If a candidate feels like that they can't fulfill the demands of the ministries available, they can pass and then the whoever came in 6th will get a pick. This system will allow people to be in an election for more than 1 ministry so if there are two really good candidates in one race they can both get ministries with the new system instead of with the old system where only 1 got a ministry in the old system.
Example: There are 10 candidates, A-J, competing for 5 ministries. Candidates A,C,E,G,I get top 5 (in that order) with B,D,F,H,J in 6th to 10th . A picks Ministry 1, C picks Ministry 2, E picks Ministry 3. However G doesn't like Ministries 4 or 5 so they decide to pass. Thus B will get to pick. I picks Ministry 4. However B doesn't like Ministry 5 so D will get to pick. D picks Ministry 5 and the election thus concludes.

Simply put...
It's easier to unite the left than the right...
The left have a common point upon which they agree and then go further down the scale, on the right it is the other way around and it's a simple fact of the political spectrum.
