But they won't be able to because hypnotherapy isn't to detriment of the person being manipulated. All medical treatment requires consent, so that sort of nullifies that aspect. Provided that the manipulator doesn't cause the person being manipulated to do something bad, everything is fine and dandy.

But all a lawyer would have to do is claim psychological or social harm form the medical procedure, or... um other activities, and the "aggressor" would become the victim instantly. I think we should make this bullet proof before we support it.

Sorry Rumostan, but I withdraw my sponsorship from the bestiality act if the registry is still in it. I didn't realize, somehow, that it would involve tracking people's addresses forever. That's some creepy stuff for the government IMO, and open to abuse.

I have updated the draft (again).

The Bestiality Act | Urgency: High | Drafted by: Rumostan | Sponsors: Gothmogs, The Grand Republic of Hannover

Noticing that we have not already banned Bestiality,

Appalled that the violation of animals by mankind is still legal,

Hereby makes bestiality illegal. Bestiality shall from hereon in be an act in which a human either masturbates or performs sexual intercourse with an animal. Animals shall count as all creatures that are not human. Masturbation shall be the stimulation of the vagina of penis of an animal for the sole purpose of sexual pleasure.

Bestiality shall be punished with a minimum prison sentence of two years and a minimum fine of £2,000. If the person owns animals then the animals shall be taken away from him and given to more responsible owners. The person who commits such an act shall also be banned from keeping animals or going into zoos and places of business that sell animals. The person shall also be put onto an electronic database. The electronic database shall only be accessed by the police and shall be used to attempt to make sure that people on the registry do not offend again.

Actually, I withdraw my sponsor. You didn't say anything about an exempt for masturbating an animal for breeding purposes or to calm it down.

This is undoubtedly a strange reason to withdraw.

Also, I think "Bestiality" is outdated as a legal term, imprecise, and confusing to literal-minded citizens.

Consider my puppets again:
A: "So I was thinking we could put Simmons on the Red Street account and..."
B pulls out a long knife with a serrated blade.
A: "Wh...hey..hey now...what are you doing? B? What's going on--"
B stabs wildly at A, a crazed look in his eyes, clearly unstable.
A: "You're being positively bestial!"

Now, that act would, according to the rules of English morphology, sensibly be described as "bestiality" among other things, but no actual animal was involved.

Since the bill will only find support on the basis of animal consent, not a sense that the human has lowered hirself to the status of a beast (that part isn't the problem for most people), I suggest a more precise term referring to the sexual acts with all possible clarity: Zoosexuality. and Zoosexual acts.

Style changes have been made so that this doesn't have a broad effect on all laws, just on the law it is targeted at (and similar attempts to stifle the free assembly of workers).

What do you think of this version? To be clear, the intent is to get around the antidemocratic element of the "stupid and illegal" bill, which tries to permanently prevent workers from controlling any significant part of any business without holding shares. Unfortunately, I think that pretty much bans voluntary co-ops, which is pretty awful economic authoritarianism. I mean, you don't see us banning private property, do you? :(

Worker Title Clarification Act
Author: Saul Califas (C) | Urgency: High | Co-Sponsors:

The Aurentine Senate hereby,

For the purposes of this Act defining 'worker' as any human individual who applies work to change the environment or some aspect of it, in a way which is considered valuable to a business, profit-making venture or social cause;

Clarifies that in the strictest possible sense, as regards proceedings specifically related to any law which would restrict workers' ability to change the nature of their workplace, responsibilities or controlled assets by vote:
  1. All workers are also called "shareholders" in this strictly legal sense, which does not grant any of the other special status or rights of those who are otherwise called "shareholders" or who may hold shares in an enterprise.
  2. Neither this Act nor any part of it may be interpreted so as to recognize any decision-making power or rights of any individual which is not already assured through binding law or contract.

Against there should not be any kind of prison sentence only a big fine.

Fair Business Act
Urgency: Very High| Drafted by: Bleckonia (CFE)| Sponsors: Wolfmanne (P-CP), Maryginia (CMP), Regnum Dominae (LFP), Britanno (P-CP)

AN ACT Relating to business; repealing Voting out business management without holding shares is stupid idea and illegal; repealing Worker Title Clarification Act; and repealing Economic Democratisation Act.

Preamble
The purpose of this act is to encourage entrepreneurship, investment in Aurentine business, and to protect property rights of business owners from so-called "economic democratization."

SECTION 1: This act may be cited as "Fair Business Act."

SECTION 2: Definitions
1. "Business" is defined as an organization that produces and/or trades goods or services to other businesses and/or consumers.
2. "Shareholder" is defined as any person, whether he or she is employed by a certain business, who maintains partial ownership of said business through possession of stocks.
3. "Worker" is defined as any person employed by a certain business and who is not necessarily a shareholder.

SECTION 3: Provisions
1. Every Aurentine citizen or a foreigner who resides legally in the Aurentine Commonwealth shall have the right to own and maintain ownership of a business where he or she may employ other individuals.
2. Unless a business is being used to finance criminal actions, the owner shall be able to maintain ownership of said business with confidence of the shareholders.
3. Workers shall not be allowed to vote out the business owner unless they are shareholders as well, unless the business gives non-shareholding workers that right, and individual businesses may specify how many shares need to be held per person in order to cast a vote.
4. Senate shall pass no laws that will mandate workers to be granted shares, unless specified in contract.
5. Any business where non-shareholding workers have taken over said business with legal sanction and without the consent of the original owner shall be returned to the original owner, provided said business has not ceased to exist after the non-shareholding workers took control of said business.
6. Voting out business management without holding shares is stupid idea and illegal is hereby rendered null and void.
7. Worker Title Clarification Act is hereby rendered null and void.
8. Economic Democratisation Act is hereby rendered null and void.

SECTION 4: This bill shall go into effect immediately after passage.

Opinions? It will make the Worker Title Clarification Act null and void and is much clearer than Voting out business management without holding shares is stupid idea and illegal. Also, it will prevent future acts from "democratizing" the workplace.

There also needs to be some clarification stipulating that worker owned businesses cannot be forcibly taken over by management either, and there also needs to be some clarification so that the right of shareholders to voluntarily transfer ownership of a business to the mass of workers is protected.

I appreciate what you are going for, Bleckonia. I am glad that you are taking such a more agreeable and polite tone with your disagreements. While I call the bill "anti-democratic" later, I mean that others should vote it down if they agree with me. Otherwise, this would resolve the Administration conflict (if GN pulled his bill).
Bleckonia wrote:5. I'm obviously opposed to the whole bill on political grounds, but this part troubles me on a level that I hope I share with others. It's way more extreme than EDA is and WEA would have been. We at least would compensate the 'owners' when the product of their theft is returned to its rightful possessor, the worker's associations.

Also, it will prevent future acts from "democratizing" the workplace.

1. No scare quotes needed; you are literally criticizing democratic forms in the workplace, not some other thing. You may think it's an inappropriate place for democratic forms, or that those should only be used at shareholders' request, or that workers don't have the right to institute such forms without the consent of others, but that doesn't mean it's something other than democratic.

2. This is borderline slander anyway. Have you read EDA? I think you're very inaccurately summarizing "those few assets and divisions which 75% of the workers agree to manage themselves, after full compensation of the previously recognized owners," ie part of some workplaces, as "the workplace".

The management part is covered by 3.3, the part where businesses decide how many shares are needed to cast a vote to throw out the leadership, plus management are also workers according to my definition. And voluntary transaction of shares is protected already, and if they are transferred to workers, then they can have the right to vote whomever out.

2. Unless a business is being used to finance criminal actions, the owner shall be able to maintain ownership of said business with confidence of the shareholders.
3. Workers shall not be allowed to vote out the business owner unless they are shareholders as well, and individual businesses may specify how many shares need to be held in order to cast a vote.

SECTION 4: This bill shall go into effect immediately after passage.

Opinions? It will make the Worker Title Clarification Act null and void and is much clearer than Voting out business management without holding shares is stupid idea and illegal. Also, it will prevent future acts from "democratizing" the workplace.

I shall co-sponsor.

The idea that the worker's associations rightfully own businesses is extreme, so don't talk to me about how my bill is extreme. Plus, your bill can still transfer ownership to workers without the owners' consent.

Made a slight edit to 3.3 allowing businesses to allow non-shareholding workers to take control of the business if the business wishes to allow that.

The Bestiality Act | Urgency: High | Drafted by: Rumostan | Sponsors: Gothmogs, The Grand Republic of Hannover, Gallup

Bestiality shall be punished with a minimum time with a psychiatrist for two years and a minimum fine of £2,000.

Also, a quick apology, I had forgotten that I hadn't changed the prison sentence.

I support peace in Israel and Palestine. The governments and people in power on all sides are an absolute disgrace, and their unwillingness to pursue peace is a disservice to the people they are meant to be serving. The status quo is not simply untenable; it is unquestionably unacceptable.
