Esteemed Colleagues,

In my recent discussions with fellow Quidditch enthusiasts, it has come to my attention that the wizarding world has been without the great 'sport of warlocks' for too long. As such, I would hereby request that those teams wishing to represent their nations in the third Quidditch World Cup of the modern era should make themselves known to myself, so that I may organise the initiation of this third tournament.

Should any national Quidditch association have the desire, facilities and organisational abilities to host the World Cup itself, would they also please make themselves known to me, outlining their bid in appropriate detail. Starblaydia will also make itself available to host this fantastic event. Should any more nations apply to host, a vote will be held.
