate victims represents a crime against humanity.

Civil Rights Record and Rule of Law
Members of the military are frequently above the law. As noted in the Convention on the Actions of Uniformed Officials in Session (_), Discussion (_), Chapter (_), Section (_), NE military officials are unconvictable in the areas of mugging, assault (violent, verbal, and sexual), libel/slander, et cetera. Internal actions to limit such behavior have frequently failed. Activists, lawyers, victims of state abuse, and protesters are frequently reassigned to work in toxic waste reclamation facilities, though some are allowed to leave the country. GEEPC largely consists of such persons. Freedom of Speech, Religion, Person, Possession, et cetera are not guaranteed and frequently violated on a gross scale. Bribery is commonplace, with relatively low thresholds to get one out of prison.

Military-Industrial Complex and International Arms Trade
The Athena Design Consortium and other actors frequently sell or otherwise provide military equipment to the most troublesome of the international community. Weapons such as the FI-20 Ranger supersonic interceptor aircraft, the NESR-21 infantry rifle system, and surplus MG-07 Jenna main battle tanks are distributed to any willing buyer. Additionally, nuclear arms, man-portable rocket launchers, sniper rifles, armored fighting vehicles, especially of the Stryker class, naval vessels of all forms, and any other piece of military hardware may be obtained for the correct price. Minimal bribery is needed to secure even the most destructive of weapons.

Additionally, following the secession of the Muncherian Special Administrative District from NE control, and its subsequent invasion by Chevrokia, a large quantity of NE military material is available on the international market at extremely low cost. Much of this material is military grade high technology, and is frequently provided with blueprints and other materials to allow for domestic production. Such material is a direct threat to world peace.



Conclusion
NE exists largely outside of international law and common decency. NE has repeatedly rejected any criticisms leveled against it, and will continue to engage in its own whims whenever it so chooses. The government of NE believes fervently in this Amnerist Darwinism, or recognizes its potency for the controlling of the populace. It exerts a grossly destabilizing influence on the international community, and present efforts against them have resulted in no change in their current course of action. Further action is required.

It must be emphasized that NE is a Gothic state in good standing, does not necessarily represent an outlier among the region when taken in total, and has seen virtually no condemnation from the region.

Recommendations
All international assets of Endorsian defense corporations, politicians, military leaders, and other such persons and organizations should be frozen and/or seized insofar as possible. Select corporations include the Athena Defense Consortium. A complete list may be found in Appendix (__). International economic and travel sanctions should be levied against NE, and pressure placed upon its allies to further alienate NE. Sanctions should include, but not be limited to, sanctions against weapons and technology transfers, money transfers, consumer products, travel, petroleum products, and other such actions. Military, Political, and Corporate figures in the NE government and society should be detained and tried for international crimes. Military action should be examined. The Nuclear Commonwealth organization should be carefully examined, its weapons proliferation activities strictly limited, and its powerplant proliferation actions supported to reduce the impact of global warming.
