Constantine Sein Lin Zaw Naing: Hello, and good day, or evening! I am Valkyrie Valentijn Samantha Constantine, or Valentijn, if you prefer. Either one it’s fine! I am part and the head of The Sixty, the rulers of a country known as Valentine Z. For a little more than a century, Valentine Z has existed and has enjoyed the same duration of peace and progressiveness. Additionally, until the recent decades, we have stayed in our own universe, minding our own business. It is not so much that we dislike other people, but with us in our universe (we really are alone!), and this was before the invention of tunnelling and portals to other dimensions. And when we got that technology going, it’s only a matter of time for us to interact with other nations, and people. This ranged from simple tourism, to a little more engaged with other nations’ politicians. Our embassy establishments are still in progress, and well, do feel free to read more about us in our own history dispatch in your free time!

Anyway, the more important part is as to why Valentine Z would like to be involved in this program, to be the World Assembly Secretariat. Indeed, we have not engaged in World Assembly as actively as one would expect potential candidate to be, and we have only voted on issues passively. Technically, there is a commendation on our nation to recognize our efforts, but that isn’t really us being involved and us more being recognized by some other host of nations. It is this recognition, on top of something else, that has motivated us to be involved in this and to try our hand here. I made the final decision, others were involved, of course! Ahh- ahem, our main motivation is on the idea of progressivism, along with the grassroots. For the latter, it might have been a little conflicting if one is to consider that we are a nation with two planets worth of territory under our belt. In the end though, Valentine Z has always been about working with lesser known or smaller groups of people and community. I believe we have done this back in 2020 for General Secretary. That was quite a joyful one, if I say so myself. So, let’s try it again, we thought.

Here, however, I believe we owed everyone a description of what we are hoping to achieve. Positive words and introduction is good and all, but at the end of the day, there still needs to be an outline of what we would like to see more in General Assembly as well as in Security Council. Please do note that this is a non-exhaustive list, which is to say that as newer elements are recognized in GA and SC, we will see and adapt them accordingly to our ethos.

To start this off, for many of the points and proposals that we will make below, we understand that not every nation is forged the same; some will lack, some will have in abundance. Our idea is to lend a helping hand to other nations as much as possible, while also making sure that the citizens in their own nations will not feel second-class.

And thus, as a start, Foreign Aid should be done with benefit and win-win in mind. It does not only entail giving a nation a generous gift or a handout. Rather, we should offer aid in many ways, including but not limited to: Peacekeeping, expertise and knowledge, resources, rebuilding efforts. Whatever a country needs to get going!

Protection of the natural environments of the nations under World Assembly. Without too much stunting of a nation’s economy, a nation’s environment – no matter how small or big – must be protected and maintained. Private property, as the name suggests, belongs to a person or a group. However, there must be protections and limitations such that they cannot, for instance, buy a piece of land and (often literally) burn it into the ground.

Civil Rights of the nations’ citizens to be protected. They are not to be discriminated based on their race, religion, sexual orientation, and any other traits they might have. However, to prevent the Paradox of Tolerance, there indeed must be checks and balances such that the free speech and civil rights are not exploited for hatred.

It is important to have a good social net for the citizens of a WA nation who are falling behind for whatever reason. We believe that a nation’s capacity is often defined by how they care of those who are on hard times. Of course, we are also aware and know the catch of those exploiting the welfare system for more selfish benefits, shall we say. The idea and concept of a welfare is to help those who are in need, not to be taken advantage of.

We believe in recreational drugs being available for one’s pleasure of use. Though of course, we must ensure that no severe and long-lasting addictions take place, and that the countries must have an able and efficient rehabilitation methods available for all citizens.

We are also not simple visionaries with no practical plans for the future. Indeed, a nation’s backbone is its economy and business, and we recognize that. Contrary to what others might believe, we are absolutely not towards seizing the means of production. Instead, we believe in the idea of running a mixed economy. A nation’s primary industry must be controlled by a well-meaning and capable government, for it entails the physical resources that are available for the nation and its people. The secondary industries and above can be mixed. As aforementioned, as well as to emphasise, giving the government or the state control of the resources is not an automatic victory.

We do believe in private industries, companies, and entrepreneurs in WA nations (and non-WA nations). They must, however, be discouraged from acts of exploitations. There are a little too many to list, but off the top of our head? Antitrust laws, privacy laws, regulation and oversights, close as many tax loopholes as possible, and taxing where it’s needed. I will admit that Valentine Z is a little too much with the taxing, but hey, you don’t need to strictly follow our example!

Regulation of gambling. A bit tired to the point above, and we do want to make sure that we don’t sound like we want to ban it. It should be something that is available for those who are responsible.

Clean energy is the way to go forward, and this also includes nuclear energy. Depending on nation histories, we understand that nuclear energy may be a daunting task – you need a lot of capital to get started, you need to have all sorts of safety features, and one little mess-up can doom large landmasses for generations. With WA nations lending a helping hand, however, we believe that we can usher in clean and bright future. Science is the way forward! For the record, this does NOT mean that religion will be kicked out of the nations. As above, we believe in freedom of religion and thus, science and religion can co-exist, albeit with some slight compromises we made.

Public education must be funded with quite an intensity. Remember, kids and younger generation are our future! Of course, public education alone isn’t enough! As our studies and statistics have went, they can be misappropriated, with the result of a measure of intelligence (not just IQ tests!) not leading to satisfactory expectations. In other words, efficient public education.

Along with this, also will come public healthcare. The idea is to ensure that the healthcare infrastructure and strength of a nation can accommodate all if not most of its citizens without a problem. We understand that it will be difficult to accommodate for all, as well as those playing healthcare tourism. Still, a good step forward as any other to, say, have more people not losing their life savings over a simple injury! Do note that we are also not trying to dismantle the likes of an insurance industry or private healthcare. They should serve as a complementary, NOT a compulsory to.

Public transport to finish the trifecta. Again, note that this does NOT mean taking away cars and demolishing roads. Public transport should be readily available for a lot of places that would make sense, e.g. schools, offices, other places of work. Indeed, there are cases whereby the establishment of a public transport would cause more environment impact than it’s worth – for instance, damaging the delicate forest to establish a train station in its middle. A bit of an extreme example, but my point is: We understand the limits of a public transport. It should, however, not be an occurrence for the WA nations’ workers and citizens to be stuck in a traffic, and not another lane can solve it.

Q: Okay so who the heck are you?
A: Valentine Z. Have been around since the establishment of this nation, and I enjoy a fair share of activities on the site. I have done stats as you can definitely tell, along with writing an issue or two, being in a bit of NSGP but not to a large extent, unfortunately no involvement in GA and SC, and (used to have) a lot of time spent/wasted in F7. My strength, I believe, is my passion in writing (and photography but that’s less NS and more hobby). Nowadays, I enjoy a quiet presence in NS Sports and occasional F7 posting.

Q: So you have no GA and SC experience…
A: Unfortunately. I am commended, I wrote some joke GA proposals in the relevant thread. Other than that… nope.

Q: Then why are you here?
A: That’s a good question, to which I actually don’t really have a proper answer to. I kind of wrote this because I like it and wanted to try out new things. IF and IF I somehow managed to progress further and get into this, I will think of something to maintain my position. I am not going to half-ass and ditch something, if it helps you; either I do something or I don’t.

Q: Grassroots?
A: Ironically while being in TNP, yes. For the record, I am NOT running against Islandwalk, and I also wish them well with the campaign. So far theirs (and a lot of others) are a lot more likely than mine. Anyway, we once ran with the idea of many smaller, independent people running together the 2020 April Fools event. So, why not again? With different people, of course.

Q: Are you going to tank the stats?
A: Actually, no. Well, not like the ones that -100% your stats with some issue choices, not like that! Whatever I have said above stands, but it’s more so that I will support resolutions that support the nation’s ideas. And if, for example, gambling got smacked, it may be like -0.1% or -1% at most? I will try my best here and believe me, I know how much others have worked for their stats.

Q: But this isn’t April Fools…
A: I know. And as I have mentioned before, if a real deal comes into play for me, I will do my utmost.

Q: Might not vote for you either way.
A: That’s fine, and I mean this in a genuine and sincere way, not condescendingly. You might have another candidate, you are probably running, or you just don’t care. Whichever happened, it is fine. I had fun writing this.

Based on the definitions (see this for reference), I will say I lean a bit more towards International Federalism. Not wholly of course, but leaning towards it.

My belief is that some policies should be a bit more compulsory, while others can be a bit more optional. I forgot to add this in, but for instance, Valentine Z believes that other nations should try their utmost to follow suit in using clean energy - provided that they are sufficient with it, or in the case of nuclear energy, have proper ways of disposal with no tempering or lack of oversights and safety features*.

* I could go on a bit more but my general consensus is that it's safe, just that human element or something else tends to play into effect instead of just the thing itself.

Also yeah I have missed some bits like issues on energy, sports and events, and the works. I might add them in later before the deadline, and will say so if I have edited.

Question for you, will there be any form of differences, distinctions or policy choices of yours that you would adopt that would result in you having more specific or otherwise different focuses for The General Assembly and The Security Council, or will you adopt a uniform standard for handling both of them?

That's actually an interesting one. Off the top of my head, I will say that I want to have the same standard for the both. So given the way Valentine Z ICly operates, that would lean a bit more that the nations with the "bad stats" will be condemned, for instance.

For this, I will also note that:
- I am aware that stats are not the main thing in SC's Commends and Condemns. They are tacked on with other policies, so... I guess we can look at their roleplays if any, and the way they worldbuild too.
- I know Max himself (or was it someone else?) said that stats by themselves are not good or bad - one nation's badge of honor is another's shame, vice versa. But Valentine Z's politics and policies will unfortunately railroad it.

So for the time being, I am going to say I will keep them the same standard. Though, if hypothetically if I am in, the five of us will think to vote on it, maybe?

I'll tactically support you. While I do support Hanabi's platform more, you've got a far better chance at winning and you're a good person (though, then again, so is every other major person in the race) who won't be a NatSov (or at least you say you won't), which my region doesn't seem to like.

Same honestly, tactical voting is necessary or else the entire Secretariat will just be a revolving chair of well established NatSov just taking on the mantle, no offence to them, but that’s what it’ll be if no IntFed or even any Moderate is in it

A: I am against it. As far as I am concerned, there are ways to cite and speak your mind against someone or something, e.g. I don't like this person and I won't vote for them because of X and Y, but... I generally try my best not to go too far or to constantly talk about it anywhere. So there's that from me, going by definition of griefing.

A: For all the time, yeah. Unless the mods deem the region to be gone (see the one with the "Nazi" in the name), then that one goes to the mods to lock it and never let it be seen.

Destruction meaning completely wiping out the RMB and all... I will say no. My rationate is that regions do not and should have destruction, even the questionable ones. Now, let me be clear, I do NOT support certain groups, it should be obvious. However, I believe in the idea of history being preserved. Good or neutral or bad, it should be there.

(Though of course, there's a caveat with nations being able to delete their RMB posts, so unless something is quoted or they got DEATed or never returned before their deletion.)

In short - I do not like regional destruction for the sake of preservation. And the purpose of preservation can have many uses.



Q: What is your stance on Raiding/Defending?
A: Aha, this one! Now again, just to preface, I have no dog in the battle between the raiders and defenders. Just putting this out there. Again, no prior history, I have never been involved in military operations, maybe save for saving Singapore with a new Governor, which is our region, anyway.

Defending is a necessity that I feel is borne out of the raiding elements. Raiding by definition is forcefully taking over a region, getting the WA Delegacy status, and depending on if that can be done, kicking the natives out. Sometimes they left after a while, other times they took a region as trophy.

The trophy taking feels quite awful for the natives (ahem - most of the time), especially if there is a budding RP history going on and it is in a sea of mass suppressions. So... I do have a bit of an against on raiding because of that alone.

With that said, however, at this point, thanks to the mechanics of governors and all, I think raiding has become a little less likely? Regions are no longer just reliant on a founder alone, so they have plenty of chances to hopefully have governors and successors that can be trusted.

Overall? Hrmmm, I can see the merits of both sides. The thrill and all. However, I personally really think that both ICly and OOCly, folks need to take a notch down and relax a bit. I won't say who, or what specific cases, whatever happened has been dealt with.

As for commends and condemns, I mean yeah, where credit it's due, it should be given. Not just defending = commend, raiding = condemn. Depends on which regions are affected too.



I do hope this is adequate. ♥ If I have endorsed any kind of questionable things, please do know that it's not on purpose. I have done my best to see the history of NSGP, and despite the fact that I have seen and read through a little bit here and there, there's still a lot of history to cover.

Nice platform Valentine and good to see someone well known and well regarded throughout the NS multiverse standing.

I rescind my endorsement of Simone. After a lengthy discussion with someone I know, I determined it would not be the best course of action, especially given Simone's history and manuevers within the GA.

I believe it'd be wise to campaign a bunch. You're definitely getting into the second round but it's going to be an uphill battle given how fractured the IntFed vote is.

Typically, we understand that those with more funding and support will win this election. It’s been given. We do not expect a full-on victory at this point, so I believe we should shift our focus on what the people might want to hear – more policies! Not the usual droning on and on and vague promises of changes, but the actual, tangible change that the citizens of nations under the WA may appreciate and love. To start this off, we believe more in the idea of International Federalism. Not wholly, but that a lot of the nations can benefit from the GA and SC laws that were proposed and voted accordingly for. Our belief is that World Assembly should govern the major politics and policies, while there can be nuances and freedom towards smaller matters. Let us get this started now.

When we last talked about the economy of the nations in World Assembly, we simply mention that they may possibly get an aid in their economy, as well as pointers about how the nations should operate their industries. Indeed, this we believe is well-meaning, but per our principles of progressivism and grassroots, we believe in helping out small but thriving nations to their true potential. Without hindering or diminishing the efforts of many large and extremely developed nations, WA as a whole should sought to look after smaller nations. Having a good environment by itself is not an indicator of a nation that takes care of their green wealth. Rather, it is possible that there are just boundless amount of nature out there that has not been exploited yet. Now, as we have mentioned – we mean well with our proposals and we are NOT asking for nations to halt their industries, including but not limited to: Timber, Mining, Fishing, and so on. These industries are a necessity, and there is not a day, not even for Valentine Z, that we can simply live without mining for minerals, or new wood products. Necessity should not mean destruction, but it is also inevitable that there will be some destruction. We can minimise it!

Narrowing the Wealth Gap / Increased Income Equality
In a lot of countries, it is an unfortunate reality that there is a very significant wealth gap happening between the richest and poorest citizens. We at Valentine Z understand that the wealth and income equality can never really be resolved. It is inevitable that at some point, some people will earn more, some less, some cannot earn, the list goes on with various reasons. As a result, our idea is to reduce and diminish said wealth gap. Of course, we will have to be fair when it comes to the process of it. Fair taxation rates that adjust accordingly to one’s wealth, while also closing as many tax loopholes and exploits as we possibly can. Personal wealth is fine, again that’s not it. But when it came from the exploits of the others, or having unimaginable amounts with nothing to spend on, I believe that is when things may have been a little too far. This will additionally line up nicely with our economic ideas, that we do not hate capitalism or are asking for full-blown communism. We shall usher in a mix of these systems, one that works thanks to the corporation from companies and from people themselves. Which will indeed bring us to next bit.

I think we have emphasised this so many times by now. We do NOT want to force these qualities on people. Instead, we rather see that they be nurtured, and what better way to do this than by having a couple of events? I know sports typically tend to be ironic when we suggest this sort of thing. I mean, a sports result can go pretty badly, right? Riots and all? Well, not when it’s enforced a little bit, of course! On top of that, racial and religious harmony and acceptance between groups can be a good way forward. YES, we know what you are thinking, and this is also in our mind. We do NOT mean including everything and everyone. We mentioned Paradox of Tolerance, so there will be a lot of unwanted elements that will be excluded. Of course, simply excluding them is not a solution. I mean, it is, but we also want to go for methods of rehabilitation and reconciliation for those who have their own character arcs.

Happiness is… complicated, really. Even we will not state absolutely on what makes a person happy. One’s joy is another’s sadness, methods of happiness are very different between persons, so on. So, without forcing it into WA, how on Earth and other worlds will we even do and think of this? Well, just a little bit of positive thinking will be a good start. I know positive thinking and words aren’t enough for the most cases, do hear us out. It’s just that, we can push for policies here and there that we believe can be quite beneficial. Fun stuff, like gardens, garden events, conventions, beach parties, water parks, and many more along the way. Having a lot of things to do can not only make people be a little happier, but set a certain culture and bring more arts and science into the mix. Particularly arts. This will also go hand-in-hand with, say, making work conditions better for all of the jobs. What do you say to 3-4 work days a week? Sounds like a good idea, no? Hey, we can fill up the vacancies, that’s no worry! Plenty of capable folks who will work for a salary. Good salary, mind you, NOT the meagre salaries of the olden days, ha hah!

That’s quite it once again with the- oh right, more things that are linked to happiness and culture. We already mentioned sports, right? Yes! So, we believe in showcasing the other worlds, and this is in the form of stories, first-hand accounts, tourism, and many more! The halls of WA, GA, and SC are wonderful, do not get us wrong! However, it will also be nice to show the wonders of other countries, other people, other worlds… there are all sorts of tales waiting to be appreciated across the WA nations, and even a lot of non-WA nations. And with that, yeah, I am going to end it off here because my throat certainly needs a bit of rest. I wish everyone the best of luck, and take care!
